【摘要】：20世紀(jì)中后期以來,人類社會逐步進(jìn)入知識經(jīng)濟(jì)時代,高技術(shù)在生產(chǎn)中的應(yīng)用越來越廣,而以高技術(shù)為載體的高技術(shù)產(chǎn)業(yè)在區(qū)域經(jīng)濟(jì)中的帶動作用越來越明顯,作為國民經(jīng)濟(jì)發(fā)展的戰(zhàn)略性先導(dǎo)產(chǎn)業(yè),高技術(shù)產(chǎn)業(yè)已經(jīng)成為世界各國科技和經(jīng)濟(jì)競爭的焦點(diǎn)。我國在上世紀(jì)50年代開始進(jìn)行高技術(shù)的研究以及在軍事領(lǐng)域的應(yīng)用,20世紀(jì)80年代后,隨著高技術(shù)產(chǎn)業(yè)的國際競爭日益激烈,為了追趕發(fā)達(dá)國家的步伐以及實(shí)施本國可持續(xù)發(fā)展戰(zhàn)略,我國相繼出臺了“863”計劃和“火炬”計劃,開始全面有組織、有計劃地開發(fā)高技術(shù)和發(fā)展高技術(shù)產(chǎn)業(yè),各地高新技術(shù)開發(fā)區(qū)、經(jīng)濟(jì)技術(shù)開發(fā)區(qū)的建設(shè)使得我國的高技術(shù)產(chǎn)業(yè)在20世紀(jì)90年代以后得到了迅猛發(fā)展,并且目前有部分行業(yè)已處于國際領(lǐng)先水平。但我國地域遼闊,各區(qū)域地理位置差異較大,高技術(shù)產(chǎn)業(yè)發(fā)展所需資源擁有情況也存在很大不同,導(dǎo)致我國的高技術(shù)產(chǎn)業(yè)發(fā)展呈現(xiàn)出向東部省份高度集聚的現(xiàn)象。高技術(shù)產(chǎn)業(yè)作為推動區(qū)域經(jīng)濟(jì)增長的重要力量,其發(fā)展的巨大差異不利于我國區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展和國家整體經(jīng)濟(jì)戰(zhàn)略的實(shí)施。所以,如何提升落后地區(qū)高技術(shù)產(chǎn)業(yè)的發(fā)展水平,實(shí)現(xiàn)高技術(shù)產(chǎn)業(yè)的協(xié)調(diào)發(fā)展已成為十分迫切的問題。本文以我國的高技術(shù)產(chǎn)業(yè)為研究對象,著重研究我國高技術(shù)產(chǎn)業(yè)區(qū)域發(fā)展的差異以及產(chǎn)生差異的原因。首先,在緒論部分對高技術(shù)產(chǎn)業(yè)的內(nèi)涵和高技術(shù)產(chǎn)業(yè)發(fā)展的國內(nèi)外研究進(jìn)展進(jìn)行了闡述;隨后,在對高技術(shù)產(chǎn)業(yè)形成和發(fā)展過程分析的基礎(chǔ)上揭示了高技術(shù)產(chǎn)業(yè)的發(fā)展規(guī)律,通過對高技術(shù)產(chǎn)業(yè)在區(qū)域經(jīng)濟(jì)發(fā)展中作用的分析,說明了發(fā)展高技術(shù)產(chǎn)業(yè)的重要性,并剖析了影響高技術(shù)產(chǎn)業(yè)發(fā)展的主要因素；第三,結(jié)合現(xiàn)有數(shù)據(jù),運(yùn)用統(tǒng)計學(xué)的方法,對我國高技術(shù)產(chǎn)業(yè)區(qū)域發(fā)展差異的現(xiàn)狀進(jìn)行了分析,并從理論上解釋了產(chǎn)生差異的原因；第四,運(yùn)用序次logistic模型對高技術(shù)產(chǎn)業(yè)區(qū)域發(fā)展差異的具體原因進(jìn)行了實(shí)證分析,結(jié)果發(fā)現(xiàn)地區(qū)經(jīng)濟(jì)水平是造成高技術(shù)產(chǎn)業(yè)區(qū)域發(fā)展差異的主要原因,工業(yè)需求則是中西部省份高技術(shù)產(chǎn)業(yè)發(fā)展的潛力所在,人力資本和研發(fā)支出的有效性是我國高技術(shù)產(chǎn)業(yè)發(fā)展普遍面臨的問題；最后,對本文的研究結(jié)論進(jìn)行了陳述,并根據(jù)實(shí)證結(jié)果提出了相關(guān)的政策建議。
[Abstract]:Since the middle and late of the 20th century, the human society has gradually entered the era of knowledge economy, the application of high technology in production has become more and more extensive, and the driving effect of high-tech industry with high technology as carrier in regional economy is becoming more and more obvious. As a strategic leading industry in the development of national economy, high-tech industry has become the focus of science, technology and economic competition all over the world. Since the beginning of high-tech research and its application in the military field in the 1950s in China, the international competition in high-tech industries has become increasingly fierce since the 1980s. In order to catch up with the pace of the developed countries and implement their own sustainable development strategies, China has successively issued the "863" and "Torch" plans, which have started to develop high-tech and high-tech industries in a comprehensive and planned manner. The construction of high-tech development zones and economic and technological development zones in various places has made the high-tech industry of our country develop rapidly after the 1990s, and some industries have already been in the international leading level at present. However, our country has a vast territory, the geographical position of each region is quite different, and the situation of the resources needed for the development of high-tech industry is also very different, which leads to the phenomenon of high concentration of high-tech industry in the eastern provinces. As an important force to promote regional economic growth, high-tech industry is not conducive to the coordinated development of regional economy and the implementation of the overall national economic strategy. Therefore, how to improve the development level of high-tech industry in backward areas and realize the coordinated development of high-tech industry has become a very urgent problem. In this paper, the high-tech industry in China as the research object, focusing on the regional development of high-tech industries in China and the reasons for the differences. First of all, in the introduction part, the connotation of high-tech industry and the development of high-tech industry at home and abroad are expounded, and then, on the basis of the analysis of the formation and development process of high-tech industry, the development law of high-tech industry is revealed. Through the analysis of the role of high-tech industry in the development of regional economy, the importance of developing high-tech industry is explained, and the main factors affecting the development of high-tech industry are analyzed. This paper analyzes the current situation of the regional development differences of high-tech industries in China, and explains the causes of the differences in theory. Fourthly, it makes an empirical analysis on the specific reasons of the regional differences in high-tech industries by using the order logistic model. The results show that the regional economic level is the main reason for the difference in the regional development of high-tech industries, and the industrial demand is the potential for the development of high-tech industries in the central and western provinces. The effectiveness of human capital and R & D expenditure is a common problem in the development of high-tech industries in China. Finally, the conclusions of this paper are stated, and the relevant policy recommendations are put forward according to the empirical results.
