【摘要】：高速鐵路運(yùn)價水平直接影響高速鐵路作用的發(fā)揮和使命的實現(xiàn)。文章通過比較方法揭示我國高速鐵路運(yùn)價水平存在偏高、與區(qū)域經(jīng)濟(jì)發(fā)展水平不協(xié)調(diào)和未能充分體現(xiàn)時間價值等問題。鐵路運(yùn)價管理權(quán)力集中、運(yùn)價形成機(jī)制不靈活、運(yùn)價目標(biāo)不明確、運(yùn)價制定缺乏科學(xué)性、高鐵企業(yè)市場意識不強(qiáng)是主要原因。應(yīng)下放高速鐵路定價權(quán)、全面實行政府指導(dǎo)價;高速鐵路運(yùn)價制定應(yīng)體現(xiàn)效率與公平目標(biāo),綜合考慮多種因素;加快推進(jìn)鐵路企業(yè)化改革,實現(xiàn)股權(quán)多元化。
[Abstract]:High-speed railway tariff level directly affects the role of high-speed railway and the realization of the mission. Through the comparison method, this paper reveals that there are some problems in China's high speed railway freight rate level, which are not in harmony with the level of regional economic development and fail to fully reflect the value of time, and so on. The main reasons are the centralized power of railway tariff management, the inflexible mechanism of freight rate formation, the unclear target of freight rate, the lack of scientificalness in the formulation of freight rate, and the lack of strong market awareness in high-speed railway enterprises. The pricing power of high speed railway should be devolved and the government guide price should be fully implemented; the formulation of high speed railway freight rate should reflect the goal of efficiency and fairness and consider various factors synthetically; speed up the reform of railway enterprise and realize the diversification of stock rights.
