【摘要】：產(chǎn)業(yè)集群作為現(xiàn)代經(jīng)濟布局的一種重要形式，在區(qū)域經(jīng)濟發(fā)展中扮演著越來越重要的角色，對擴大經(jīng)濟規(guī)模、提升競爭力、加快區(qū)域創(chuàng)新、提高發(fā)展效益等多個方面都有積極的作用，已經(jīng)成為各國和地區(qū)促進經(jīng)濟發(fā)展的新思維方式。東營市作為典型的資源型城市之一，是黃河三角洲高效生態(tài)經(jīng)濟區(qū)發(fā)展規(guī)劃和山東半島藍色經(jīng)濟區(qū)發(fā)展規(guī)劃實施區(qū)域的重要組成部分，如何推動區(qū)域經(jīng)濟發(fā)展是東營面臨的現(xiàn)實問題。 本文首先介紹了產(chǎn)業(yè)集群相關(guān)概念和理論，重點從產(chǎn)業(yè)集群的定義、分類、形成機理、特征以及產(chǎn)業(yè)集群與區(qū)域經(jīng)濟發(fā)展的關(guān)系和產(chǎn)業(yè)集群有關(guān)理論進行了概述。尤其在產(chǎn)業(yè)集群分類、特征、集群與區(qū)域經(jīng)濟發(fā)展關(guān)系等方面提出了新的看法，并對鉆石理論進行了重點介紹，為提出以產(chǎn)業(yè)集群推動東營區(qū)域經(jīng)濟發(fā)展打下了理論基礎(chǔ)。 在此基礎(chǔ)上，本文運用定性分析和定量分析相結(jié)合的方法，對東營黃藍經(jīng)濟區(qū)建設情況和主導產(chǎn)業(yè)發(fā)展狀況進行了分析，并運用鉆石理論的四個基本因素和兩個輔助要素分析了東營市產(chǎn)業(yè)集群競爭力。同時，選取美國硅谷、深圳區(qū)域等比較成功的產(chǎn)業(yè)集群進行研究，，得出了產(chǎn)業(yè)集群發(fā)展的重要啟示。 最后，本文立足東營發(fā)展實際，提出了政府要在產(chǎn)業(yè)集群選擇、提供服務、相關(guān)集群主體建設等方面發(fā)揮積極作用，推動東營區(qū)域經(jīng)濟發(fā)展的對策建議。
[Abstract]:As an important form of modern economic layout, industrial cluster plays a more and more important role in regional economic development. It plays a more and more important role in expanding economic scale, enhancing competitiveness and speeding up regional innovation. The improvement of development benefits has played a positive role and has become a new mode of thinking for countries and regions to promote economic development. As one of the typical resource-based cities, Dongying is an important part of the development planning of the high-efficiency ecological economic zone of the Yellow River Delta and the blue economic zone of Shandong Peninsula. How to promote the development of regional economy is the realistic problem that Dongying faces. This paper first introduces the concept and theory of industrial cluster, focusing on the definition, classification, formation mechanism, characteristics, the relationship between industrial cluster and regional economic development and the theory of industrial cluster. Especially in the industrial cluster classification, characteristics, cluster and regional economic development and other aspects of the new views, and the diamond theory was introduced, which laid a theoretical foundation for the industrial cluster to promote the development of Dongying regional economy. On this basis, this paper uses the method of qualitative analysis and quantitative analysis to analyze the construction of Dongying Yellow Blue Economic Zone and the development of leading industries. Four basic factors and two auxiliary factors of diamond theory are used to analyze the competitiveness of Dongying industrial cluster. At the same time, some successful industrial clusters, such as Silicon Valley and Shenzhen, are selected to study, and the important enlightenment of the development of industrial clusters is obtained. Finally, based on the actual development of Dongying, the paper puts forward the countermeasures and suggestions for the government to play an active role in the selection of industrial clusters, the provision of services, and the construction of related clusters, in order to promote the economic development of Dongying.
