政府體系下無錫惠山經(jīng)濟開發(fā)區(qū)招商引資現(xiàn)狀分析和策略研究

【摘要】:改革開放以來,,經(jīng)濟開發(fā)區(qū)成為了新時代的代名詞,全國各地省級,乃至國家級開發(fā)區(qū)如雨后春筍般破土而出。近年來,由于開發(fā)區(qū)的功能布局、產(chǎn)業(yè)定位、政策優(yōu)惠等優(yōu)勢明顯,開發(fā)區(qū)逐漸成為了各地的經(jīng)濟引領板塊和產(chǎn)業(yè)支柱板塊,在地區(qū)經(jīng)濟發(fā)展中承擔著率先和引領的作用。招商引資是加速區(qū)域經(jīng)濟發(fā)展的有效方法和重要途徑,在加速經(jīng)濟結構優(yōu)化、轉型、升級,提升產(chǎn)業(yè)集群的總量和質量等方面有著重要的意義。就目前來看,開發(fā)區(qū)的政策優(yōu)勢正在逐步的喪失,開發(fā)區(qū)之間對于新項目的爭奪日趨白熱化。因此,在研究開發(fā)區(qū)招商引資工作的過程中,找到自身的優(yōu)勢、發(fā)現(xiàn)內在的規(guī)律從而制定出符合地方特點、卓有成效的招商引資策略和方法對于充分發(fā)揮招商引資工作在開發(fā)區(qū)工作中的主導作用、提高開發(fā)區(qū)發(fā)展水平有著非常重要的意義。 江蘇無錫惠山經(jīng)濟開發(fā)區(qū)始建于2001年7月,2002年2月經(jīng)省政府批準為省級經(jīng)濟開發(fā)區(qū),總體規(guī)劃面積76平方公里,首期規(guī)劃面積36平方公里,現(xiàn)有人口8.2萬。惠山經(jīng)濟開發(fā)區(qū)作為無錫市省級以上開發(fā)區(qū)之一,承擔了推動高新技術產(chǎn)業(yè)發(fā)展、城市化推進、城市功能逐步完善的重要作用,其發(fā)展速度直接關系了整個無錫市的發(fā)展情況。 本文在開發(fā)區(qū)發(fā)展理論、招商引資理論和現(xiàn)代企業(yè)區(qū)位選擇理論的指導下,詳細分析和介紹了無錫惠山經(jīng)濟開發(fā)區(qū)的發(fā)展歷程、戰(zhàn)略定位和目標,通過認真分析無錫惠山經(jīng)濟開發(fā)區(qū)招商引資的現(xiàn)狀和問題,運用SWOT分析法,推導出當前無錫惠山經(jīng)濟開發(fā)區(qū)所具有的優(yōu)勢和劣勢、所面臨的機遇與挑戰(zhàn)。最后,本文提出了完善惠山經(jīng)濟開發(fā)區(qū)招商引資工作的對策和建議,以期對提高開發(fā)區(qū)的招商競爭力起到一定的推動作用。
[Abstract]:Since the reform and opening up, the economic development zone has become the synonym of the new era. In recent years, due to the obvious advantages of the functional layout, industrial positioning and preferential policies of the development zone, the development zone has gradually become the economic leading plate and industry pillar plate in various places, and it is taking the lead and leading role in the regional economic development. Attracting investment is an effective method and an important way to speed up the development of regional economy. It is of great significance in speeding up the optimization of economic structure, transformation, upgrading, and upgrading the total amount and quality of industrial clusters. At present, the policy advantage of the development zone is gradually losing, and the competition for the new project is becoming increasingly fierce. Therefore, in the process of studying the work of attracting investment from the development zones, we should find our own advantages and find out the inherent laws so as to make them conform to the local characteristics. The effective strategies and methods of attracting investment are of great significance for giving full play to the leading role of the work of attracting investment in the development zone and improving the development level of the development zone. Jiangsu Wuxi Huishan Economic Development Zone was established in July 2001 and approved by the provincial government in February 2002 with a total planning area of 76 square kilometers and an initial planned area of 36 square kilometers with a population of 82000. As one of the development zones above the provincial level in Wuxi, Huishan Economic Development Zone plays an important role in promoting the development of high and new technology industries, urbanization and the gradual improvement of urban functions. The development speed of Huishan Economic Development Zone is directly related to the development situation of the whole city of Wuxi. Under the guidance of the development theory of development zone, the theory of attracting investment and the theory of location selection of modern enterprises, this paper analyzes and introduces in detail the development course, strategic orientation and goal of Wuxi Huishan Economic Development Zone. By analyzing the present situation and problems of attracting investment in Wuxi Huishan Economic Development Zone, the advantages and disadvantages, opportunities and challenges faced by the current Wuxi Huishan Economic Development Zone are deduced by using SWOT analysis method. Finally, this paper puts forward the countermeasures and suggestions to improve the investment attraction in Huishan Economic Development Zone, in order to promote the competitiveness of the development zone.
