【摘要】：隨著閩臺(tái)兩岸經(jīng)貿(mào)往來日益頻繁,閩臺(tái)合作領(lǐng)域不斷拓展,當(dāng)前兩岸深化合作的觸角已經(jīng)延伸至農(nóng)業(yè)方面。而莆田與臺(tái)灣一衣帶水,隔海相望,兩地間有著深厚的地緣、血緣、文緣、商緣和法緣關(guān)系。得益于得天獨(dú)厚的自然環(huán)境、優(yōu)越的地位位置、便捷的交通樞紐,莆田與臺(tái)灣開展農(nóng)業(yè)戰(zhàn)略合作,是區(qū)域經(jīng)濟(jì)合作理論下的現(xiàn)實(shí)演繹,也是發(fā)揮各自比較優(yōu)勢的必然選擇。實(shí)踐證明,莆臺(tái)農(nóng)業(yè)合作能夠順利開展并非是偶然,而是由莆臺(tái)兩地的區(qū)位、資源、勞動(dòng)、資本、技術(shù)以及環(huán)境等要素共同決定的。莆臺(tái)能夠借助區(qū)位與地理上優(yōu)勢,通過農(nóng)業(yè)的轉(zhuǎn)移實(shí)現(xiàn)各種資源的相互流通與整合,充分實(shí)現(xiàn)莆臺(tái)兩地農(nóng)業(yè)互補(bǔ)。作為閩臺(tái)深化合作的重要組成部分,莆臺(tái)農(nóng)業(yè)戰(zhàn)略合作是推進(jìn)兩地農(nóng)業(yè)現(xiàn)代化、技術(shù)化、產(chǎn)業(yè)化發(fā)展的重要路徑,也是增強(qiáng)農(nóng)業(yè)國際競爭力的首要與必要選擇。有鑒于此,本文根據(jù)比較優(yōu)勢理論和區(qū)域經(jīng)濟(jì)合作理論分析莆臺(tái)農(nóng)業(yè)發(fā)展的互補(bǔ)性、必要性和可行性,揭示莆臺(tái)農(nóng)業(yè)合作交流存在的基礎(chǔ)。盡管如此,當(dāng)前仍有不少制約兩地深化合作的因素,主要體現(xiàn)在莆田農(nóng)業(yè)的經(jīng)營管理模式較為落后、臺(tái)灣農(nóng)業(yè)的經(jīng)濟(jì)效益逐漸下降。而這更加凸顯了兩地進(jìn)行全方位多層次農(nóng)業(yè)合作的緊迫性。為此,兩地需要立足深厚的五緣基礎(chǔ),以市場為導(dǎo)向,以項(xiàng)目為依托,加強(qiáng)科技合作、產(chǎn)業(yè)發(fā)展、經(jīng)營管理、市場拓展等方面的深度交流。為了實(shí)現(xiàn)兩地經(jīng)濟(jì)雙贏的目標(biāo),莆臺(tái)應(yīng)從改善投資環(huán)境、加強(qiáng)基礎(chǔ)設(shè)施建設(shè)、拓寬人才交流渠道、健全信息服務(wù)體系等方面入手構(gòu)建宏微觀的保障機(jī)制。
[Abstract]:With the increasingly frequent economic and trade exchanges between the two sides of Fujian and Taiwan, the cooperation between Fujian and Taiwan has been expanding. At present, the tentacle of deepening cooperation between the two sides has extended to agriculture. Location, convenient transportation hub and agricultural strategic cooperation between Putian and Taiwan are the realistic deduction under the theory of regional economic cooperation and the inevitable choice of exerting their respective comparative advantages. Putai can realize the mutual circulation and integration of all kinds of resources through the transfer of agriculture, and fully realize the complementarity of agriculture between Putai and Fujian. As an important part of deepening cooperation between Fujian and Taiwan, Putai's strategic cooperation in agriculture is the key to promote the modernization, technology and industrialization of agriculture between the two places. In view of this, this paper analyzes the complementarity, necessity and feasibility of Putai's agricultural development according to the theory of comparative advantage and regional economic cooperation, and reveals the foundation of Putai's agricultural cooperation and exchange. The factors are mainly reflected in the backward management mode of Putian agriculture and the declining economic benefits of Taiwan's agriculture, which highlights the urgency of all-round and multi-level agricultural cooperation between the two places. In order to achieve the win-win goal of the two economies, Putai should start from improving the investment environment, strengthening infrastructure construction, broadening the channels of talent exchange, and improving the information service system.
