【摘要】：渭南市地處陜西關(guān)中平原東部,位居新亞歐大陸橋的重要地段,是陜西省和西部地區(qū)進(jìn)入中東部的“東大門(mén)”,在“十二五”期間,渭南市政實(shí)施了體育中心工程建設(shè),于2014年建成了國(guó)內(nèi)一流水平的游泳館、體育館、體育場(chǎng)為一體的綜合性體育中心,一舉改變了中心城市體育設(shè)施落后面貌,也建成了渭南的新地標(biāo)。渭南市體育中心是西北第一大地級(jí)城市體育中心,也是陜西省唯一國(guó)家體育產(chǎn)業(yè)示范基地。為了更好地服務(wù)與豐富人民群眾的文體生活,充分的發(fā)揮出渭南市體育中心的綜合社會(huì)效益,達(dá)到全面推進(jìn)渭南市區(qū)域經(jīng)濟(jì)發(fā)展的目的,本文以渭南市體育中心為研究對(duì)象,從體育中心運(yùn)營(yíng)者的視角出發(fā),通過(guò)文獻(xiàn)資料法,訪談法,問(wèn)卷調(diào)查法和數(shù)理分析法和對(duì)渭南市體育中心的運(yùn)營(yíng)現(xiàn)狀進(jìn)行了研究分析,明確其目前運(yùn)營(yíng)現(xiàn)狀的優(yōu)勢(shì)與不足,并提出相對(duì)合理的對(duì)策研究結(jié)果表明,渭南市體育中心有著一流的場(chǎng)館設(shè)施,國(guó)家政策方面的支持,但目前的運(yùn)營(yíng)現(xiàn)狀并不理想。體育中心的發(fā)展的原則是為民所建,為民所用,其建設(shè)初衷是為了彌補(bǔ)渭南市大型公共體育設(shè)施的不足,完善城市功能,滿足群眾健身需求,承接國(guó)際國(guó)內(nèi)大型單項(xiàng)體育賽事和綜合性運(yùn)動(dòng)會(huì)。但由于地理位置偏僻,沒(méi)有充分利用可創(chuàng)收入點(diǎn)的原因,體育中心目前仍屬于差額撥款事業(yè)單位,即有一定數(shù)量穩(wěn)定的收入,但還不足以抵補(bǔ)中心的經(jīng)常性支出,支出大于收入的差額需要國(guó)家預(yù)算撥款的補(bǔ)助。為了彌補(bǔ)目前的發(fā)展不足,促使體育中心逐步減少?lài)?guó)家財(cái)政撥款,向經(jīng)費(fèi)自收自支過(guò)渡,本文提出了以下對(duì)策:一是通過(guò)打造多種類(lèi)的健身場(chǎng)所吸引不同年齡段的人群來(lái)到體育中心進(jìn)行活動(dòng),以達(dá)到增加客流量的目的。二是合理利用體育中心目前可招商面積,提出相應(yīng)招商策略,吸引商戶入駐,從而拉動(dòng)消費(fèi),達(dá)到彌補(bǔ)體育中心經(jīng)費(fèi)不足的目的。三是改變運(yùn)營(yíng)模式,通過(guò)對(duì)體育中心目前運(yùn)營(yíng)模式的優(yōu)缺點(diǎn)分析,發(fā)現(xiàn)這一模式在實(shí)際運(yùn)營(yíng)中有很多不可避免的弊端和限制,并提出了實(shí)行公私化合作運(yùn)營(yíng)這一模式,通過(guò)對(duì)這一模式的理念,核心,優(yōu)勢(shì)的分析得出改變運(yùn)營(yíng)模式更適合體育中心的發(fā)展。
[Abstract]:Weinan City is located in the eastern part of Guanzhong Plain of Shaanxi Province and is an important part of the New Asia-Europe Continental Bridge. It is the "East Gate" of Shaanxi Province and the western region into the central and eastern part. During the 12th Five-Year Plan period, the Weinan municipal government implemented the construction of a sports center project. In 2014, a first-class swimming pool in China and a comprehensive sports center with stadiums as an integral whole were built, which changed the backward features of sports facilities in the central city and built a new landmark of Weinan. Weinan City Sports Center is the largest city sports center in Northwest China and the only national sports industry demonstration base in Shaanxi Province. In order to better serve and enrich the people's sports life, give full play to the comprehensive social benefits of Weinan Sports Center, and achieve the purpose of comprehensively promoting the development of Weinan City's regional economy, this paper takes the Weinan Sports Center as the research object. From the angle of view of the operator of sports center, through the methods of literature, interview, questionnaire and mathematical analysis, this paper makes a research and analysis on the present operating situation of Weinan sports center, and clarifies the advantages and disadvantages of the present operating situation. The results show that the Weinan Sports Center has the first-class facilities and the support of the national policy, but the present operating situation is not ideal. The principle of the development of the sports center is to build and use for the people. Its original intention is to make up for the deficiency of the large-scale public sports facilities in Weinan City, to perfect the function of the city and to meet the fitness needs of the masses. Undertake international and domestic large-scale individual sports events and comprehensive games. However, due to the remoteness of their geographical location and the failure to make full use of the income points that can be created, the Sports Center is still in the category of the difference allocation institution, that is, there is a certain amount of steady income, but it is not enough to cover the recurrent expenditure of the center. The difference in expenditure over income requires a subsidy from the state budget. In order to make up for the current lack of development, the sports center has gradually reduced the state financial allocation and made the transition to self-supporting funds. The following countermeasures are put forward in this paper: first, to attract people of different ages to the sports center by creating various kinds of fitness places, in order to increase the passenger flow. The second is to make use of the area where the sports center can attract investment at present, put forward the corresponding strategy, attract the merchants to enter, thus pull the consumption, reach the goal of making up the insufficient funds of the sports center. The third is to change the operation mode, through the analysis of the advantages and disadvantages of the current operating mode of sports center, we find that this mode has many inevitable disadvantages and limitations in the actual operation, and put forward the implementation of public-private partnership operation model. Through the analysis of the idea, core and advantage of this mode, it is concluded that the change of operation mode is more suitable for the development of sports center.
