基于數(shù)據(jù)包絡(luò)分析的山東半島藍(lán)色經(jīng)濟(jì)區(qū)生態(tài)效率評價(jià)研究

【摘要】:伴隨著中國工業(yè)經(jīng)濟(jì)的不斷深化,經(jīng)濟(jì)發(fā)展和資源環(huán)境的矛盾日益突出,為了實(shí)現(xiàn)人類的可持續(xù)發(fā)展,生態(tài)效率成為當(dāng)今社會的熱點(diǎn)問題。生態(tài)效率的概念是基于產(chǎn)業(yè)層面提出的,現(xiàn)階段生態(tài)效率的研究多數(shù)是針對工業(yè)園區(qū)或者某一產(chǎn)業(yè)、行業(yè)的定性研究,而測度和評價(jià)生態(tài)效率的定量研究較少,尤其是區(qū)域?qū)用娌艅倓傉归_。 《山東半島藍(lán)色經(jīng)濟(jì)區(qū)規(guī)劃》作為我國首個(gè)主題為海洋經(jīng)濟(jì)的國家級區(qū)域發(fā)展戰(zhàn)略,理應(yīng)率先開展區(qū)域生態(tài)效率研究,為區(qū)域經(jīng)濟(jì)和資源環(huán)境協(xié)調(diào)發(fā)展提供科學(xué)依據(jù)。半島藍(lán)色經(jīng)濟(jì)區(qū)的確擁有地理、經(jīng)濟(jì)及海洋科技等方面的比較優(yōu)勢,但也存在需要不斷完善的產(chǎn)業(yè)體系。雖然半島藍(lán)色經(jīng)濟(jì)區(qū)內(nèi)各個(gè)城市已經(jīng)意識到環(huán)境保護(hù)的重要性,也通過招商引資政策、提高處理排放標(biāo)準(zhǔn)及資金鼓勵(lì)創(chuàng)新型綠色產(chǎn)業(yè)等方式改善資源環(huán)境狀況,經(jīng)濟(jì)區(qū)仍然面臨資源過度開發(fā)利用和區(qū)域生態(tài)環(huán)境日益惡化的雙重考驗(yàn)。 基于DEA-Malmquist指數(shù)分析得出山東半島藍(lán)色經(jīng)濟(jì)區(qū)的生態(tài)效率均值在2008年和2012年是有效率的,2011年實(shí)施半島藍(lán)色經(jīng)濟(jì)區(qū)戰(zhàn)略以來出現(xiàn)生態(tài)效率下滑,進(jìn)一步分解表明生態(tài)效率波動的趨勢不僅包括綜合技術(shù)效率的變化因素,也包含技術(shù)進(jìn)步的因素,但主要源于技術(shù)進(jìn)步的波動。而且半島藍(lán)色經(jīng)濟(jì)區(qū)各個(gè)城市間的生態(tài)效率水平相差較大,威海市和東營市生態(tài)效率明顯處于領(lǐng)先地位,日照市生態(tài)效率卻遠(yuǎn)遠(yuǎn)低于半島藍(lán)色經(jīng)濟(jì)區(qū)水平。本文得出的對策建議主要包括:形成以生態(tài)效率高的城市為中心到外圍的輻射發(fā)展格局;以重點(diǎn)產(chǎn)業(yè)為核心進(jìn)行產(chǎn)業(yè)鏈整合,構(gòu)建半島藍(lán)色經(jīng)濟(jì)區(qū)節(jié)能降耗型工業(yè)體系;提高各市科技進(jìn)步,合理配置資源提高規(guī)模效率,提高產(chǎn)業(yè)集中度發(fā)展現(xiàn)代產(chǎn)業(yè)體系;積極發(fā)展生態(tài)漁業(yè),實(shí)施海岸帶綜合管理。
[Abstract]:With the deepening of China's industrial economy, the contradiction between economic development and resources and environment is becoming increasingly prominent. In order to realize the sustainable development of human beings, ecological efficiency has become a hot issue in our society.The concept of ecological efficiency is based on the industrial level. At present, the research of ecological efficiency is mostly qualitative research on industrial park or a certain industry, but the quantitative research of measuring and evaluating ecological efficiency is less.In particular, the regional level has only just begun.As the first national development strategy of marine economy in China, the blue economic zone of Shandong Peninsula should take the lead in the study of regional ecological efficiency and provide scientific basis for the coordinated development of regional economy and resources and environment.The peninsula blue economic zone does have the comparative advantages in geography, economy and marine science and technology, but there is also an industry system that needs to be perfected constantly.Although the cities in the Blue Peninsula Economic Zone have realized the importance of environmental protection, they have also improved the state of the resources and environment through the policies of attracting investment, raising the standards for handling emissions and encouraging innovative green industries, etc.The economic zone still faces the double test of over-exploitation and utilization of resources and worsening of regional ecological environment.Based on the analysis of DEA-Malmquist index, the average ecological efficiency of the blue economic zone of Shandong Peninsula is effective in 2008 and 2012, and the ecological efficiency has declined since the implementation of the strategy of the blue economic zone of the peninsula in 2011.Further decomposition shows that the trend of ecological efficiency fluctuation includes not only the variation factors of comprehensive technical efficiency, but also the factors of technological progress, but mainly from the fluctuation of technological progress.The ecological efficiency of Weihai City and Dongying City is in the leading position, but the ecological efficiency of Rizhao City is far lower than the level of Peninsula Blue Economic Zone.The countermeasures and suggestions in this paper mainly include: forming the radiation development pattern from the ecological efficiency city as the center to the periphery, taking the key industry as the core to carry on the industrial chain integration, constructing the peninsular blue economic zone energy saving and consumption type industrial system;Scientific and technological progress of various cities, rational allocation of resources, improvement of scale efficiency, improvement of industrial concentration, development of modern industrial system, active development of ecological fisheries and implementation of comprehensive coastal zone management.
