【摘要】：當(dāng)前,我國(guó)經(jīng)濟(jì)結(jié)構(gòu)需要經(jīng)過不斷的調(diào)整才能適應(yīng)全球的經(jīng)濟(jì)發(fā)展,需要高新技術(shù)產(chǎn)業(yè)的巨大提高才能使我國(guó)的競(jìng)爭(zhēng)力得到發(fā)展,因此,提高創(chuàng)新能力是提升我國(guó)競(jìng)爭(zhēng)力的核心因素。京津冀經(jīng)濟(jì)圈位于環(huán)渤海區(qū)位,是我國(guó)北方的經(jīng)濟(jì)中心,且是我國(guó)首都所在區(qū)域,其地理位置、文化背景、對(duì)外開放程度等都具有得天獨(dú)厚的優(yōu)勢(shì),有巨大的發(fā)展?jié)摿?是我國(guó)重要的經(jīng)濟(jì)圈。提高京津冀區(qū)域創(chuàng)新能力是我國(guó)的重要發(fā)展戰(zhàn)略。但是,京津冀經(jīng)濟(jì)圈區(qū)域創(chuàng)新能力相對(duì)于珠江三角洲、長(zhǎng)江三角洲等其他重要的經(jīng)濟(jì)圈無(wú)明顯優(yōu)勢(shì)。因此,根據(jù)京津冀特有的特點(diǎn),建立最適合京津冀的評(píng)價(jià)體系,才能更加動(dòng)態(tài)而科學(xué)的評(píng)價(jià)京津冀的區(qū)域創(chuàng)新能力,對(duì)幫助政府制定與京津冀經(jīng)濟(jì)圈自身特點(diǎn)相適應(yīng)的區(qū)域經(jīng)濟(jì)政策,并使京津冀一體化進(jìn)程不斷加快,具有十分重大的意義。本文首先對(duì)區(qū)域創(chuàng)新能力的理論進(jìn)行闡述與分析,并圍繞區(qū)域創(chuàng)新能力的概念及區(qū)域創(chuàng)新能力的主體進(jìn)行闡述,為京津冀的評(píng)價(jià)區(qū)域創(chuàng)新能力評(píng)價(jià)模型的建立提供充分的理論依據(jù)和支持。其次,構(gòu)建京津冀區(qū)域創(chuàng)新能力的評(píng)價(jià)體系,根據(jù)這個(gè)體系選取指標(biāo),通過對(duì)京津冀區(qū)域創(chuàng)新能力的這些指標(biāo)及其相關(guān)的指標(biāo)在全國(guó)中的排名,了解京、津、冀區(qū)域創(chuàng)新能力在全國(guó)范圍內(nèi)的發(fā)展水平。再次,根據(jù)此評(píng)價(jià)指標(biāo)體系利用spss軟件,運(yùn)用主成分分析法。對(duì)京津冀區(qū)域創(chuàng)新能力進(jìn)行綜合評(píng)價(jià)與分析,得出在2011年至2014年間京津冀區(qū)域創(chuàng)新能力主成分得分的動(dòng)態(tài)變化,并進(jìn)行比較分析。通過對(duì)京津冀知識(shí)創(chuàng)造能力、知識(shí)流動(dòng)能力、企業(yè)技術(shù)創(chuàng)新能力、知識(shí)的創(chuàng)新環(huán)境及創(chuàng)新經(jīng)濟(jì)績(jī)效五個(gè)方面進(jìn)行分析,更加客觀的了解京津冀區(qū)域創(chuàng)新能力在發(fā)展過程中所面臨的主要問題。最后,針對(duì)京津冀區(qū)域創(chuàng)新能力2011年至2014年發(fā)展過程中所存在的問題,提出相關(guān)對(duì)策和建議。
[Abstract]:At present, the economic structure of our country needs to be adjusted continuously to adapt to the global economic development, and the great improvement of the high-tech industry can make the competitiveness of our country develop. Therefore, improving the innovation ability is the core factor to promote the competitiveness of our country. The economic circle of Beijing, Tianjin and Hebei is located in the region of Bohai and is the economy of the north of our country. Heart, and the region of the capital of China, its geographical location, cultural background, and the degree of opening to the outside world have a unique advantage, and have great potential for development. It is an important economic circle in China. To improve the regional innovation ability of Beijing, Tianjin and Hebei is an important development strategy in China. However, the regional innovation ability of Beijing Tianjin Hebei economic circle is relative to the Pearl River Delta. There is no obvious advantage in other important economic circles, such as the continent and the Yangtze River Delta. Therefore, in accordance with the characteristics of Beijing, Tianjin and Hebei, the evaluation system that is most suitable for Beijing, Tianjin and Hebei can be established to make a more dynamic and scientific evaluation of the regional innovation ability of Beijing, Tianjin and Hebei, and to help the government to formulate regional economic policies adapted to the characteristics of the Beijing, Tianjin and Hebei economic circles. The integration process of Beijing, Tianjin and Hebei is of great significance. Firstly, this paper expounds and analyzes the theory of regional innovation capability, and expounds the concept of regional innovation ability and the main body of regional innovation ability, and provides a full theoretical basis for the establishment of the evaluation model of regional innovation ability in Beijing, Tianjin and Hebei. Secondly, the evaluation system of regional innovation capability of Beijing, Tianjin and Hebei is constructed. According to the system selection index, the development level of Beijing, Tianjin, Tianjin and Hebei region innovation ability in the whole country is understood through the index of the regional innovation capability of Beijing, Tianjin and Hebei Province and its related indexes in the country. Thirdly, according to this evaluation index system, SP is used. SS software, using the principal component analysis method, makes a comprehensive evaluation and analysis of the regional innovation ability of Beijing, Tianjin and Hebei Province, and obtains the dynamic changes in the regional innovation ability of Beijing, Tianjin and Hebei from 2011 to 2014, and makes a comparative analysis. Through the knowledge creation ability, knowledge flow ability, technological innovation ability and knowledge innovation of Beijing, Tianjin and Hebei Province The five aspects of environment and innovation economic performance are analyzed, and the main problems facing the development process of the regional innovation ability of Beijing, Tianjin and Hebei are more objectively understood. Finally, the relevant countermeasures and suggestions are put forward in view of the problems existing in the development process of the regional innovation capacity of Beijing, Tianjin and Hebei from 2011 to 2014.
