黑龍江省荒溝抽水蓄能電站開發(fā)建設(shè)研究

【摘要】:抽水蓄能電站具有調(diào)峰填谷、緊急備用、調(diào)頻和調(diào)相等方面的技術(shù)優(yōu)勢,其在電網(wǎng)中的優(yōu)越性已被廣泛認可。中國是亞洲經(jīng)濟發(fā)展最快的國家之一,隨著三產(chǎn)業(yè)的快速發(fā)展,人民的生活水平逐漸提高,各種電器如冰箱、電視、洗衣機和空調(diào)等家用電器快速普及,電力消費量逐年穩(wěn)步增加,電力負荷的峰谷差也隨之增大。抽水蓄能電站具有較好的調(diào)峰填谷的特性,為保障電網(wǎng)安全穩(wěn)定的運行,抽水蓄能電站則成為電網(wǎng)調(diào)峰填谷重要的工具。目前,抽水蓄能電站的建設(shè)開發(fā)已進入高速發(fā)展階段,建設(shè)經(jīng)濟環(huán)保和高效資源利用的抽水蓄能電站已經(jīng)成為目前建設(shè)抽水蓄能電站的重要指標(biāo),直接導(dǎo)致抽水電站的增容改造、地下抽水蓄能電站和海水蓄能電站建設(shè)的快速發(fā)展。抽水蓄能電站建設(shè)區(qū)域均屬農(nóng)村地區(qū),在當(dāng)前經(jīng)濟背景下,建設(shè)抽水蓄能電站對于帶動農(nóng)村區(qū)域經(jīng)濟發(fā)展具有重要的意義。本文在借鑒國內(nèi)外相關(guān)學(xué)者研究成果的基礎(chǔ)上,對黑龍江省荒溝抽水蓄能電站開發(fā)建設(shè)情況進行了研究。 本文共分為六章,主要研究內(nèi)容和結(jié)論如下: 第一章是前言,介紹本文的選題背景及意義,對相關(guān)文獻進行評述,對本文所依據(jù)的理論基礎(chǔ)進行系統(tǒng)的闡述,說明研究目的、研究內(nèi)容和研究方法。 第二章首先對國內(nèi)外抽水蓄能電站發(fā)展概況進行了闡述,進一步分析了國內(nèi)外抽水蓄能電站的經(jīng)營模式。通過分析美國、日本、英國三個發(fā)達國家的抽水蓄能電站的經(jīng)營模式,可以得出發(fā)達國家抽水蓄能電站的經(jīng)營模式大體可以分為兩類,租賃模式和統(tǒng)一核算模式屬于以成本核算,并在一定程度上有資金回報率的類型;另一種是競價類型,主要由容量補償、電量效益和輔助效益來組成。中國抽水蓄能電站經(jīng)營模式可以分為三種,電網(wǎng)統(tǒng)一經(jīng)營管理模式、電網(wǎng)租賃經(jīng)營模式和獨立經(jīng)營模式。 第三章首先介紹了黑龍江荒溝抽水蓄能電站工程概況,又對地區(qū)經(jīng)濟和能源狀況進行了分析,說明了東北電網(wǎng)和黑龍江省電網(wǎng)存在很大的抽水蓄能電站市場空間,荒溝抽水蓄能電站建設(shè)是非常必要的,不僅能夠緩解黑龍江省電網(wǎng)調(diào)峰困難、提高東北電網(wǎng)調(diào)峰能力,節(jié)能減排、優(yōu)化資源配置、提高電網(wǎng)經(jīng)濟性,還能夠優(yōu)化電網(wǎng)潮流、節(jié)省線路投資、改善電網(wǎng)運行條件,,逐步改善黑龍江省電源結(jié)構(gòu)。 第四章通過對荒溝抽水蓄能電站效益進行分析,得出其靜態(tài)效益包括容量效益、環(huán)境效益和能連轉(zhuǎn)換效益,動態(tài)效益包括調(diào)峰調(diào)頻效益、調(diào)相效益、負荷跟蹤效益、黑啟動效益和旋轉(zhuǎn)備用效益;臏铣樗钅茈娬镜慕ㄔO(shè)在提高電網(wǎng)經(jīng)濟運行效益、優(yōu)化電源結(jié)構(gòu)、保障系統(tǒng)安全、促進當(dāng)?shù)貏趧恿蜆I(yè)和帶動地方經(jīng)濟的發(fā)展方面都發(fā)揮著重要的作用。 第五章通過分析黑龍江荒溝抽水蓄能電站建設(shè)的特點得出,荒溝抽水蓄能電站在建設(shè)條件方面、施工方面以及控制、保護和通信方面都存在一定的特點。通過分析荒溝抽水蓄能電站在建設(shè)過程中面臨的問題,得出工程建設(shè)將對蓮花電站和生態(tài)環(huán)境均產(chǎn)生一定的影響,另外還會存在一定的安全問題。 第六章,得出結(jié)論,并針對問題分別從對蓮花水電站、生態(tài)環(huán)境造成影響、安全問題、提高經(jīng)濟效益和帶動區(qū)域經(jīng)濟發(fā)展上提出解決對策。
[Abstract]:The pumped storage power station has the technical advantages of peak filling and valley filling, emergency reserve, frequency modulation and adjustment, and its superiority in the power grid has been widely recognized. China is one of the fastest developing countries in Asia. With the rapid development of the three industry, the people's living standards are gradually improved, and various electrical appliances such as refrigerators, TV, washing machines and air conditioners have been developed. With the rapid popularization of household electrical appliances, the consumption of electric power increases steadily year by year, and the peak and valley difference of the electric power load increases. The pumped storage power station has the characteristics of good peak load and valley filling, and the pumped storage power station has become an important tool for the power grid to adjust the peak and fill the valley. In the high speed development stage, the construction of pumped storage power stations with economic and environmental protection and efficient utilization of resources has become an important index for the construction of pumped storage power stations, which directly leads to the expansion and reconstruction of the pumping stations, the construction of underground pumped storage power stations and the water storage power stations. The construction areas of pumped storage power stations belong to the rural areas, Under the current economic background, the construction of pumped storage power station is of great significance to the development of the rural regional economic development. On the basis of the relevant scholars' research results at home and abroad, this paper studies the development and construction of the waste pumped storage power station in Heilongjiang province.
This paper is divided into six chapters. The main research contents and conclusions are as follows:
The first chapter is the preface, which introduces the background and significance of the topic, reviews the relevant literature, expounds the theoretical basis of this article, and explains the purpose, content and method of research.
The second chapter first expounds the development of pumped storage power stations at home and abroad, and further analyzes the operating mode of pumped storage power stations at home and abroad. Through the analysis of the operating mode of pumped storage power stations in three developed countries in the United States, Japan and the United Kingdom, it can be concluded that the operating modes of pumped storage power stations in developed countries can be divided into two. Class, lease mode and unified accounting model belong to the cost accounting, and to a certain extent the type of capital return; the other is the type of bidding, mainly composed of capacity compensation, electricity efficiency and auxiliary benefits. The operation mode of China pumped storage power station can be divided into three types, the unified management mode of power grid and the lease operation of the power grid. Model and independent business model.
The third chapter first introduces the general situation of the Heilongjiang waste pumped storage power station, and analyses the economic and energy status of the region. It shows that there is a large market space for pumped storage power station in the northeast and Heilongjiang provinces, and the construction of the waste pumped storage power station is very necessary. It can not only relieve the peak regulation of the power grid in Heilongjiang province. It is difficult to improve the peak regulation capacity of the Northeast power grid, save energy and reduce emission, optimize the allocation of resources and improve the economy of the power grid. It can also optimize the power flow, save line investment, improve the operating conditions of the power grid, and gradually improve the power supply structure of Heilongjiang province.
In the fourth chapter, through the analysis of the benefit of the waste water pumped storage power station, the static benefit includes the capacity benefit, the environmental benefit and the energy continuous conversion benefit. The dynamic benefit includes the peak frequency regulation benefit, the phase adjustment benefit, the load tracking benefit, the black start benefit and the rotary reserve benefit. The construction of the waste ditch pumped storage power station is to improve the economic transportation of the power grid. Benefits, power structure optimization, system security, promotion of local labor employment and local economic development play an important role.
The fifth chapter, through the analysis of the characteristics of the construction of the Heilongjiang waste pumped storage power station, shows that there are some characteristics in the construction conditions, construction, control, protection and communication of the waste pumped storage power station. Through the analysis of the problems faced in the construction process of the waste pumped storage power station, it is concluded that the construction of the project will be on the lotus plant. And the ecological environment will have a certain impact, and there will also be some security problems.
The sixth chapter draws the conclusion, and puts forward solutions to the problems from the Lotus hydropower station, the ecological environment, the safety problems, the improvement of economic benefits and the development of regional economic development.
