【摘要】：改革開(kāi)放三十多年來(lái)，包括北京市在內(nèi)的各地片面追求經(jīng)濟(jì)增長(zhǎng)，國(guó)土空間開(kāi)發(fā)無(wú)序而低效，由此產(chǎn)生了一系列的區(qū)域發(fā)展問(wèn)題：生態(tài)環(huán)境遭到破壞，自然資源浪費(fèi)嚴(yán)重，，國(guó)土開(kāi)發(fā)和建設(shè)無(wú)序，產(chǎn)業(yè)和城市布局混亂，地區(qū)、階層以及城鄉(xiāng)之間的差距越來(lái)越大，此類問(wèn)題嚴(yán)重威脅到社會(huì)的穩(wěn)定和發(fā)展，嚴(yán)重阻礙了建設(shè)環(huán)境友好型和資源節(jié)約型社會(huì)。為此，我國(guó)結(jié)合自身的發(fā)展提出了主體功能區(qū)這一概念，并希望通過(guò)主體功能區(qū)的建設(shè)來(lái)解決區(qū)域發(fā)展不均衡和生態(tài)環(huán)境破壞嚴(yán)重的現(xiàn)狀。 由于主體功能區(qū)是我國(guó)的探索創(chuàng)新，沒(méi)有直接的理論體系可以遵循，本文試圖通過(guò)對(duì)西方區(qū)域經(jīng)濟(jì)學(xué)理論的梳理分析，找到與主體功能區(qū)相關(guān)的理論并分析其在主體功能區(qū)中的應(yīng)用，以此作為主體功能區(qū)的理論基礎(chǔ)。同時(shí)本文通過(guò)對(duì)美、法、日三個(gè)發(fā)達(dá)國(guó)家均衡區(qū)域發(fā)展的財(cái)政政策整理研究，找出共通之處并為北京市促進(jìn)主體功能區(qū)建設(shè)所采取的財(cái)政政策提供經(jīng)驗(yàn)借鑒。最后根據(jù)對(duì)北京市推進(jìn)主體功能區(qū)建設(shè)過(guò)程中存在問(wèn)題的分析，結(jié)合國(guó)外均衡區(qū)域發(fā)展的經(jīng)驗(yàn)，整體提出促進(jìn)北京市主體功能區(qū)建設(shè)的財(cái)政政策框架，以及從合理的績(jī)效考核體系、轉(zhuǎn)移支付政策、技術(shù)創(chuàng)新財(cái)政政策、人口遷移財(cái)政政策和生態(tài)補(bǔ)償財(cái)政政策五個(gè)方面分別提出相應(yīng)的財(cái)政政策建議。
[Abstract]:Over the past 30 years of reform and opening up, various localities, including Beijing, have pursued economic growth one-sidedly, and the development of land and space has been disorderly and inefficient. As a result, a series of regional development problems have arisen: the ecological environment has been destroyed, and natural resources have been wasted seriously. Land development and construction are disorderly, industrial and urban distribution is chaotic, and the gap between regions, strata and urban and rural areas is widening. Such problems pose a serious threat to social stability and development. Seriously hindered the construction of environmental-friendly and resource-saving society. Therefore, China puts forward the concept of the main function area in combination with its own development, and hopes to solve the imbalance of regional development and the serious damage to the ecological environment through the construction of the main function area. Because the main function area is our country's exploration and innovation, there is no direct theoretical system to follow, this paper tries to analyze the western regional economics theory. To find out the theory related to the main function area and analyze its application in the main function area as the theoretical foundation of the main function area. At the same time, by studying the fiscal policy of balanced regional development in the three developed countries, the United States, France and Japan, this paper finds out the common ground and provides experience and reference for the fiscal policies adopted by Beijing to promote the construction of the main functional areas. Finally, based on the analysis of the problems existing in the process of promoting the construction of the main function area in Beijing, and combining with the experience of foreign countries' balanced regional development, the paper puts forward the overall fiscal policy framework to promote the construction of the main function area in Beijing. The corresponding fiscal policy suggestions are put forward from five aspects: reasonable performance appraisal system, transfer payment policy, technological innovation fiscal policy, population migration fiscal policy and ecological compensation fiscal policy.
