山西省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與人力資源配置的互動(dòng)關(guān)系研究

【摘要】:產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與優(yōu)化是區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的重要內(nèi)容。產(chǎn)業(yè)結(jié)構(gòu)合理化和高級(jí)化也是區(qū)域經(jīng)濟(jì)健康發(fā)展的必然選擇。不同的經(jīng)濟(jì)發(fā)展階段,產(chǎn)業(yè)結(jié)構(gòu)會(huì)出現(xiàn)不同的發(fā)展趨勢(shì)。從三次產(chǎn)業(yè)產(chǎn)值比重的變化趨勢(shì)來(lái)看,在工業(yè)化發(fā)展階段,工業(yè)是經(jīng)濟(jì)發(fā)展的重要部門(mén)。而在后工業(yè)化階段,服務(wù)業(yè)和高新技術(shù)產(chǎn)業(yè)等則成為經(jīng)濟(jì)發(fā)展的主導(dǎo)產(chǎn)業(yè)。在社會(huì)再生產(chǎn)過(guò)程中,體力勞動(dòng)和物質(zhì)資源消耗相對(duì)減少,腦力勞動(dòng)和知識(shí)的消耗增長(zhǎng),即產(chǎn)業(yè)結(jié)構(gòu)軟化。國(guó)民經(jīng)濟(jì)的主導(dǎo)產(chǎn)業(yè)由勞動(dòng)力密集型和資本密集型向技術(shù)密集型和知識(shí)密集型過(guò)渡,相應(yīng)的人力資源需求經(jīng)由簡(jiǎn)單勞動(dòng)力、初級(jí)技術(shù)勞動(dòng)力、高級(jí)技術(shù)人才和創(chuàng)新人才的不斷提升,且勞動(dòng)力資源也隨產(chǎn)業(yè)結(jié)構(gòu)的變動(dòng)發(fā)生轉(zhuǎn)移,實(shí)現(xiàn)人力資源合理配置。人力資源配置水平的提高,能夠進(jìn)一步實(shí)現(xiàn)自然資源、物質(zhì)資本和技術(shù)的高效率使用,進(jìn)而保證各種投入要素的合理流動(dòng),提高產(chǎn)業(yè)生產(chǎn)效率,為產(chǎn)業(yè)結(jié)構(gòu)合理化發(fā)展提供強(qiáng)有力支撐。 國(guó)內(nèi)外研究表明,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與人力資源配置之間存在復(fù)雜的關(guān)聯(lián)效應(yīng),兩者的良性互動(dòng)是社會(huì)經(jīng)濟(jì)健康發(fā)展的根本路徑。本文以山西省為研究對(duì)象,對(duì)其產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與人力資源配置間的互動(dòng)關(guān)系進(jìn)行了實(shí)證研究,深入探討兩者的協(xié)調(diào)發(fā)展對(duì)經(jīng)濟(jì)快速穩(wěn)健發(fā)展的重要現(xiàn)實(shí)意義。 本文運(yùn)用產(chǎn)業(yè)結(jié)構(gòu)理論與人力資源理論,分析了產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與人力資源配置的一般互動(dòng)機(jī)理。在此基礎(chǔ)上對(duì)山西省的產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀與人力資源現(xiàn)狀進(jìn)行了分析,構(gòu)建了兩者的綜合評(píng)價(jià)指標(biāo)體系。選取山西省2000-2012年產(chǎn)業(yè)結(jié)構(gòu)與人力資源的相關(guān)統(tǒng)計(jì)數(shù)據(jù),利用灰色系統(tǒng)關(guān)聯(lián)分析與熵值法對(duì)兩者進(jìn)行縱向測(cè)度,得出綜合得分用以反映產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的合理化程度與人力資源配置的發(fā)展水平。最后對(duì)兩者間的互動(dòng)關(guān)系進(jìn)行檢驗(yàn),通過(guò)建立計(jì)量經(jīng)濟(jì)學(xué)模型檢驗(yàn)兩者的長(zhǎng)期均衡關(guān)系,并根據(jù)檢驗(yàn)結(jié)果提出了相應(yīng)的政策建議。 本文的結(jié)論: (1)構(gòu)建了山西省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的合理化評(píng)價(jià)指標(biāo)體系與人力資源配置發(fā)展水平的評(píng)價(jià)指標(biāo)體系,并利用灰色系統(tǒng)關(guān)聯(lián)分析法與熵值法對(duì)兩者進(jìn)行縱向測(cè)度,得出兩者的綜合得分。 (2)對(duì)山西省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與人力資源配置進(jìn)行了相關(guān)性分析,進(jìn)一步通過(guò)平穩(wěn)性檢驗(yàn),協(xié)整檢驗(yàn),格蘭杰因果檢驗(yàn)以及誤差修正模型等一系列計(jì)量經(jīng)濟(jì)學(xué)方法對(duì)兩者的互動(dòng)關(guān)系進(jìn)行實(shí)證研究,得出山西省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與人力資源配置互為格蘭杰因果。
[Abstract]:The adjustment and optimization of industrial structure is the important content of the coordinated development of regional economy. Rationalization and upgrading of industrial structure is also the inevitable choice for the healthy development of regional economy. Different economic development stage, industrial structure will appear different development trend. According to the changing trend of the proportion of the output value of the three industries, industry is an important sector of economic development in the stage of industrialization development. In the post-industrialization stage, the service industry and high-tech industry have become the leading industries of economic development. In the process of social reproduction, the consumption of physical labor and material resources is relatively reduced, and the consumption of mental labor and knowledge increases, that is, the industrial structure is softened. The leading industries of the national economy are transitioning from labor-intensive and capital-intensive to technology-intensive and knowledge-intensive. The upgrading of advanced technical and innovative talents and the transfer of labor resources along with the change of industrial structure realize the rational allocation of human resources. The improvement of human resources allocation level can further realize the efficient use of natural resources, material capital and technology, thus ensuring the rational flow of various input elements and improving the industrial production efficiency. For the rationalization of industrial structure to provide strong support. Studies at home and abroad show that there is a complex correlation effect between industrial structure adjustment and human resource allocation, and the benign interaction between the two is the fundamental path for the healthy development of social economy. This article takes Shanxi Province as the research object, carries on the demonstration research to its industrial structure adjustment and the human resources disposition interaction relations, deeply discusses the important practical significance of the coordinated development of both for the rapid and steady development of economy. Based on industrial structure theory and human resource theory, this paper analyzes the general interactive mechanism between industrial structure adjustment and human resource allocation. On this basis, the paper analyzes the present situation of industrial structure and human resources in Shanxi Province, and constructs a comprehensive evaluation index system of both. This paper selects the relevant statistical data of industrial structure and human resources in Shanxi Province from 2000 to 2012, and uses the grey system correlation analysis and entropy method to measure them longitudinally. The comprehensive score is used to reflect the rationalization degree of industrial structure adjustment and the development level of human resource allocation. Finally, the paper tests the interaction between the two and establishes an econometric model to test their long-term equilibrium, and puts forward corresponding policy recommendations according to the test results. The conclusion of this paper is as follows: 1) the rational evaluation index system of industrial structure adjustment in Shanxi Province and the evaluation index system of human resource allocation and development level are constructed, and the longitudinal measurement of them is carried out by using the grey system correlation analysis method and entropy method. Get the combined score of both. (2) the correlation analysis between industrial structure adjustment and human resource allocation in Shanxi Province is carried out, and further, through the stability test and cointegration test, A series of econometrics methods such as Granger causality test and error correction model have carried on the empirical research to the interaction between the two. It is concluded that the industrial structure adjustment and human resource allocation of Shanxi Province are Granger causality.
