【摘要】:塔里木河流域綜合治理工程,其目標(biāo)是投資107.39億元,通過一系列措施的實(shí)施,例如灌區(qū)節(jié)水改造、河道治理等,增加塔里木河干流的入水量,合理配置水資源,適度開發(fā)利用水資源,為流域社會(huì)、經(jīng)濟(jì)和環(huán)境的協(xié)調(diào)發(fā)展,水資源的可持續(xù)利用創(chuàng)造良好的環(huán)境。本研究具體分為5部分:第一部分,對本研究的區(qū)域經(jīng)濟(jì)影響評價(jià)的內(nèi)容和經(jīng)濟(jì)結(jié)構(gòu)的概念進(jìn)行界定。設(shè)定本研究區(qū)域經(jīng)濟(jì)影響評價(jià)著重考慮從工程項(xiàng)目實(shí)施對當(dāng)?shù)氐纳鐣?huì)就業(yè)、經(jīng)濟(jì)結(jié)構(gòu)兩個(gè)方面的影響,進(jìn)行定性和定量的評價(jià);工程對當(dāng)?shù)亟?jīng)濟(jì)結(jié)構(gòu)的影響,主要表現(xiàn)對當(dāng)?shù)貒窠?jīng)濟(jì)三次產(chǎn)業(yè)結(jié)構(gòu)的影響。第二部分,工程概況和實(shí)施區(qū)的現(xiàn)狀分析。講述塔里木河流域綜合治理工程的背景和工程的主要措施以及工程的進(jìn)展情況,進(jìn)一步介紹工程實(shí)施項(xiàng)目區(qū)的概況、自然狀況、社會(huì)狀況、經(jīng)濟(jì)狀況等情況,分析項(xiàng)目投資的七個(gè)流域的數(shù)據(jù),對其基本情況:人口、面積、主要作物、林業(yè)等情況進(jìn)行分析;對工程實(shí)施的流域經(jīng)濟(jì)情況:具體包括其投入產(chǎn)出狀況進(jìn)行分析,包括經(jīng)濟(jì)總產(chǎn)值與人均產(chǎn)值(三產(chǎn))、財(cái)政收支狀況、農(nóng)民人均純收入等指標(biāo)進(jìn)行時(shí)間序列分析。第三部分,工程實(shí)施的項(xiàng)目區(qū)的經(jīng)濟(jì)影響分析是以典型縣案例分析和其它縣不完全統(tǒng)計(jì)的形式,對典型案例縣——阿克蘇、尉犁縣、沙雅縣和34兵團(tuán)的工程進(jìn)行了系統(tǒng)的就業(yè)統(tǒng)計(jì),并對非案例縣進(jìn)行了不完全統(tǒng)計(jì),以2010和2011年竣工驗(yàn)收的工程為例進(jìn)行了就業(yè)統(tǒng)計(jì);運(yùn)用專家判斷法對塔管局和當(dāng)?shù)刂攸c(diǎn)部門進(jìn)行調(diào)研,對實(shí)施縣的水利局、農(nóng)業(yè)局、林業(yè)局、畜牧局專家進(jìn)行訪談和問卷調(diào)查,分析工程實(shí)施對當(dāng)?shù)亟?jīng)濟(jì)結(jié)構(gòu)的影響。第四部分,工程影響的經(jīng)濟(jì)結(jié)構(gòu)分析。在界定了工程影響的經(jīng)濟(jì)結(jié)構(gòu)概念的基礎(chǔ)上,進(jìn)一步介紹了工程經(jīng)濟(jì)結(jié)構(gòu)的評價(jià)方法,明確了灰色關(guān)聯(lián)度評價(jià)方法的4個(gè)步驟,并利用工程投資額和節(jié)水量兩個(gè)指標(biāo),分析指標(biāo)與三次產(chǎn)業(yè)的關(guān)聯(lián)度,以及第一產(chǎn)業(yè)內(nèi)農(nóng)、林、牧、漁業(yè)的關(guān)聯(lián)度分析,以此確定工程的實(shí)施對地方產(chǎn)業(yè)結(jié)構(gòu)的影響。第五部分,結(jié)論與建議。根據(jù)上面四部分的分析,本研究得出3點(diǎn)結(jié)論和3點(diǎn)建議。3點(diǎn)結(jié)論具體為:工程的實(shí)施總體對地方產(chǎn)業(yè)經(jīng)濟(jì)有拉動(dòng)效應(yīng);工程的實(shí)施對各產(chǎn)業(yè)經(jīng)濟(jì)發(fā)展具有不同程度的影響;工程的實(shí)施對地方社會(huì)就業(yè)有顯著的影響。針對本文結(jié)論,進(jìn)一步提出3點(diǎn)建議,即適度增加工程投資,放寬節(jié)水量定額限制,促進(jìn)地方經(jīng)濟(jì)發(fā)展和農(nóng)民增收;進(jìn)一步完善用水制度;建立生態(tài)用水補(bǔ)償機(jī)制。
[Abstract]:The goal of the comprehensive control project of the Tarim River Basin is to invest 10.739 billion yuan, and through the implementation of a series of measures, such as irrigation district water-saving transformation, river course management, etc., to increase the inflow of water in the main stream of the Tarim River, and to allocate water resources rationally. The proper exploitation and utilization of water resources will create a good environment for the coordinated development of society, economy and environment in the basin and the sustainable utilization of water resources. This research is divided into five parts: the first part defines the content of the regional economic impact assessment and the concept of economic structure. Setting up the regional economic impact assessment of this study, focusing on the impact of the implementation of the project on local social employment and economic structure, qualitative and quantitative evaluation, the impact of the project on the local economic structure, The main performance of the local national economy three industrial structure of the impact. The second part, the project general situation and the implementation area present situation analysis. The background and main measures of the comprehensive control project in Tarim River Basin and the progress of the project are described. This paper analyzes the correlation degree between the index and the three industries, as well as the correlation degree of agriculture, forestry, animal husbandry and fishery in the primary industry, so as to determine the impact of the implementation of the project on the local industrial structure. Part V, conclusions and recommendations. According to the analysis of the above four parts, this study draws three conclusions and three suggestions. 3. Conclusion: the overall implementation of the project has a pull effect on the local industrial economy, the implementation of the project has a different degree of impact on the economic development of each industry; The implementation of the project has a significant impact on local social employment. In view of the conclusion of this paper, three suggestions are put forward, namely, to increase project investment moderately, to relax the limitation of water saving quota, to promote the development of local economy and to increase farmers' income, to further perfect the water use system and to establish the ecological water use compensation mechanism.
