[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee emphasized "persisting in coordinated development, focusing on the formation of a balanced development structure," and clearly "promoting regional coordinated development." A new pattern of coordinated regional development with orderly and free flow of elements, effective functional constraints, equality of basic public services, and carrying of resources and environment. " In order to further promote the coordinated and open development of regional economy and society, in March 2016, the State Council issued the guidelines on deepening Regional Cooperation in the Pan-Pearl River Delta (document No. 18 of Guofa (2016). To make it clear that deepening regional cooperation in the Pan-Pearl River Delta under the new situation is conducive to deepening regional cooperation in the Pan-Pearl River Delta.
