【摘要】:當(dāng)前,我國社會經(jīng)濟(jì)發(fā)展正處于轉(zhuǎn)型、調(diào)整的關(guān)鍵時期。為應(yīng)對復(fù)雜多變的國際國內(nèi)發(fā)展形勢,提高我國綜合實(shí)力和國際競爭力,國家提出了創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略。產(chǎn)學(xué)研合作為一種技術(shù)創(chuàng)新體系,是全面推進(jìn)國家創(chuàng)新體系建設(shè)的突破口。它通過融合科研、技術(shù)、產(chǎn)業(yè)與資本等要素,能有效將知識轉(zhuǎn)化為生產(chǎn)力,促進(jìn)國民經(jīng)濟(jì)增長和發(fā)展轉(zhuǎn)型。國內(nèi)外幾十年的實(shí)踐也充分證明,產(chǎn)學(xué)研合作是一種有效的技術(shù)創(chuàng)新形式,為經(jīng)濟(jì)社會發(fā)展提供不竭動力,是促進(jìn)經(jīng)濟(jì)增長和轉(zhuǎn)型的重要力量。因此,研究產(chǎn)學(xué)研合作,對促進(jìn)國家經(jīng)濟(jì)社會發(fā)展具有重要意義。 政府與市場的關(guān)系一直是經(jīng)濟(jì)學(xué)中的熱門話題。我國建國后長期處于計劃經(jīng)濟(jì)體制下。1978年實(shí)行改革開放后,市場經(jīng)濟(jì)體制在30多年來得到不斷發(fā)展壯大,但政府與市場的進(jìn)與退仍然引起廣泛爭論。產(chǎn)學(xué)研合作本質(zhì)上是一種市場行為,但由于其對經(jīng)濟(jì)社會發(fā)展的重要性,各國政府都高度重視。在我國,政府主導(dǎo)型產(chǎn)學(xué)研合作是過去產(chǎn)學(xué)研合作的主要形式。通過各級政府部門的強(qiáng)力推進(jìn),我國的產(chǎn)業(yè)、科研和人才隊伍建設(shè)均取得了豐碩的成果,為我國30多年來國民經(jīng)濟(jì)保持高速增長做出了重要貢獻(xiàn)。但是,隨著市場經(jīng)濟(jì)體制更加完備以及社會經(jīng)濟(jì)發(fā)展到更高層次,政府主導(dǎo)型的產(chǎn)學(xué)研合作也暴露了許多問題。資源浪費(fèi)、效率低下、競爭力不強(qiáng)等問題的出現(xiàn),要求我國在產(chǎn)學(xué)研合作領(lǐng)域也要遵循市場的規(guī)律辦事,充分發(fā)揮市場的作用。以市場驅(qū)動型為主導(dǎo)在產(chǎn)學(xué)研合作領(lǐng)域逐步成為廣泛共識。 但是我國目前對市場驅(qū)動型產(chǎn)學(xué)研合作的研究成果還比較少。因此,本文從市場驅(qū)動型產(chǎn)學(xué)研合作發(fā)展的現(xiàn)實(shí)需要出發(fā),以交易理論、創(chuàng)新理論、知識經(jīng)濟(jì)理論、產(chǎn)業(yè)集群理論、三螺旋理論、戰(zhàn)略聯(lián)盟理論和“經(jīng)濟(jì)人”理論等為基礎(chǔ),提出了市場驅(qū)動型產(chǎn)學(xué)研合作的運(yùn)行模式;參考國內(nèi)外產(chǎn)學(xué)研合作實(shí)踐,分析我國現(xiàn)階段產(chǎn)學(xué)研合作的現(xiàn)狀、問題及成因,結(jié)合我國建設(shè)創(chuàng)新型國家的戰(zhàn)略需要,提出了進(jìn)一步加強(qiáng)產(chǎn)學(xué)研合作,構(gòu)建以市場驅(qū)動型為主的產(chǎn)學(xué)研合作體系,以促進(jìn)創(chuàng)新驅(qū)動戰(zhàn)略實(shí)施的觀點(diǎn)和建議。 本文借鑒發(fā)達(dá)國家產(chǎn)學(xué)研合作的經(jīng)驗,分析國內(nèi)不同省份的產(chǎn)學(xué)研合作后發(fā)現(xiàn),產(chǎn)學(xué)研合作中,市場化程度高的地區(qū)經(jīng)濟(jì)增長更迅速,結(jié)構(gòu)調(diào)整更合理,發(fā)展后勁更充足。本文同時研究了我國產(chǎn)學(xué)研合作的現(xiàn)狀、問題及其成因。我國產(chǎn)學(xué)研合作歷經(jīng)了政府絕對主導(dǎo)、政府逐步引導(dǎo)和政府引導(dǎo)與市場驅(qū)動相結(jié)合三個階段,并具有國家宏觀政策影響巨大、企業(yè)主體地位逐步得到確立、政策體系不斷健全、合作模式比較豐富和合作成果比較豐碩等特點(diǎn),同時也存在研發(fā)經(jīng)費(fèi)來源結(jié)構(gòu)不夠合理、研發(fā)經(jīng)費(fèi)支出和人才儲備存在嚴(yán)重的省域失衡、對基礎(chǔ)研究不夠重視、研究和投入領(lǐng)域存在失衡以及高新技術(shù)細(xì)分領(lǐng)域發(fā)展失衡等突出問題。針對這些情況,本文深入進(jìn)行原因分析,認(rèn)為主要原因在于我國存在發(fā)展不平衡、宏觀政策體系還不夠健全等狀況,產(chǎn)學(xué)研合作還處在發(fā)展的初級階段。 通過對我國產(chǎn)學(xué)研合作存在的問題進(jìn)行深入研究,本文對促進(jìn)市場驅(qū)動型產(chǎn)學(xué)研合作良性發(fā)展提出了具體的建議。一是要發(fā)揮好政府職能,強(qiáng)調(diào)政府在保證市場交易秩序上的特殊作用,加快市場化步伐,完善金融和投資體系,完善中介服務(wù)平臺,豐富和創(chuàng)新產(chǎn)學(xué)研合作的模式。二是要加快完成成果轉(zhuǎn)化法的修訂,為明晰產(chǎn)權(quán)奠定基礎(chǔ),提供保障。三是要推行和完善學(xué)術(shù)休假制度,形成支持和鼓勵深化科研、創(chuàng)新創(chuàng)業(yè)的良好制度環(huán)境。四是要加強(qiáng)人才隊伍建設(shè),打造一支高端人才隊伍,帶動產(chǎn)學(xué)研合作快速發(fā)展,同時加大人才培養(yǎng)力度,夯實(shí)產(chǎn)學(xué)研合作的人才基礎(chǔ)。五是要加大對落后地區(qū)的扶持力度,針對我國現(xiàn)存的區(qū)域經(jīng)濟(jì)發(fā)展不平衡問題,從國家層面加大對落后地區(qū)的專項產(chǎn)學(xué)研合作扶持,通過產(chǎn)業(yè)轉(zhuǎn)移、技術(shù)轉(zhuǎn)移、制度優(yōu)化和資金杠桿等作用,幫助落后地區(qū)充分發(fā)揮后發(fā)優(yōu)勢,以產(chǎn)學(xué)研合作的有效開展促進(jìn)區(qū)域經(jīng)濟(jì)增長和發(fā)展轉(zhuǎn)型。
[Abstract]:At present, the social and economic development of our country is in the key period of transformation and adjustment. In order to cope with the complex and changeable international and domestic development situation, improve our country's comprehensive strength and international competitiveness, the state has put forward the strategy of innovation driven development. As a technological innovation system, the production and research and research cooperation is the breakthrough point to promote the construction of the national innovation system. Through the integration of scientific research, technology, industry and capital, it can effectively transform knowledge into productive forces and promote economic growth and transformation. The practice of decades at home and abroad has also fully proved that the cooperation of industry and research and research is an effective form of technological innovation, which provides an inexhaustible motive for economic and social development, and is the important factor to promote economic growth and transformation. It is necessary to study the cooperation between industry, University and Research Institute, which is of great significance to the promotion of national economic and social development.
The relationship between the government and the market has always been a hot topic in economics. After the implementation of the reform and opening up in the planned economic system for a long time after the founding of the people's Republic of China in.1978 years, the market economy system has been growing stronger in more than 30 years, but the progress of the government and the market is still widely debated. The cooperation of production, research and research is essentially a market behavior. But because of its importance to the economic and social development, all governments attach great importance to it. In China, the government leading type of production, school and research cooperation is the main form of cooperation in the past. Through the strong promotion of government departments at all levels, China's industry, scientific research and personnel construction have achieved fruitful results, which has been the national economy for more than 30 years in China. However, as the market economic system is more complete and the social and economic development to a higher level, the government led industry, school and research cooperation also exposes a lot of problems. The problems such as waste of resources, low efficiency, low competitiveness and so on, we must follow the market in the field of production, learning and research cooperation. Act in a regular manner, give full play to the role of the market, and gradually become a broad consensus in the field of industry university research cooperation, taking market driven as the leading factor.
However, there are few achievements in the research on market driven production, school and research cooperation in China. Therefore, this paper, based on the practical needs of the development of market driven production, research and research cooperation, is based on trade theory, innovation theory, knowledge economy theory, industrial cluster theory, three helix theory, the theory of strategic alliance and the theory of "economic man". The operation mode of market driven research and research cooperation is carried out, and the status, problems and causes of the production, school and research cooperation at the present stage in China are analyzed with reference to the practice of production, research and research cooperation at home and abroad. Ideas and suggestions to promote the implementation of innovation driven strategy.
Based on the experience of the cooperation in the developed countries, this paper analyses the cooperation between the industry, school and research in different provinces in China. In the cooperation of production, research and research, the economic growth of the region with high marketization is more rapid, the adjustment of the structure is more reasonable and the development is more sufficient. At the same time, this paper studies the present situation, problems and causes of China's domestic research and research cooperation. The cooperation has gone through the absolute leadership of the government, the government step-by-step guidance and the combination of government guidance and market driven three stages, and has a great impact on the national macro policy, the status of the enterprise subject is gradually established, the policy system is constantly improved, the mode of cooperation is rich and the cooperation results are more plentiful, and the research and development funds also exist. The source structure is not reasonable, the R & D expenditure and the talent reserve have serious provincial imbalance, lack of attention to the basic research, the imbalance in the field of research and investment and the imbalance in the development of high and new technology subdivision. Balance, the macro policy system is not sound enough, and so on. The industry university research cooperation is still in the initial stage of development.
Through in-depth research on the problems existing in China's domestic research and research cooperation, this paper puts forward specific suggestions on promoting the sound development of market driven industry, school and research cooperation. First, we should play a good government function, emphasize the special role of the government in guaranteeing the order of market transaction, speed up the pace of marketization, perfect the financial and investment system, and perfect the intermediary. Service platform, enriching and innovating the mode of production, learning and research cooperation. Two is to accelerate the completion of the revision of the transformation of results, to lay the foundation for the clarity of property rights and provide guarantee. Three is to promote and improve the academic vacation system, to support and encourage the deepening of scientific research, innovation and entrepreneurship good institutional environment. Four to strengthen the construction of talent team, to build a team The high end talent team will promote the rapid development of the cooperation of production, education and research, at the same time, strengthen the training of talents, ramming the talents foundation of the cooperation of production, learning and research. In view of the existing regional economic development imbalance in China, we should increase the cooperation support of special production, study and research from the national level and through production. The role of industry transfer, technology transfer, system optimization and fund leverage will help the backward areas to give full play to the advantages of the backward development, and promote the regional economic growth and development with the effective development of the cooperation of industry and research and research.
