【摘要】：知識(shí)經(jīng)濟(jì)時(shí)代,區(qū)域經(jīng)濟(jì)的發(fā)展不僅在于擁有多少資源,關(guān)鍵要看資源的作用是否被充分發(fā)揮,人才資源更是如此。本文在對(duì)河南省人才隊(duì)伍建設(shè)相關(guān)政策進(jìn)行回顧的基礎(chǔ)上,采用人才使用效率這一指標(biāo)對(duì)河南省人才激勵(lì)政策實(shí)施效果進(jìn)行分析評(píng)價(jià)。研究發(fā)現(xiàn),河南省人才發(fā)展環(huán)境相對(duì)而言有了一定的改善,但在人才評(píng)價(jià)、科研軟環(huán)境改善、組織氣氛營造等方面還存在一定的問題。
[Abstract]:In the era of knowledge economy, the development of regional economy lies not only in the number of resources, but also depends on whether the role of resources is brought into full play, especially the talent resources. On the basis of reviewing the policies related to the construction of talents in Henan Province, this paper analyzes and evaluates the effect of talent incentive policy in Henan Province by using the index of talent use efficiency. It is found that the talent development environment in Henan Province has been improved, but there are still some problems in the aspects of talent evaluation, scientific research soft environment improvement, organizational climate construction and so on.
