【摘要】：隨著國家基礎設施建設投資加大,物流配套設施建設速度的進一步加快,河北省政府對物流業(yè)的加大重視,河北省物流業(yè)發(fā)生了深刻的變化,并取得了重大的發(fā)展。經(jīng)過幾十年的不懈努力,河北省物流產(chǎn)業(yè)已經(jīng)建立了從運輸?shù)浇?jīng)營到售后服務相對完善的“一條龍”體系,并形成了較為穩(wěn)定的格局。物流業(yè)發(fā)展步伐明顯加快,不僅凸顯出物流業(yè)在轉變經(jīng)濟發(fā)展方式上的重要作用,同時,也使物流業(yè)成為經(jīng)濟發(fā)展的重要基礎和支撐力量。從總體上看來,河北省現(xiàn)代物流業(yè)已經(jīng)初具規(guī)模,并處于穩(wěn)步增長中。但隨著區(qū)域經(jīng)濟的迅猛發(fā)展,河北省物流業(yè)的發(fā)展與沿海發(fā)達地區(qū)相比還有很大差距,與良好的區(qū)位交通優(yōu)勢和旺盛的市場需求還不適應。因此,科學、合理的評價河北省物流效率對河北省物流業(yè)的發(fā)展具有重要意義。選擇科學、有效的評價模型和評價方法,既為整個物流業(yè)的發(fā)展提供理論根據(jù)也為實踐基礎起到了很好的協(xié)調作用。物流效率管理是通過管理和控制實現(xiàn)投資產(chǎn)出比的過程。對物流效率的影響因素進行科學合理的評價,不僅可以加強人們對物流業(yè)和物流效率的認識,也為今后物流企業(yè)進行物流效益評測及投資決策服務提供參考。以往對物流效益進行的評價多是單一的、宏觀的、缺乏系統(tǒng)性、合理性。為此,本文結合DEA(Data Envelopment Analysis,數(shù)據(jù)包絡分析)模型及相關經(jīng)濟學理論對河北省物流效率進行分析,并為河北省物流發(fā)展提供政策建議。本文首先闡述了對河北省物流效率進行DEA分析的研究背景和研究意義。綜述了近年來國內外物流效率的研究進展,并簡要介紹了文章的主要框架及研究內容。本文對物流及物流效率的相關理論知識進行了簡要介紹,并對物流效率的幾種評價方法進行對比,在評價方法中重點介紹了DEA理論以及用于實際測算的CCR模型,為河北省物流效率的DEA分析提供理論基礎。通過對河北省物流業(yè)現(xiàn)狀的分析,分析河北省基礎設施、配送業(yè)及倉儲業(yè)的現(xiàn)狀,并從河北省的政策環(huán)境,基礎設施建設及物流結構等方面進行具體論述。然后運用DEA模型將河北省與周邊城市進行縱向對比,對河北省物流業(yè)的純技術效率及總效率進行評價。又以河北省省內各地級市物流產(chǎn)業(yè)現(xiàn)狀為基點,對物流產(chǎn)業(yè)的各項經(jīng)濟效益指標進行重點分析,探討河北省省內物流效率情況。運用定性與定量相結合的分析方法,為河北省物流業(yè)的發(fā)展提供數(shù)據(jù)支持。最后,文章深入探討了河北省物流業(yè)發(fā)展過程中存在的問題,根據(jù)DEA理論模型的實證分析,為物流業(yè)存在的問題提出相應解決辦法。
[Abstract]:With the increase of investment in national infrastructure construction and the further acceleration of logistics supporting facilities construction, Hebei provincial government has paid more attention to the logistics industry, and the logistics industry in Hebei Province has undergone profound changes and achieved significant development. After decades of unremitting efforts, Hebei logistics industry has established a relatively perfect system from transportation to operation to after-sales service, and has formed a relatively stable pattern. The rapid development of logistics industry not only highlights the important role of logistics industry in transforming the mode of economic development, but also makes the logistics industry an important foundation and supporting force for economic development. Overall, Hebei Province's modern logistics industry has begun to take shape, and is in steady growth. However, with the rapid development of regional economy, the development of logistics industry in Hebei Province compared with the developed coastal areas is still a big gap, and it is not suitable for the good location transportation advantage and the exuberant market demand. Therefore, scientific and reasonable evaluation of logistics efficiency in Hebei Province is of great significance to the development of logistics industry in Hebei Province. Choosing scientific, effective evaluation model and evaluation method not only provides theoretical basis for the development of the whole logistics industry, but also plays a very good coordinating role for the practical basis. Logistics efficiency management is the process of realizing investment output ratio through management and control. The scientific and reasonable evaluation of the influencing factors of logistics efficiency can not only strengthen people's understanding of logistics industry and logistics efficiency, but also provide reference for logistics enterprises to evaluate logistics benefits and make investment decisions in the future. In the past, the evaluation of logistics benefit is single, macro, lack of systematization and rationality. Therefore, this paper analyzes the logistics efficiency of Hebei Province with DEA(Data Envelopment Analysis (data Envelopment Analysis) model and relevant economic theories, and provides policy suggestions for the development of Hebei Province logistics. This paper first describes the research background and significance of DEA analysis of logistics efficiency in Hebei Province. This paper summarizes the research progress of logistics efficiency at home and abroad in recent years, and briefly introduces the main frame and research contents of this paper. This paper briefly introduces the theory knowledge of logistics and logistics efficiency, and compares several evaluation methods of logistics efficiency. In the evaluation method, the DEA theory and the CCR model used in actual calculation are introduced emphatically. It provides a theoretical basis for the DEA analysis of logistics efficiency in Hebei Province. Based on the analysis of the present situation of logistics industry in Hebei Province, the present situation of infrastructure, distribution and warehousing industry in Hebei Province is analyzed, and the policy environment, infrastructure construction and logistics structure of Hebei Province are discussed in detail. Then the DEA model is used to compare Hebei Province with surrounding cities in order to evaluate the pure technical efficiency and total efficiency of logistics industry in Hebei Province. Based on the present situation of logistics industry in Hebei Province, this paper analyzes the economic benefits of logistics industry and probes into the logistics efficiency in Hebei province. The qualitative and quantitative analysis method is used to provide data support for the development of logistics industry in Hebei Province. Finally, the paper probes into the problems existing in the development of logistics industry in Hebei Province, and puts forward corresponding solutions to the problems in the logistics industry according to the empirical analysis of the DEA theoretical model.
