【摘要】：根據(jù)我國的現(xiàn)實(shí)發(fā)展需要,“十一五”規(guī)劃首次強(qiáng)調(diào)了經(jīng)濟(jì)區(qū)的發(fā)展,并凸顯出區(qū)域規(guī)劃的重要性。而中國近三十年的經(jīng)濟(jì)空間格局也需實(shí)現(xiàn)轉(zhuǎn)型,以地方政府主導(dǎo)型的省份經(jīng)濟(jì)模式已不再適合我國經(jīng)濟(jì)的高速發(fā)展需要,中國順勢(shì)進(jìn)入?yún)^(qū)域經(jīng)濟(jì)發(fā)展階段,區(qū)域經(jīng)濟(jì)整合將成為推動(dòng)中國新一輪改革開放的支柱力量之一。長(zhǎng)株潭一體化在操作上進(jìn)行了許多創(chuàng)新,在實(shí)踐中也取得了一些進(jìn)展,但目前與社會(huì)期望還有較大差距。影響和制約長(zhǎng)株潭一體化及該區(qū)域城市群發(fā)展的最主要的還是政策因素,因此,研究長(zhǎng)株潭一體化進(jìn)程中的政策調(diào)整問題具有重要的理論和現(xiàn)實(shí)意義。 筆者以長(zhǎng)株潭一體化進(jìn)程中的政策調(diào)整為研究對(duì)象,在借鑒國內(nèi)外研究成果的基礎(chǔ)上,采用跨學(xué)科的思想觀點(diǎn)和研究方法,實(shí)證分析與規(guī)范分析相結(jié)合,圍繞該城市群區(qū)域一體化發(fā)展的政策調(diào)整與改革創(chuàng)新問題進(jìn)行系統(tǒng)思考,力圖對(duì)該區(qū)域城市群“兩型社會(huì)”建設(shè)改革的實(shí)踐工作有所裨益。文章首先介紹了長(zhǎng)株潭一體化進(jìn)程中政策調(diào)整的一般理論；接著對(duì)長(zhǎng)株潭一體化進(jìn)程中的現(xiàn)行政策進(jìn)行評(píng)估；最后是在評(píng)估現(xiàn)行政策不足的基礎(chǔ)上提出相應(yīng)的對(duì)策建議。 本文主要?jiǎng)?chuàng)新點(diǎn)是全面、深刻地分析該區(qū)域城市群政策調(diào)整的需求,在城市群管理構(gòu)架上有創(chuàng)新性的設(shè)計(jì),這是在整合了城市間體制機(jī)制改革研究的基礎(chǔ)之上的,在改革演進(jìn)路徑方面頗具操作性,本文頗具創(chuàng)新性的制度環(huán)境設(shè)計(jì)和參考模式可運(yùn)用于城市群區(qū)域行政協(xié)調(diào)機(jī)制改革之中。
[Abstract]:According to the actual development needs of our country, the 11th Five-Year Plan emphasizes the development of economic zone for the first time, and highlights the importance of regional planning. However, the economic spatial pattern of China in the past 30 years also needs to be transformed. The provincial economic model, which is dominated by local governments, is no longer suitable for the rapid development of China's economy, and China has entered the stage of regional economic development. Regional economic integration will become one of the pillar forces to promote China's new round of reform and opening up. Changsha-Zhuzhou-Tan integration has made many innovations in operation and made some progress in practice, but there is still a big gap with social expectations. The policy factors that influence and restrict the development of Chang-Zhuzhou-Xiangtan integration and the regional urban agglomeration are still the main factors. Therefore, it is of great theoretical and practical significance to study the policy adjustment in the process of Chang-Zhuzhou-Xiangtan integration. The author takes the policy adjustment in the process of integration of Changsha-Zhuzhou-Xiangtan as the research object, on the basis of drawing lessons from the domestic and foreign research results, adopting the interdisciplinary thought viewpoint and research method, combining the empirical analysis with the normative analysis. Based on the policy adjustment, reform and innovation of the regional integration development of the urban agglomeration, this paper tries to be beneficial to the practice of the construction and reform of the "two-oriented society" in the urban agglomeration in the region. This paper first introduces the general theory of policy adjustment in the process of Chang-Zhu-Tan integration, then evaluates the current policy in the process of Chang-Zhu-Tan integration, and finally puts forward corresponding countermeasures and suggestions on the basis of evaluating the insufficiency of current policies. The main innovation of this paper is to comprehensively and profoundly analyze the needs of the policy adjustment of the regional urban agglomeration, and have an innovative design on the management framework of the urban agglomeration, which is based on the integration of the research on the reform of the inter-city institutional mechanism. The innovative institutional environment design and reference mode can be used in the reform of regional administrative coordination mechanism of urban agglomeration.
