【摘要】：以地緣為基礎(chǔ)的區(qū)域經(jīng)濟一體化,是市場競爭和現(xiàn)代經(jīng)濟活動事物發(fā)展的具體體現(xiàn),可以降低行政和其他資源成本,實現(xiàn)優(yōu)勢互補,從而實現(xiàn)整個區(qū)域的發(fā)展。目前我國地方政府以及地方政府之間的合作成為推動區(qū)域經(jīng)濟一體化進程的關(guān)鍵力量。地方政府之間的合作在不斷加強,區(qū)域經(jīng)濟一體化發(fā)展形勢在我國已逐漸形成,但仍然需要加強在一體化進程中的政府積極引導(dǎo)和大力扶持。 本文圍繞推進區(qū)域經(jīng)濟一體化中政府如何發(fā)揮政府的服務(wù)職能展開論述,通過分析昆玉經(jīng)濟一體化發(fā)展的條件,運用文獻分析、理論分析、比較分析的研究方法,對區(qū)域經(jīng)濟一體化中地方政府如何引導(dǎo)區(qū)域經(jīng)濟一體化發(fā)展和發(fā)揮好地方政府予以分析并提出發(fā)展思路,以期強化地方政府之間的合作,形成區(qū)域經(jīng)濟一體化發(fā)展的新格局。 本文認為,昆明與玉溪是從地理位置上來看最近的兩個城市在經(jīng)濟交往等許多方面,均具有率先共融,實現(xiàn)一體化發(fā)展的先發(fā)優(yōu)勢。因此,在昆玉一體化發(fā)展過程中,要樹立合作共贏的現(xiàn)代行政理念,在繼續(xù)推進現(xiàn)代新昆明建設(shè)、玉溪現(xiàn)代宜居生態(tài)城市建設(shè)的同時,把昆明、玉溪作為一個有機統(tǒng)一的整體,扎實推進兩市基礎(chǔ)設(shè)施建設(shè)、市場體系構(gòu)建、產(chǎn)業(yè)經(jīng)濟扶持、環(huán)境保護共建、社會事業(yè)共同發(fā)展和城鄉(xiāng)建設(shè)的協(xié)調(diào)互動發(fā)展,率先實現(xiàn)昆明與玉溪的一體化發(fā)展。
[Abstract]:Regional economic integration based on geography is the concrete embodiment of market competition and the development of modern economic activities, which can reduce the cost of administration and other resources, realize the complementary advantages and realize the development of the whole region. At present, the cooperation between local government and local government becomes the key force to promote the process of regional economic integration. The cooperation between local governments has been strengthened and the situation of regional economic integration has been gradually formed in China, but it is still necessary to strengthen the active guidance and support of the government in the process of integration. This paper discusses how the government can give play to the service function of the government in promoting regional economic integration. Through analyzing the conditions of the development of Kun Yu economic integration, the research methods of literature analysis, theoretical analysis and comparative analysis are used. In order to strengthen the cooperation between local governments and form a new pattern of regional economic integration, the author analyzes how the local government guides the development of regional economic integration and gives full play to the development of regional economic integration in the process of regional economic integration. This paper holds that Kunming and Yuxi are the most recent two cities in many aspects such as economic exchanges from the geographical point of view, which have the advantage of leading integration and realizing the development of integration. Therefore, in the process of the development of Kun Yu integration, we should set up the modern administrative concept of cooperation and win-win, continue to promote the construction of modern new Kunming and Yuxi modern livable ecological city construction, take Kunming and Yuxi as an organic unity as a whole. In order to realize the integrative development of Kunming and Yuxi, the two cities should promote the construction of infrastructure, market system, industrial and economic support, environmental protection, social development and urban and rural construction.
