鄂爾多斯盆地礦區(qū)煤炭資源安全綠色高效開(kāi)采評(píng)價(jià)方法研究

【摘要】:鄂爾多斯盆地各礦區(qū)煤炭資源豐富,開(kāi)采條件好,但生態(tài)環(huán)境脆弱。如何做到安全、綠色、高效開(kāi)采,事關(guān)該盆地區(qū)域經(jīng)濟(jì)、環(huán)境、社會(huì)的可持續(xù)發(fā)展。而要做到此,必須有一套適合該盆地實(shí)際的煤炭資源安全綠色高效開(kāi)采評(píng)價(jià)方法,目前對(duì)此方法的研究還不夠深入和系統(tǒng),沒(méi)有成熟的成果可以借鑒。為此,本文在對(duì)國(guó)內(nèi)外相關(guān)研究文獻(xiàn)進(jìn)行系統(tǒng)綜述的基礎(chǔ)上,通過(guò)文獻(xiàn)分析、理論分析和實(shí)地調(diào)研,綜合運(yùn)用安全管理學(xué)、環(huán)境、生態(tài)學(xué)、層次分析法、綜合評(píng)價(jià)法等理論和方法,,對(duì)鄂爾多斯盆地礦區(qū)煤炭資源安全綠色高效開(kāi)采評(píng)價(jià)方法進(jìn)行了系統(tǒng)研究,取得的主要成果如下: (1)建立了鄂爾多斯盆地礦區(qū)煤炭資源安全開(kāi)采評(píng)價(jià)模型;诒举|(zhì)安全視角,從人、機(jī)器設(shè)備、作業(yè)環(huán)境、管理四方面建立了包括4個(gè)一級(jí)評(píng)價(jià)指標(biāo)、11個(gè)二級(jí)評(píng)價(jià)指標(biāo)、38個(gè)三級(jí)評(píng)價(jià)指標(biāo)的煤炭資源安全開(kāi)采評(píng)價(jià)指標(biāo)體系;利用AHP方法計(jì)算出了各指標(biāo)權(quán)重;據(jù)此,建立了煤炭資源安全開(kāi)采評(píng)價(jià)模型,并給出了煤炭資源安全開(kāi)采評(píng)價(jià)等級(jí)劃分標(biāo)準(zhǔn)。 (2)建立了基于環(huán)境承載力的鄂爾多斯盆地礦區(qū)煤炭資源綠色開(kāi)采評(píng)價(jià)模型。在分析鄂爾多斯盆地礦區(qū)煤炭資源開(kāi)采對(duì)環(huán)境影響的主要因素之基礎(chǔ)上,用環(huán)境承載力作為衡量綠色的重要標(biāo)志,選取環(huán)境承載力相對(duì)剩余率模型作為環(huán)境承載力測(cè)算方法,構(gòu)建了包括2個(gè)一級(jí)評(píng)價(jià)指標(biāo)和5個(gè)二級(jí)評(píng)價(jià)指標(biāo)的煤炭資源綠色開(kāi)采評(píng)價(jià)指標(biāo)體系;利用AHP方法計(jì)算出了各指標(biāo)權(quán)重;據(jù)此,建立了煤炭資源綠色開(kāi)采評(píng)價(jià)模型,并給出了煤炭資源綠色開(kāi)采評(píng)價(jià)等級(jí)劃分標(biāo)準(zhǔn)。 (3)建立了鄂爾多斯盆地礦區(qū)煤炭資源高效開(kāi)采評(píng)價(jià)模型。給予“高效”以新的涵義,即“高效率”和“高采出率”,并結(jié)合煤炭工業(yè)安全高效礦井評(píng)審辦法,建立了包括2個(gè)一級(jí)評(píng)價(jià)指標(biāo)、10個(gè)二級(jí)評(píng)價(jià)指標(biāo)的煤炭資源高效開(kāi)采評(píng)價(jià)指標(biāo)體系;利用AHP方法計(jì)算出了各指標(biāo)權(quán)重;據(jù)此,建立了煤炭資源高效開(kāi)采評(píng)價(jià)模型,并給出了煤炭資源高效開(kāi)采評(píng)價(jià)等級(jí)劃分標(biāo)準(zhǔn)。 (4)在安全、綠色、高效開(kāi)采評(píng)價(jià)模型基礎(chǔ)上,建立了鄂爾多斯盆地礦區(qū)煤炭資源安全綠色高效開(kāi)采綜合評(píng)價(jià)模型,并對(duì)陜西省榆林市某礦區(qū)進(jìn)行了評(píng)價(jià),得出了有意義的結(jié)論。 本文的研究將對(duì)鄂爾多斯盆地各礦區(qū)煤炭資源安全綠色高效開(kāi)采評(píng)價(jià)及相關(guān)技術(shù)與管理政策的制定具有較重要的指導(dǎo)價(jià)值。
[Abstract]:The mining areas in Ordos Basin are rich in coal resources and good in mining conditions, but the ecological environment is fragile. How to achieve safe, green and efficient mining is related to the sustainable development of regional economy, environment and society in the basin. In order to achieve this, there must be a set of evaluation methods for the safe, green and efficient exploitation of coal resources, which is suitable for the actual situation in the basin. At present, the research on this method is not deep enough and systematic, and there are no mature achievements to be used for reference. Therefore, on the basis of a systematic review of domestic and foreign related research literature, this paper makes comprehensive use of safety management, environment, ecology, analytic hierarchy process, through literature analysis, theoretical analysis and field investigation. Based on the theory and method of comprehensive evaluation, the evaluation method of safe, green and efficient mining of coal resources in Ordos Basin is studied systematically. The main achievements are as follows: (1) the evaluation model of coal resources safe mining in Ordos Basin is established. Based on the view of essential safety, the evaluation index system of coal resource safety exploitation is established from four aspects: human, machine equipment, working environment and management. It includes 4 first-grade evaluation indexes, 11 second-grade evaluation indexes and 38 third-level evaluation indexes. The weight of each index is calculated by using AHP method, and the evaluation model of coal resources safe mining is established. The evaluation criteria of coal resources safe exploitation are given. (2) the evaluation model of green mining of coal resources in Ordos Basin is established based on environmental carrying capacity. Based on the analysis of the main factors affecting the environment caused by the coal resource exploitation in the Ordos Basin, the environmental carrying capacity is used as an important indicator to measure green, and the relative residual rate model of the environmental carrying capacity is selected as the measuring method of the environmental carrying capacity. The evaluation index system of green mining of coal resources including two primary evaluation indexes and five second-grade evaluation indexes is constructed, and the weight of each index is calculated by using AHP method. Based on this, the evaluation model of green mining of coal resources is established. The evaluation standard of green exploitation of coal resources is given. (3) the evaluation model of high efficiency mining of coal resources in Ordos Basin is established. Giving a new meaning to "high efficiency", that is, "high efficiency" and "high production rate", and combining with the evaluation method of coal industry safety and efficiency mine, The evaluation index system of high efficiency mining of coal resources including 2 primary evaluation indexes and 10 second grade evaluation indexes is established, and the weight of each index is calculated by using AHP method. Based on this, the evaluation model of high efficiency mining of coal resources is established. Based on the evaluation model of safe, green and efficient mining, a comprehensive evaluation model of safe, green and efficient mining of coal resources in Ordos Basin is established. An evaluation of a mining area in Yulin City, Shaanxi Province has been carried out, and a meaningful conclusion has been drawn. The research in this paper will be of great guiding value to the evaluation of the safe, green and efficient exploitation of coal resources in various mining areas of Ordos Basin and the formulation of relevant technology and management policies.
