【摘要】：高新區(qū)作為我國承載高新技術(shù)產(chǎn)業(yè)發(fā)展的重要戰(zhàn)略空間,在當(dāng)下以“轉(zhuǎn)方式、調(diào)結(jié)構(gòu)、促升級”為核心的改革攻堅(jiān)期發(fā)揮著關(guān)鍵作用,既要成為促進(jìn)科技與經(jīng)濟(jì)無縫對接的核心載體,還要在區(qū)域經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和增長方式轉(zhuǎn)變中先行示范。各地高新區(qū)尤其是國家高新區(qū)成為中國特色自主創(chuàng)新道路的一面旗幟,實(shí)現(xiàn)了產(chǎn)業(yè)超常規(guī)發(fā)展,有效提升了區(qū)域科技實(shí)力乃至國家自主創(chuàng)新能力。面對我國第三次大轉(zhuǎn)型的新要求與新挑戰(zhàn),高新區(qū)品牌優(yōu)勢缺乏、業(yè)態(tài)低端徘徊、空間粗放經(jīng)營等弊端日益凸顯,由增量布局向提質(zhì)增效轉(zhuǎn)變已成為我國高新區(qū)亟待解決的現(xiàn)實(shí)難題,而國家自主創(chuàng)新導(dǎo)向下的轉(zhuǎn)型發(fā)展是完成這一時(shí)代使命的最佳途徑。本文依據(jù)高新區(qū)轉(zhuǎn)型發(fā)展的相關(guān)理論,在我國第三次大轉(zhuǎn)型和創(chuàng)新驅(qū)動戰(zhàn)略全面實(shí)施的新形勢下,從高新區(qū)轉(zhuǎn)型發(fā)展與國家自主創(chuàng)新的耦合關(guān)系出發(fā),依據(jù)高新區(qū)階段演化的理論與實(shí)踐規(guī)律提出我國高新區(qū)演化的路徑偏差,結(jié)合細(xì)分目標(biāo)和轉(zhuǎn)型發(fā)展基礎(chǔ)的雙維度評價(jià)結(jié)果,設(shè)計(jì)差異化的高新區(qū)轉(zhuǎn)型發(fā)展路徑和配套體系。全文分為五個(gè)部分,共八章。第一部分為一、二章,是本文的理論部分,在論述研究背景和意義、內(nèi)容和方法、相關(guān)研究現(xiàn)狀的基礎(chǔ)上,結(jié)合國家自主創(chuàng)新和高新區(qū)轉(zhuǎn)型發(fā)展的基本內(nèi)涵,闡釋了兩者在目標(biāo)、要素、過程、機(jī)制等方面的耦合關(guān)系,并從轉(zhuǎn)型理論、演化理論和自組織理論出發(fā),尋找高新區(qū)轉(zhuǎn)型發(fā)展的理論淵源。第二部分為三、四章,對高新區(qū)演化的階段劃分與動力機(jī)制進(jìn)行了探討,結(jié)合國內(nèi)外園區(qū)的發(fā)展歷程提出我國高新區(qū)現(xiàn)存的路徑偏差,在此基礎(chǔ)上運(yùn)用戰(zhàn)略生態(tài)位管理理論構(gòu)建了企業(yè)-產(chǎn)業(yè)-環(huán)境嵌套式目標(biāo)細(xì)分架構(gòu),分別從優(yōu)勢培育、兩權(quán)優(yōu)化、空間改造三個(gè)維度闡釋細(xì)分領(lǐng)域下的執(zhí)行目標(biāo),并將目標(biāo)實(shí)現(xiàn)的界面障礙歸結(jié)為路徑依賴、體制慣性、環(huán)節(jié)鎖定和邊界束縛。第三部分為第五章的模型構(gòu)建與評價(jià),基于高新區(qū)轉(zhuǎn)型發(fā)展基礎(chǔ)的二象對偶表征,以灰色關(guān)聯(lián)分析和鏈?zhǔn)疥P(guān)聯(lián)DEA為主要方法,構(gòu)建了由“狀態(tài)”維的創(chuàng)新體系成熟度和“過程”維的創(chuàng)新效率組成的雙維度評價(jià)體系,并對我國56個(gè)高新區(qū)進(jìn)行實(shí)證測算與聚類分析。第四部分為六、七章,結(jié)合“箭靶模型”與聚類組合值特征,設(shè)計(jì)了我國高新區(qū)轉(zhuǎn)型發(fā)展的四種路徑:基于生態(tài)位拓展的優(yōu)勢協(xié)作路徑、基于產(chǎn)業(yè)鏈延展的特色聚焦路徑、基于資源再開發(fā)的集約提效路徑、基于高精尖引領(lǐng)的輻射聯(lián)動路徑,并提出轉(zhuǎn)型發(fā)展路徑實(shí)現(xiàn)的四大內(nèi)構(gòu)保障體系和四大外建服務(wù)體系。第五部分為全文總結(jié)、創(chuàng)新點(diǎn)歸納和研究展望。
[Abstract]:As an important strategic space for the development of high and new technology industries in our country, Hi-tech zones play a key role in the period of reform, which takes "changing mode, adjusting structure and promoting upgrading" as the core of reform. It is not only the core carrier to promote the seamless connection between science and technology and economy, but also the demonstration in the adjustment of regional economic structure and the transformation of growth mode. Local high-tech zones, especially national high-tech zones, have become a banner of independent innovation with Chinese characteristics, which has realized the extraordinary development of industry and effectively promoted the regional scientific and technological strength and even the national independent innovation ability. In the face of the new requirements and challenges of the third major transformation of our country, the shortcomings of the high-tech zones, such as the lack of brand advantages, the low end of the business form and the extensive management of space, are increasingly prominent. The transformation from incremental layout to increasing quality and efficiency has become a practical problem to be solved urgently in China's high-tech zones, and the transformation and development under the guidance of national independent innovation is the best way to complete the mission of this era. Based on the relevant theories of the transformation and development of high-tech zones, under the new situation of the third big transformation and innovation-driven strategy of our country, this paper starts from the coupling relationship between the transformation and development of high-tech zones and national independent innovation. According to the theory and practice of the evolution of high-tech zones, this paper puts forward the path deviation of the evolution of high and new technology zones in China, and designs the differentiated development path and supporting system of high and new technology zones according to the two-dimensional evaluation results of the subdivision objectives and the basis of transformation and development. The full text is divided into five parts, a total of eight chapters. The first part is one and two chapters, which is the theoretical part of this paper. On the basis of discussing the research background and significance, contents and methods, and related research status quo, combined with the national independent innovation and the transformation and development of high-tech zones, This paper explains the coupling relationship between the two in the aspects of goal, element, process and mechanism, and looks for the theoretical origin of the transformation and development of high-tech zones from the theory of transformation, the theory of evolution and the theory of self-organization. The second part is divided into three and four chapters. The paper discusses the stage division and dynamic mechanism of the development of high-tech zones, and puts forward the existing path deviation of high-tech zones in our country combined with the development process of domestic and foreign parks. On this basis, using the strategic niche management theory to construct the enterprise-industry-environment nested target subdivision framework, respectively from the advantages of cultivation, two rights optimization, space transformation of three dimensions to explain the implementation of the objectives in the subdivision field. The interface obstacles of goal realization are attributed to path dependence, institutional inertia, link locking and boundary bondage. The third part is the model construction and evaluation of the fifth chapter, which is based on the dual representation of two images based on the transformation and development of high-tech zones, with grey correlation analysis and chain correlation DEA as the main methods. This paper constructs a two-dimensional evaluation system consisting of the maturity of innovation system of "state" dimension and innovation efficiency of "process" dimension, and makes empirical calculation and cluster analysis of 56 high-tech zones in China. The fourth part is divided into six and seven chapters. Combined with the characteristics of "Arrow Target Model" and cluster combination value, this paper designs four kinds of paths for the transformation and development of high-tech zones in China: the advantage cooperation path based on niche expansion and the characteristic focus path based on the extension of industrial chain. Based on the intensive approach of resource redevelopment and the radiation linkage path led by high precision, the paper puts forward the four internal structure guarantee systems and four outbuilding service systems to realize the transition development path. The fifth part is the full text summary, innovation induction and research prospect.
