【摘要】：隨著區(qū)域經(jīng)濟在我國迅速發(fā)展，城市群、都市圈日益成為經(jīng)濟發(fā)展的主要載體，，同城化作為促進區(qū)域經(jīng)濟發(fā)展的戰(zhàn)略也在各大城市群內(nèi)掀起了規(guī)劃熱潮，目前全國各個城市的發(fā)展離不開區(qū)域的支持，對單個城市的可持續(xù)發(fā)展起到了決定性的作用。相應(yīng)的，同城化的理論也在不斷發(fā)展和完善。京津冀是繼長三角、珠三角區(qū)域增長極的第三大增長極，京津冀的區(qū)域經(jīng)濟一體化的主要的體現(xiàn)和組成部分是京津廊同城化發(fā)展。廊坊市的優(yōu)越的區(qū)位優(yōu)勢和后發(fā)優(yōu)勢加快了京津廊的同城化發(fā)展，廊坊市公共事業(yè)是同城化發(fā)展的重要組成部分，優(yōu)越的發(fā)展環(huán)境會為公共事業(yè)的發(fā)展提供良好的條件。 本文從這個思路出發(fā)，采用理論研究和實證研究相結(jié)合的方式，首先確定論文研究背景、目的意義和研究方法，然后通過系統(tǒng)分析同城化、系統(tǒng)論、區(qū)域經(jīng)濟發(fā)展理論、公共事業(yè)發(fā)展環(huán)境相關(guān)理論、環(huán)境法治政策理論和金融環(huán)境理論，為本文主題的研究提供理論基礎(chǔ)，接著比較國外發(fā)達國家和國內(nèi)發(fā)展較快地區(qū)的區(qū)域環(huán)境，為研究提供借鑒和啟示，并概述廊坊市發(fā)展特點和總結(jié)京津兩市社會環(huán)境對廊坊市的輻射影響，以認識廊坊市公共事業(yè)所處的外部發(fā)展環(huán)境；再次通過對城市公共事業(yè)與發(fā)展環(huán)境相關(guān)指標的探討與分析比較，對公共事業(yè)與發(fā)展環(huán)境指標體系做更深一層的研究，最終構(gòu)建一個科學(xué)、合理的公共事業(yè)與發(fā)展環(huán)境評價指標體系。最后對目前廊坊市公共事業(yè)與發(fā)展環(huán)境現(xiàn)狀進行解釋，基于實際調(diào)查數(shù)據(jù)，選擇合適的皮爾遜相關(guān)系數(shù)和凈相關(guān)系數(shù)的相關(guān)性評價方法對廊坊市公共事業(yè)與發(fā)展環(huán)境相關(guān)性進行評價分析，并且根據(jù)評價結(jié)果提出相應(yīng)的優(yōu)化廊坊市公共事業(yè)發(fā)展環(huán)境的合理化建議。
[Abstract]:With the rapid development of regional economy in China, urban agglomeration and metropolitan area have increasingly become the main carrier of economic development. At present, the development of each city in China can not be separated from the support of the region, which plays a decisive role in the sustainable development of a single city. Accordingly, the theory of city-making is also developing and perfecting. Beijing-Tianjin-Hebei is the third largest growth pole of the regional growth pole of the Pearl River Delta after the Yangtze River Delta. The main embodiment and component of the regional economic integration of the Beijing-Tianjin-Hebei region is the co-city development of the Beijing-Tianjin-Tianjin-Hebei corridor. Langfang's superior location advantage and latecomer advantage speed up the development of co-city of Beijing-Tianjin corridor. Langfang's public utility is an important part of the development of the same city, and the superior development environment will provide good conditions for the development of public utility. Starting from this idea, this paper uses the combination of theoretical research and empirical research to determine the research background, purpose, significance and research methods, and then through systematic analysis of the city, system theory, regional economic development theory, The related theories of public utility development environment, environmental rule of law policy theory and financial environment theory provide the theoretical basis for the research of this thesis, and then compare the regional environment of developed countries and rapidly developing regions in foreign countries. To provide reference and inspiration for the study, and summarize the development characteristics of Langfang City and the radiation impact of the social environment of Beijing and Tianjin on Langfang City, in order to understand the external development environment of Langfang City. Thirdly, through the discussion and analysis of the related indexes of urban public utility and development environment, the author makes a deeper research on the index system of public utility and development environment, and finally constructs a science. Reasonable public utility and development environment evaluation index system. Finally, it explains the current situation of public utilities and development environment in Langfang City, based on the actual investigation data, Choosing the appropriate Pearson correlation coefficient and net correlation coefficient correlation evaluation method to evaluate and analyze the relationship between public utilities and development environment in Langfang City. According to the evaluation results, the rational suggestions for optimizing the development environment of public utilities in Langfang City are put forward.
