【摘要】:所謂“調(diào)控一體化”,就是電網(wǎng)調(diào)度與變電監(jiān)控人員合一模式“一崗雙值”。目前,隨著社會經(jīng)濟(jì)的不斷進(jìn)步,用電量逐年提升,電網(wǎng)正在高速發(fā)展,其復(fù)雜程度日益繁復(fù),固有模式漸漸不能滿足新形勢的要求,電力企業(yè)應(yīng)緊跟時代步伐,充分利用先進(jìn)的信息技術(shù),以傳統(tǒng)模式為基礎(chǔ),創(chuàng)新思維,設(shè)計監(jiān)理具備調(diào)度、控制一體化的智能電網(wǎng)。調(diào)控一體化的實現(xiàn),必將使電網(wǎng)的安全、優(yōu)質(zhì)、經(jīng)濟(jì)運(yùn)行水平達(dá)到一個嶄新的高度。也是區(qū)域經(jīng)濟(jì)新的經(jīng)濟(jì)增長點,進(jìn)而實現(xiàn)電力系統(tǒng)最大的綜合效益,通過調(diào)度和監(jiān)控的統(tǒng)一,不僅利于運(yùn)行人員的統(tǒng)籌調(diào)配,實現(xiàn)減員增效,,為運(yùn)行人員創(chuàng)造了良好的工作條件和工作環(huán)境,體現(xiàn)了以人為本的管理理念。而且將進(jìn)一步優(yōu)化調(diào)度、變電工作流程,提高日常操作效率以及電網(wǎng)事故處理效率,全面提升電網(wǎng)安全水平和應(yīng)急水平。 目前,哈爾濱電業(yè)局變電站總數(shù)74座,已經(jīng)具備綜合自動化的變電站為46座。目前變電站管理模式是有人值班變電站的數(shù)量占一半,集控站管理的變電站數(shù)量占一半,哈爾濱電業(yè)局在2013年可達(dá)到綜合自動化率75.68%,2014年可達(dá)到綜合自動化率95.95%。
[Abstract]:The so-called "regulation and control integration", is the power grid dispatching and substation monitoring personnel integration mode "one-post double value". At present, with the continuous progress of social economy, the power consumption is increasing year by year, the power grid is developing at a high speed, its complexity is becoming more and more complicated, the inherent mode can not meet the requirements of the new situation, the electric power enterprise should keep pace with the times. Taking full advantage of advanced information technology, based on the traditional mode, innovative thinking, design supervision with dispatching, control integration of the smart grid. The realization of the integration of regulation and control will make the power grid safe, high quality and economic operation level to a new height. It is also a new economic growth point in the regional economy, thus realizing the greatest comprehensive benefits of the power system. Through the unification of dispatching and monitoring, it is not only conducive to the overall deployment of the operators, but also to the realization of staff reduction and efficiency gains. It creates good working conditions and working environment for operators, and embodies the management idea of people-oriented. Furthermore, it will further optimize the dispatching, substation work flow, improve the efficiency of daily operation and the efficiency of handling power network accidents, and improve the safety level and emergency level of the power grid in an all-round way. At present, there are 74 substations in Harbin Electric Power Bureau and 46 substations with integrated automation. At present, the mode of substation management is that the number of substation on duty is half, the number of substation managed by centralized control station accounts for half. Harbin Electric Power Bureau can achieve the comprehensive automation rate of 75.68 in 2013 and 95.95 percent in 2014.
