【摘要】:海洋是人類賴以生存及發(fā)展的基礎(chǔ),海洋經(jīng)濟(jì)的發(fā)展為國家經(jīng)濟(jì)發(fā)展提供持續(xù)動力!笆濉币(guī)劃中第十篇提出加快改善生態(tài)環(huán)境,海洋生態(tài)環(huán)境的改善與監(jiān)測亦是2016-2020年國家經(jīng)濟(jì)社會發(fā)展不可或缺的專題。為了有效遏制國內(nèi)海洋生態(tài)環(huán)境持續(xù)性惡化,保障生態(tài)文明所伴隨的福利,需要切實加強(qiáng)海洋監(jiān)管監(jiān)測建設(shè),盡快改善生態(tài)環(huán)境,推動信息資源為國家生態(tài)文明建設(shè)提供更好的服務(wù)。海洋生態(tài)環(huán)境的監(jiān)測和改善也對漁業(yè)的生產(chǎn)有很大幫助,推動了漁業(yè)信息化的建設(shè)。舟山群島新區(qū)作為我國第一個以群島建地級市且為第一個國家級群島新區(qū),是我國迄今為止最大的海產(chǎn)品加工、生產(chǎn)、銷售基地,現(xiàn)今已成為海洋經(jīng)濟(jì)強(qiáng)市。舟山海域及其鄰近海域海洋資源豐富,是實現(xiàn)區(qū)域經(jīng)濟(jì)騰飛的重要保證。舟山政府于2016年11月在《舟山市水污染防治行動實施方案》中也提出未來會加強(qiáng)對于海洋資源的科學(xué)開發(fā)及生態(tài)環(huán)境的保護(hù),對重要、脆弱、敏感的海洋生態(tài)系統(tǒng)實施科學(xué)有效的保護(hù),切實加強(qiáng)對于海島海域海岸帶的生態(tài)建設(shè)及綜合整治,對生態(tài)環(huán)境與海洋資源進(jìn)行綜合評估。因此根據(jù)目前形勢,依靠地理信息系統(tǒng)強(qiáng)大的空間分析能力,借助其二次開發(fā)接口,結(jié)合海洋生態(tài)環(huán)境監(jiān)測數(shù)據(jù)進(jìn)行海洋生態(tài)環(huán)境應(yīng)用開發(fā)具有現(xiàn)實意義。本文依托島群海域重要生物資源及環(huán)境智能監(jiān)測及裝備技術(shù)應(yīng)用示范項目(201505025-6)進(jìn)行開發(fā),首先介紹了海洋生態(tài)環(huán)境建設(shè)的背景和意義以及國內(nèi)外關(guān)于海洋生態(tài)環(huán)境監(jiān)測發(fā)展現(xiàn)狀,然后對系統(tǒng)的設(shè)計需求、數(shù)據(jù)需求以及系統(tǒng)功能模塊進(jìn)行分析,對系統(tǒng)開發(fā)的相關(guān)技術(shù)及技術(shù)路線進(jìn)行了闡述,最后給出了系統(tǒng)分析評價模塊中所用的有關(guān)模型及數(shù)據(jù)庫,設(shè)計了基于ArcGIS Engine的海洋生態(tài)環(huán)境監(jiān)測系統(tǒng),并完成最后的調(diào)試及應(yīng)用,結(jié)果實現(xiàn)了用ArcGIS Engine對海洋生態(tài)環(huán)境的監(jiān)測要求。
[Abstract]:The ocean is the foundation of human survival and development. The development of marine economy provides the sustainable power for the national economic development. The tenth part of the 13th Five-Year Plan puts forward to speed up the improvement of the ecological environment, and the improvement and monitoring of the marine ecological environment is also an indispensable topic for the national economic and social development in 2016-2020. In order to effectively curb the sustainable deterioration of the domestic marine ecological environment and safeguard the welfare accompanying with the ecological civilization, it is necessary to strengthen the marine supervision and monitoring construction and improve the ecological environment as soon as possible. Promoting information resources to provide better services for the construction of national ecological civilization. The monitoring and improvement of marine ecological environment is also of great help to fishery production, which promotes the construction of fishery informatization. Zhoushan Archipelagic New area is the first to build a prefecture-level city and the first state-level archipelagic new area in China. It is the largest marine product processing, production and marketing base in China so far. Now it has become a strong marine economy city. Zhoushan sea area and its adjacent sea area are rich in marine resources, which is an important guarantee to realize the regional economic take-off. In November 2016, the Zhoushan Government also proposed in the "Action Plan for Water pollution Control in Zhoushan City" that the scientific exploitation of marine resources and the protection of the ecological environment will be strengthened in the future, which is important and fragile. The sensitive marine ecosystem should be protected scientifically and effectively, the ecological construction and comprehensive regulation of coastal zone in the sea area should be strengthened, and the ecological environment and marine resources should be comprehensively evaluated. Therefore, according to the current situation, relying on the strong spatial analysis ability of GIS, with the aid of its secondary development interface, combined with marine ecological environment monitoring data, marine ecological environment application development has practical significance. This paper is based on the demonstration project of intelligent monitoring of important biological resources and environment and the application of equipment technology in the area of island group. Firstly, the background and significance of marine ecological environment construction and the present situation of marine ecological environment monitoring at home and abroad are introduced. Then the design requirements, data requirements and system function modules of the system are analyzed, and the related technologies and technical routes of the system development are described. Finally, the relevant models and databases used in the system analysis and evaluation module are given. The marine ecological environment monitoring system based on ArcGIS Engine is designed, and the final debugging and application are completed. The results show that the monitoring requirement of marine ecological environment with ArcGIS Engine is realized.
