【摘要】：主導(dǎo)產(chǎn)業(yè)在區(qū)域經(jīng)濟(jì)格局中是代表地區(qū)經(jīng)濟(jì)形象、獲取地區(qū)經(jīng)濟(jì)利益的產(chǎn)業(yè)。整個(gè)區(qū)域經(jīng)濟(jì)發(fā)展的水平和規(guī)模在一定程度上取決于主導(dǎo)產(chǎn)業(yè)發(fā)展的水平和規(guī)模。發(fā)展戰(zhàn)略是社會(huì)發(fā)展和政府指導(dǎo)經(jīng)濟(jì)的重要手段，地區(qū)發(fā)展戰(zhàn)略已經(jīng)成為總戰(zhàn)略的一個(gè)極其重要的組成部分。設(shè)計(jì)合理地區(qū)發(fā)展戰(zhàn)略，，是每個(gè)地區(qū)經(jīng)濟(jì)發(fā)展中的重大問題。 海東新區(qū)是湛江城市未來發(fā)展的戰(zhàn)略地區(qū)，規(guī)劃致力于將其打造成為湛江市城市副中心，形成集商務(wù)、休閑、居住等功能于一體的生態(tài)型濱海城市新區(qū)和“港灣翠鏈、海的故鄉(xiāng)”。在當(dāng)前區(qū)域競爭更加激烈的時(shí)代，如何才能正確地估量現(xiàn)實(shí)并預(yù)測未來，如何進(jìn)行戰(zhàn)略思考和策略選擇，使海東新區(qū)繼續(xù)引領(lǐng)湛江市經(jīng)濟(jì)發(fā)展，是海東新區(qū)應(yīng)該思考的重大課題。 論文通過分析海東新區(qū)產(chǎn)業(yè)發(fā)展的現(xiàn)狀及SWOT分析，結(jié)合海東新區(qū)自身發(fā)展的特點(diǎn)，運(yùn)用專題研究方法，提出海東新區(qū)主導(dǎo)產(chǎn)業(yè)如何選擇問題，并根據(jù)區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略管理原理確立主導(dǎo)產(chǎn)業(yè)暨戰(zhàn)略性新興產(chǎn)業(yè)、現(xiàn)代服務(wù)業(yè)、科研創(chuàng)意產(chǎn)業(yè)、休閑旅游產(chǎn)業(yè)的發(fā)展戰(zhàn)略，進(jìn)一步提出主導(dǎo)產(chǎn)業(yè)發(fā)展戰(zhàn)略的重大保障措施，以確保打造海東新區(qū)現(xiàn)代產(chǎn)業(yè)集聚，從而提高海東新區(qū)核心競爭力。
[Abstract]:The leading industry is the one which represents the regional economic image and obtains the regional economic benefits in the regional economic pattern. The level and scale of regional economic development depend on the level and scale of leading industry to some extent. Development strategy is an important means of social development and government guiding economy, and regional development strategy has become an extremely important part of the overall strategy. The design of a rational regional development strategy is a major issue in the economic development of each region. Haidong New area is a strategic area for the future development of Zhanjiang City. It is planned to become a sub-center of Zhanjiang City and form an ecological Binhai City New area and "Harbor Cui chain" with the functions of business, leisure and residence. The hometown of the sea. In the current era of more intense regional competition, how to correctly evaluate the reality and predict the future, how to carry out strategic thinking and strategic choice, so that Haidong New area can continue to lead the economic development of Zhanjiang City, Haidong New area should be considered a major topic. Through analyzing the present situation of Haidong New area's industry development and SWOT analysis, combining the characteristics of Haidong New area's own development, this paper puts forward how to select the leading industry of Haidong New area by using special research method. According to the management principle of regional economic development strategy, the paper establishes the development strategy of leading industry and strategic emerging industry, modern service industry, scientific research and creative industry, leisure tourism industry, and further puts forward the major safeguard measures for the development strategy of leading industry. In order to ensure the creation of Haidong New area modern industrial agglomeration, so as to improve the core competitiveness of Haidong New area.
