【摘要】：近年來，為了加快當?shù)亟?jīng)濟發(fā)展，各級地方政府增加投資，促進重大基礎(chǔ)設(shè)施的建設(shè)，主要表現(xiàn)為大量增加政府投資項目，有效地促進區(qū)域經(jīng)濟的健康快速發(fā)展。同時，我們也應(yīng)看到，政府投資項目在發(fā)揮經(jīng)濟發(fā)展“正能量”的同時，由于投資體制、管理制度等原因，出現(xiàn)了造價控制不嚴、腐敗等“負面清單”，在一定程度上損害了地方經(jīng)濟發(fā)展，“工程上去了、干部倒下來”在一些地區(qū)、一定時期呈愈演愈烈之勢。因此，逐步規(guī)范和完善政府投資項目監(jiān)管十分必要。 本文在借鑒已有政府投資項目監(jiān)管研究基礎(chǔ)上，結(jié)合地方政府投資項目監(jiān)管工作實際，深入分析了政府投資項目及監(jiān)管的特點以及其在前期工作、招標、施工管理等三個階段存在的問題，同時，對地方政府投資項目監(jiān)管存在的制度執(zhí)行不到位、未全過程監(jiān)管等問題進行了深入地分析。在此基礎(chǔ)上，進一步分析了地方政府投資項目監(jiān)管存在問題的主要原因。其次，結(jié)合地方政府投資項目監(jiān)管最新實踐，從強化政府投資項目監(jiān)管內(nèi)容的視角，按照政府投資項目本身的推進順序，從前期工作、招標、建設(shè)管理三個方面提出了具體的優(yōu)化措施；從政府投資項目監(jiān)管方式視角，，提出了全過程監(jiān)管、加強中介機構(gòu)管理、完善后評估機制等措施，試圖以此不斷完善地方政府投資項目監(jiān)管。
[Abstract]:In recent years, in order to speed up the development of local economy, local governments at all levels increase investment and promote the construction of major infrastructure, mainly as a result of a large number of government investment projects, effectively promoting the healthy and rapid development of regional economy. At the same time, we should also see that while government investment projects bring into play the "positive energy" of economic development, due to the investment system and management system and other reasons, there are "negative lists" such as lax cost control and corruption. To some extent, the development of local economy has been damaged. "the project has gone up, the cadres have fallen" in some areas, the trend is becoming more and more intense for a certain period of time. Therefore, it is necessary to gradually standardize and perfect the supervision of government investment projects. On the basis of the existing research on supervision of government investment projects, combined with the actual situation of local government investment projects, this paper deeply analyzes the characteristics of government investment projects and their supervision, as well as their preliminary work and bidding. At the same time, the problems existing in the supervision of local government investment projects are analyzed deeply. On this basis, the paper further analyzes the main reasons of the problems in the supervision of local government investment projects. Secondly, according to the latest practice of supervision of local government investment projects, from the perspective of strengthening the supervision content of government investment projects, according to the promotion order of the government investment projects themselves, from the preliminary work, bidding, Three aspects of construction management put forward specific optimization measures; From the perspective of supervision mode of government investment projects, this paper puts forward some measures, such as the whole process supervision, strengthening the management of intermediary organizations and perfecting the post-evaluation mechanism, in order to continuously perfect the supervision of local government investment projects.
