【摘要】：當(dāng)前，在社會變革深化、經(jīng)濟(jì)快速發(fā)展，結(jié)構(gòu)調(diào)整步伐加快的新形勢下，非公有制經(jīng)濟(jì)的發(fā)展也面臨著許多的新情況、新問題。各種非公有制經(jīng)濟(jì)組織的行業(yè)商會也應(yīng)用而生，在區(qū)域經(jīng)濟(jì)發(fā)展中，發(fā)揮著重要的聯(lián)系、溝通、協(xié)調(diào)、維護(hù)的組織作用，為政府和非公有制經(jīng)濟(jì)發(fā)展提供了保障和服務(wù)。行業(yè)商會由于其特殊的屬性和社會地位，是實(shí)現(xiàn)政府與商人、商人與商人、商人與社會之間相互聯(lián)系的重要紐帶。行業(yè)商會也在非公有制經(jīng)濟(jì)發(fā)展中，逐步向健康有效的發(fā)展軌道邁進(jìn)，擔(dān)負(fù)著保護(hù)和促進(jìn)非公制經(jīng)濟(jì)可持續(xù)發(fā)展的作用。非公有制經(jīng)濟(jì)的發(fā)展進(jìn)程中，行業(yè)商會在市場經(jīng)濟(jì)條件下實(shí)現(xiàn)了資源優(yōu)化配置，成為不可或缺的重要環(huán)節(jié)。行業(yè)商會在不同的歷史時(shí)期，不同的經(jīng)濟(jì)發(fā)展區(qū)域有著不同的歷史作用和時(shí)代特色。改革開放30幾年來，非公有制經(jīng)濟(jì)行業(yè)商會在黨的政策、法律支持下，已經(jīng)成為非公有制經(jīng)濟(jì)發(fā)展中與之息息相關(guān)的組成部分。 但是，由于非公有制經(jīng)濟(jì)起步晚，發(fā)展孱弱，一些行業(yè)商會在工商聯(lián)的引導(dǎo)下，剛剛組建發(fā)展還不成熟，不能完全的發(fā)揮行業(yè)商會自身的功能。作為省會新區(qū)的長清區(qū)，近年來經(jīng)濟(jì)發(fā)展十分迅速，由其是非公有制經(jīng)濟(jì)行業(yè)商會的成立，為非公有制經(jīng)濟(jì)的健康成長謀劃完善了一條符合地域?qū)嶋H的發(fā)展路子，引領(lǐng)長清非公有制經(jīng)濟(jì)逐步向更高層次、更好水平發(fā)展。但是成績面前問題依然存在，，經(jīng)濟(jì)總量不大、財(cái)政保障能力仍然較弱；國家政策全面完整的落地實(shí)施有一定困難；行業(yè)商會規(guī)范化運(yùn)行還有待加強(qiáng)；商會活動經(jīng)費(fèi)的常規(guī)化和標(biāo)準(zhǔn)化還有待提升；如何更好的發(fā)揮非公有制經(jīng)濟(jì)行業(yè)商會的作用還有待進(jìn)一步的探討。針對長清區(qū)商會的現(xiàn)狀，結(jié)合我國非公有制經(jīng)濟(jì)行業(yè)商會職能轉(zhuǎn)變的背景和現(xiàn)狀，通過典型案例分析，采取宏觀分析與微觀分析、實(shí)證分析與規(guī)范分析相結(jié)合等研究方法，論述非公有制經(jīng)濟(jì)行業(yè)商會在發(fā)展中出現(xiàn)的各種問題并從國家層次、政府層次、商會自身三方面提出對策。希望能對長清區(qū)乃至我國非公有制經(jīng)濟(jì)行業(yè)商會的發(fā)展提供一定的借鑒意義。
[Abstract]:With the deepening of social transformation , rapid economic development and accelerated structural adjustment , the development of non - public ownership economy faces many new situations and problems . In the development of non - public ownership economy , the Chamber of Commerce has played an important role in the development of non - public ownership .

However , because the non - public ownership economy is too late , the development is weak , some industry chambers of commerce under the guidance of the industry and commerce , just formed the development is not mature , can not fully exert the function of the industry chamber of commerce itself . As the long - Qing district of the new district of the provincial capital , in recent years , the economic development is very rapid , which leads the long - Qing non - public ownership economy to develop gradually towards higher level and better level . However , the problem still exists , the economic total amount is not big , the financial security ability is still weak ;
There must be some difficulties in the implementation of the comprehensive and complete implementation of national policies ;
The standardization operation of the Chamber of Commerce is still to be strengthened ;
Conventional and standardized activities of the Chamber of Commerce have yet to be lifted ;
In view of the current situation of the Chamber of Commerce of the non - public sector in China and the background and current situation of the function transformation of the non - public sector in China , this paper discusses the problems in the development of the Chamber of Commerce of non - public sector and puts forward some countermeasures from the national level , the government level and the chamber of commerce .
