【摘要】：本研究是在積極推進(jìn)城市創(chuàng)新水平，帶動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展從而推動(dòng)創(chuàng)新型國家建設(shè)的背景下，以國家創(chuàng)新理論和區(qū)域創(chuàng)新理論等相關(guān)創(chuàng)新理論為指導(dǎo)，以深入研究城市創(chuàng)新建設(shè)為目的，在借鑒已有國內(nèi)外相關(guān)研究的基礎(chǔ)上，對(duì)青島的城市創(chuàng)新進(jìn)行了實(shí)證分析研究。 論文首先對(duì)科技、創(chuàng)新、創(chuàng)新型城市、科技創(chuàng)新型城市等一系列概念進(jìn)行了闡述，然后總結(jié)出科技創(chuàng)新型城市的特征，依據(jù)國家創(chuàng)新體系理論和區(qū)域創(chuàng)新體系理論等創(chuàng)新理論，選取了與科技創(chuàng)新相關(guān)的創(chuàng)新環(huán)境、創(chuàng)新投入、創(chuàng)新產(chǎn)業(yè)、創(chuàng)新產(chǎn)出和創(chuàng)新績效五個(gè)方面的二十個(gè)評(píng)價(jià)指標(biāo)，，并采用科學(xué)合理的計(jì)算方法構(gòu)建了青島科技創(chuàng)新綜合評(píng)價(jià)體系，旨在對(duì)青島的城市創(chuàng)新能力進(jìn)行縱橫向的全面對(duì)比分析，得到青島科技創(chuàng)新能力的水平狀況以及其他副省級(jí)城市的創(chuàng)新水平，從而有針對(duì)性的提出提升青島城市科技創(chuàng)新質(zhì)量與強(qiáng)化管理的對(duì)策。 論文在前期大量調(diào)研的基礎(chǔ)上，借鑒國內(nèi)外相關(guān)文獻(xiàn)和資料，運(yùn)用理論與實(shí)證相結(jié)合的綜合分析方法，定性與定量相結(jié)合的綜合分析方法，搜集了15個(gè)副省級(jí)城市六年的創(chuàng)新數(shù)據(jù)，構(gòu)建評(píng)價(jià)體系并對(duì)它們的科技創(chuàng)新狀況進(jìn)行長期監(jiān)測(cè)，進(jìn)一步的綜合分析研究，從而推出對(duì)青島市創(chuàng)新建設(shè)和管理具有指導(dǎo)意義和推廣價(jià)值的成果論文，在實(shí)踐上有一定的創(chuàng)新性。
[Abstract]:Under the background of actively promoting the level of urban innovation, promoting regional economic development and promoting the construction of an innovative country, this study is guided by relevant innovation theories, such as national innovation theory and regional innovation theory. For the purpose of deeply studying urban innovation construction, this paper makes an empirical analysis of Qingdao's urban innovation on the basis of reference to the related research at home and abroad. In this paper, a series of concepts, such as science and technology, innovation city, science and technology innovation city, are expounded, and then the characteristics of science and technology innovation city are summarized, according to national innovation system theory and regional innovation system theory, etc. This paper selects twenty evaluation indexes of innovation environment, innovation input, innovation industry, innovation output and innovation performance related to scientific and technological innovation, and constructs the comprehensive evaluation system of scientific and technological innovation in Qingdao by scientific and reasonable calculation method. The purpose of this paper is to compare and analyze the city innovation ability of Qingdao in the vertical and horizontal directions, and to obtain the level of scientific and technological innovation ability of Qingdao and the innovation level of other sub-provincial cities. Therefore, the countermeasures of improving the quality of scientific and technological innovation and strengthening management of Qingdao city are put forward. On the basis of a large number of previous investigations, this paper uses the relevant literature and materials at home and abroad for reference, and applies a comprehensive analysis method combining theory with empirical research, a comprehensive analysis method combining qualitative and quantitative analysis, and a comprehensive analysis method of qualitative and quantitative analysis. This paper collects the innovation data of 15 sub-provincial cities for six years, constructs the evaluation system and carries on the long-term monitoring to their scientific and technological innovation status, and makes further comprehensive analysis and research. Therefore, the paper is of guiding significance and popularization value to the innovation construction and management of Qingdao, and has certain innovation in practice.
