【摘要】：近年來隨著經(jīng)濟(jì)的飛速發(fā)展,開福區(qū)可利用的土地資源日益減少,面臨著土地供需矛盾日趨尖銳的問題。提高土地利用協(xié)調(diào)度,解決土地供需矛盾,是當(dāng)前開福區(qū)經(jīng)濟(jì)發(fā)展面臨的重要課題。文章從協(xié)同學(xué)的角度出發(fā),結(jié)合可持續(xù)發(fā)展理論與生態(tài)經(jīng)濟(jì)學(xué)觀點(diǎn),從經(jīng)濟(jì)、社會(huì)、環(huán)境三個(gè)方面構(gòu)建開福區(qū)土地利用協(xié)調(diào)度指標(biāo)體系。運(yùn)用社會(huì)調(diào)查法和文獻(xiàn)查閱法搜集長沙市開福區(qū)2008-2012年相關(guān)指標(biāo)數(shù)據(jù),運(yùn)用層次分析法確定指標(biāo)權(quán)重,并計(jì)算開福區(qū)土地協(xié)調(diào)度水平和潛力度水平,對開福區(qū)土地利用協(xié)調(diào)度和潛力度進(jìn)行分析,全面揭示長沙市開福區(qū)土地現(xiàn)狀的總體協(xié)調(diào)程度及潛力。從系統(tǒng)整體協(xié)調(diào)度來看,在2008-2012年間開福區(qū)土地利用系統(tǒng)協(xié)調(diào)度呈現(xiàn)正向發(fā)展趨勢,系統(tǒng)整體協(xié)調(diào)度從2008年的0.1925上升至2012年的0.7920。從三大子系統(tǒng)協(xié)調(diào)度變化來看,從2008年到2012年三大子系統(tǒng)協(xié)調(diào)度均呈現(xiàn)正向變化趨勢,到2012年三大子系統(tǒng)協(xié)調(diào)度均在0.75以上。從開福區(qū)土地利用潛力度水平來看,2012年開福區(qū)土地利用潛力度為0.2080,仍然存在較大的潛力空間有待挖掘。針對開福區(qū)土地利用協(xié)調(diào)度存在的問題和土地利用潛力,分別從政策和制度兩個(gè)層面對開福區(qū)土地利用現(xiàn)狀提出改進(jìn)與完善的舉措,以促進(jìn)開福區(qū)土地利用的協(xié)調(diào)、可持續(xù)發(fā)展,從而促進(jìn)區(qū)域經(jīng)濟(jì)全面、協(xié)調(diào)、快速以及可持續(xù)發(fā)展。
[Abstract]:With the rapid development of economy in recent years, the available land resources in Kaifu District are decreasing day by day, and the contradiction between supply and demand of land is becoming more and more acute. Improving the coordination degree of land use and solving the contradiction between supply and demand of land is an important subject for the economic development of Kaifu District. From the point of view of Synergetics, combining the theory of sustainable development with the viewpoint of ecological economics, this paper constructs the land use coordination index system in Kaifu District from the aspects of economy, society and environment. Using the method of social investigation and literature reference to collect the relevant index data from 2008 to 2012 in Kaifu District of Changsha City, using AHP to determine the index weight, and calculating the level of land coordination degree and potential degree in Kaifu District. By analyzing the degree of coordination and potential of land use in Kaifu District, the overall coordination degree and potential of land use in Kaifu District of Changsha City are revealed. From the point of view of the overall coordination degree of the system, the coordination degree of the land use system in Kaifu District showed a positive development trend from 2008 to 2012, and the overall coordination degree of the system increased from 0.1925 in 2008 to 0.7920 in 2012. From the point of view of the change of coordination degree of three major subsystems, from 2008 to 2012, the coordination degree of the three major subsystems showed a trend of positive change, and the coordination degree of the three major subsystems in 2012 was above 0.75. According to the level of land use potential in Kaifu District, the land use potential degree of Kaifu District in 2012 is 0.2080, and there is still large potential space to be excavated. Aiming at the problems of land use coordination degree and land use potential in Kaifu District, this paper puts forward some measures to improve and perfect the present situation of land use in Kaifu District from the two aspects of policy and system, in order to promote the coordination of land use in Kaifu District. Sustainable development, thus promoting regional economic comprehensive, coordinated, rapid and sustainable development.
