【摘要】：本篇基于諾斯的國家經(jīng)濟人理論這一視角來研究云南FDI利用質(zhì)量這一問題。本文的核心問題之一是建立科學適用的指標體系,從云南省這一全局利益出發(fā)我們知道其對FDI的引進和利用的功效分為促進云南省經(jīng)濟安全和經(jīng)濟發(fā)展,因此可確定出二級指標體系；然后在層次結(jié)構(gòu)的分析過程中通過計量分析方法來歸總云南省在對FDI的引進和利用過程中所產(chǎn)生的雙面效應(yīng)從而搭建出指標體系圖。之后本文通過因子分析法來實證2001-2012年間云南省FDI利用質(zhì)量的綜合排名來觀測其走勢,最后通過分析得出結(jié)論和政策建議。 本文在研究分析過程中發(fā)現(xiàn)：云南省對FDI的利用大致分為兩個階段,第一段是利用FDI彌補儲蓄和外匯缺口以及投資不足；第二階段是“以市場換技術(shù)”,但事與愿違,不僅出讓了市場,且FDI量多質(zhì)次,利用FDI的能力亟待提高,即現(xiàn)實狀況是云南的引資模式是數(shù)量型而非質(zhì)量型。云南省在利用FDI過程中出現(xiàn)的主要問題是：從引進的FDI看,合約型FDI數(shù)量多但實際到位率低,并且項目平均規(guī)模不大,而大多集中在勞動密集型產(chǎn)業(yè),造成不合理的結(jié)構(gòu)分布和較低的技術(shù)含量,RD的投資量較少等；從利用績效看,FDI在技術(shù)、管理和知識領(lǐng)域的溢出效應(yīng)不明顯,其對經(jīng)濟增長、貿(mào)易增長質(zhì)量提升和經(jīng)濟結(jié)構(gòu)優(yōu)化的貢獻作用很小,并且FDI不合理的區(qū)域分布擴大了區(qū)域經(jīng)濟發(fā)展差距,尤其FDI企業(yè)發(fā)展過程中存在環(huán)境污染等負外部效應(yīng)等。因此在云南積極踐行橋頭堡戰(zhàn)略大量引進FDI及其引資模式發(fā)生由量向質(zhì)的轉(zhuǎn)變之際,研究云南利用FDI質(zhì)量問題對其該如何改善利用FDI的質(zhì)量以改變經(jīng)濟增長的方式、提升完善其產(chǎn)業(yè)結(jié)構(gòu),從而提高經(jīng)濟增長的質(zhì)量具有很強大的理論和現(xiàn)實指導意義。 通過對云南省2001-2012年間FDI利用質(zhì)量綜合排名,本篇認為,云南在發(fā)展FDI的過程處于曲折上升的趨勢,其在經(jīng)濟安全和經(jīng)濟發(fā)展兩方面所帶來的正負效應(yīng)并沒有影響到其總體向上發(fā)展,所以說我們對FDI的利用政策也應(yīng)該是積極穩(wěn)健的,高度重視和引導FDI在云南的健康發(fā)展。
[Abstract]:This paper studies the quality of FDI utilization in Yunnan from the perspective of North's National Economic Man Theory. One of the core problems of this paper is to establish a scientific and applicable index system. From the overall interests of Yunnan Province, we know that the efficiency of FDI introduction and utilization is divided into promoting economic security and economic development in Yunnan Province. Therefore, the two-level index system can be determined, and then the two-sided effect of the introduction and utilization of FDI in Yunnan Province can be attributed to the double-sided effect in the process of introducing and utilizing FDI through the econometric analysis method in the process of hierarchical structure analysis, and the index system diagram can be built. Then this paper uses factor analysis to demonstrate the comprehensive ranking of FDI utilization quality in Yunnan Province from 2001 to 2012 to observe its trend. Finally, it draws conclusions and policy recommendations through analysis. In the course of research and analysis, this paper finds that the utilization of FDI in Yunnan Province is divided into two stages: the first stage is to use FDI to make up for the gap between savings, foreign exchange and investment, and the second stage is "market for technology", but it backfires. Not only the market has been transferred, but also the quantity of FDI is many times, the ability of utilizing FDI needs to be improved urgently, that is to say, the actual situation is that Yunnan's mode of attracting investment is quantitative rather than qualitative. The main problems in the process of utilizing FDI in Yunnan Province are as follows: from the point of view of introducing FDI, contract FDI has a large amount but a low actual arrival rate, and the average project size is not large, and most of the projects are concentrated in labor-intensive industries. In terms of utilization performance, FDI spillover effects in the fields of technology, management and knowledge are not obvious, and its impact on economic growth is not obvious. The contribution of the quality improvement of trade growth and the optimization of economic structure is very small, and the unreasonable regional distribution of FDI widens the gap of regional economic development, especially the negative external effects such as environmental pollution in the development of FDI enterprises. Therefore, when Yunnan actively practices bridgehead strategy to introduce FDI in a large amount and its pattern changes from quantity to quality, this paper studies how to improve the quality of FDI in Yunnan to change the way of economic growth. It is of great theoretical and practical significance to improve its industrial structure and improve the quality of economic growth. Based on the comprehensive ranking of the quality of FDI utilization in Yunnan Province from 2001 to 2012, this paper holds that the process of developing FDI in Yunnan is on a tortuous upward trend. The positive and negative effects brought by the two aspects of economic security and economic development do not affect the overall upward development of FDI, so we should be positive and steady in the use of FDI, attach great importance to and guide the healthy development of FDI in Yunnan.
