【摘要】：正關(guān)于軍民融合深度發(fā)展,黨的十八屆三中全會(huì)通過的《中共中央關(guān)于全面深化改革若干重大問題的決定》在"軍隊(duì)和國防建設(shè)改革"部分作了專門闡述。習(xí)近平總書記在出席十二屆全國人大三次會(huì)議解放軍代表團(tuán)全體會(huì)議時(shí)指出,把軍民融合發(fā)展上升為國家戰(zhàn)略。剛剛頒布的《中華人民共和國國民經(jīng)濟(jì)和社會(huì)發(fā)展第十三個(gè)五年規(guī)劃綱要》中又對(duì)軍民融合作了全面部署,其中,特別在語序上進(jìn)行了調(diào)整,由"軍民融合深度發(fā)展"轉(zhuǎn)變?yōu)?軍民深度融合發(fā)展",含義更加深刻,也進(jìn)一步說明黨中央對(duì)軍民融合提出了新的、更高的要求。
[Abstract]:The "decision of the CPC Central Committee on comprehensively deepening the Reform of several important issues" adopted by the third Plenary session of the 18th CPC Central Committee has been specially expounded in the section on "Reform of the Army and National Defense Construction." General Secretary Xi Jinping pointed out at the plenary meeting of the PLA delegation of the third session of the Twelfth National people's Congress that the integration of the military and the people should be promoted as a national strategy. The "Thirteenth Five-Year Plan for National Economic and Social Development of the people's Republic of China", which has just been promulgated, has also made comprehensive arrangements for military-civilian integration and cooperation, in which, in particular, the word order has been adjusted. The change from "deep development of military and civil integration" to "development of deep integration of military and civil" has a deeper meaning and further explains that the Party Central Committee has put forward new and higher requirements for the integration of military and civil affairs.
