【摘要】：區(qū)域經(jīng)濟合作作為改革開放和完善市場經(jīng)濟體制的重要手段,將成為未來我國經(jīng)濟社會發(fā)展的新趨勢、新動力,制定合理的戰(zhàn)略思路和空間構(gòu)想是加強京津冀經(jīng)濟合作的基礎(chǔ)。本文就加強京津冀經(jīng)濟合作的基本思路、京津冀空間布局優(yōu)化的基本設(shè)想、京津冀城市群的合作等三個方面的內(nèi)容進行了探討。文章認(rèn)為,京津冀雖在行政區(qū)劃上分為一省兩市,但在經(jīng)濟、文化、地理上是一個不可分割的整體�？臻g布局的優(yōu)化要淡化行政區(qū)劃,從促進區(qū)域經(jīng)濟發(fā)展的角度,對其科學(xué)規(guī)劃,合理布局。促進"園區(qū)向軸帶靠攏,工業(yè)向園區(qū)集中,人口向城市流動",城市功能應(yīng)向外擴散,培育更多的二級城市和三級城市,形成城市規(guī)模、空間布局都比較合理的城市體系和功能區(qū)。從總體上看,未來京津冀區(qū)域的空間布局為:以培育京津冀城市群,實現(xiàn)區(qū)域經(jīng)濟一體化為目標(biāo),以"京津石"三城為主骨架,重點打造京津塘發(fā)展軸、濱海經(jīng)濟帶和京廣北段經(jīng)濟帶"Z"形產(chǎn)業(yè)集中發(fā)展區(qū),形成"一軸兩帶三城四區(qū)五群"區(qū)域發(fā)展總格局。在此基礎(chǔ)上,構(gòu)建大中小城市和城鎮(zhèn)相結(jié)合,網(wǎng)絡(luò)型、多層次、開放性城市體系。文章最后提出促進京津冀經(jīng)濟合作的政策建議和措施:(1)建立政府間合作協(xié)調(diào)機制。一是建立國務(wù)院京津冀區(qū)域合作領(lǐng)導(dǎo)小組,二是促進京津冀市長聯(lián)席會議制度的建立,三是制訂區(qū)域經(jīng)濟合作政策。(2)實現(xiàn)交通設(shè)施的網(wǎng)絡(luò)化,促進區(qū)域經(jīng)濟一體化。(3)建立統(tǒng)一市場,促進要素的合理流動。(4)建立區(qū)域性中介機構(gòu)和相關(guān)組織。一是設(shè)立京津冀區(qū)域行業(yè)協(xié)會聯(lián)合會,二是建立技術(shù)指導(dǎo)和管理咨詢中心,三是建立產(chǎn)業(yè)協(xié)作信息中心。(5)促進銀企合作,支持企業(yè)產(chǎn)業(yè)轉(zhuǎn)移。
[Abstract]:As an important means of reforming and opening up and perfecting the market economy system, regional economic cooperation will become the new trend of our country's economic and social development in the future, new motive force, reasonable strategic thinking and spatial conception are the basis of strengthening economic cooperation between Beijing, Tianjin and Hebei. This paper discusses the basic ideas of strengthening economic cooperation between Beijing, Tianjin and Hebei, the basic assumption of optimizing the spatial distribution of Beijing, Tianjin and Hebei, and the cooperation of Beijing, Tianjin and Hebei urban agglomeration. The article holds that although Beijing, Tianjin and Hebei are divided into one province and two cities in administrative division, they are an indivisible whole in economy, culture and geography. The optimization of spatial layout should desalinate the administrative division, and from the angle of promoting the development of regional economy, make scientific planning and rational layout for it. To promote the "proximity of the park to the axis, the concentration of industry towards the park, and the migration of population to the city", the function of the city should be diffused outwards, and more secondary and tertiary cities should be nurtured so as to form a city scale. Space layout is more reasonable urban system and functional areas. On the whole, the spatial distribution of Beijing-Tianjin-Hebei region in the future is as follows: to cultivate the Beijing-Tianjin-Hebei urban agglomeration, to realize the regional economic integration, to take "Beijing-Tianjin-stone" three cities as the main skeleton, and to build the development axis of Beijing-Tianjin-Hebei city. The coastal economic belt and the northern section of Jingguang economic belt "Z" industrial development zone, forming "one axis, two belts, three cities, four districts and five groups" regional development general pattern. On this basis, build a large, medium-sized and small cities and towns combined, network, multi-level, open urban system. Finally, the paper puts forward some policy suggestions and measures to promote economic cooperation between Beijing, Tianjin and Hebei. First, to establish a leading group for regional cooperation between Beijing, Tianjin and Hebei under the State Council; second, to promote the establishment of the system of joint meetings of mayors of Beijing, Tianjin and Hebei; and third, to formulate a policy of regional economic cooperation. To promote regional economic integration. 3) to establish a unified market and to promote the rational flow of elements. 4) to establish regional intermediary organizations and related organizations. The first is to set up the association of industry associations of Beijing-Tianjin-Hebei region, the second is to set up the technical guidance and management consulting center, and the third is to establish the information center of industrial cooperation, to promote the cooperation between banks and enterprises, and to support the industrial transfer of enterprises.
