【摘要】：正重大事項(xiàng)決定權(quán),是憲法和法律賦予縣級(jí)以上地方人大及其常委會(huì)的一項(xiàng)重要職權(quán)。石景山區(qū)人大常委會(huì)積極探索行使重大事項(xiàng)決定權(quán),就區(qū)域發(fā)展戰(zhàn)略定位、城市公用事業(yè)發(fā)展、城市管理體制改革等方面的重大事項(xiàng)作出一系列的決議、決定,使黨委的決策部署通過法定程序轉(zhuǎn)化為國(guó)家意志,成為全區(qū)人民的共同行為規(guī)范和自覺行動(dòng),對(duì)于促進(jìn)區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展發(fā)揮了積極的作用。行使重大事項(xiàng)決定權(quán)必須堅(jiān)持以下幾個(gè)原
[Abstract]:The right to decide on important matters is an important power conferred by the Constitution and laws on the local people's congresses and their standing committees at and above the county level. The standing Committee of the people's Congress of Shijingshan District has actively explored the exercise of the right of decision on major matters, and has made a series of resolutions and decisions on the strategic orientation of regional development, the development of urban public utilities, and the reform of the urban management system. The decision-making arrangement of the party committee is transformed into the national will through the legal procedure and becomes the common behavior standard and conscious action of the people of the whole region, which has played an active role in promoting the development of regional economy and society. The following principles must be adhered to in the exercise of the right of decision on major matters
