【摘要】：國務院總理李克強在2014年政府工作報告中指出，要加強環(huán)渤海及京津冀地區(qū)經(jīng)濟協(xié)作。習近平總書記也強調(diào)，實現(xiàn)京津冀協(xié)同發(fā)展是一個重大國家戰(zhàn)略，要堅持優(yōu)勢互補、互利共贏、扎實推進，加快走出一條科學持續(xù)的協(xié)同發(fā)展路子。在區(qū)域經(jīng)濟一體化和全球經(jīng)濟一體化成為國際社會經(jīng)濟領(lǐng)域發(fā)展趨勢的今天，海關(guān)在參與國家區(qū)域經(jīng)濟一體化進程中發(fā)揮著重要的作用。習近平總書記提出，要自覺打破自家“一畝三分地”的思維定式，設在京津冀的各直屬海關(guān)有責任也有義務優(yōu)化組織結(jié)構(gòu)和通關(guān)流程，，以最大程度上消除“地域性制度壁壘”。未來如何打破行政區(qū)劃管理思維定勢，整合管理資源，優(yōu)化組織結(jié)構(gòu)，順應區(qū)域經(jīng)濟一體化的強勁發(fā)展，實施與之相適應的通關(guān)模式是擺在中國海關(guān)面前的重大課題。 當前，各直屬海關(guān)及隸屬海關(guān)在海關(guān)總署的領(lǐng)導下，以大局出發(fā)，結(jié)合本關(guān)區(qū)實際開展積極的實踐探索。本文以組織結(jié)構(gòu)優(yōu)化為研究方向，選取京津冀區(qū)域直屬海關(guān)審單部門作為研究的對象，綜合運用文獻和歸納等研究方法，界定三地直屬海關(guān)審單部門結(jié)構(gòu)及職能，組織結(jié)構(gòu)優(yōu)化及類型等概念；整理了對本文有指導意義的理論基礎，建立了組織結(jié)構(gòu)SWOT分析模型，提出了跨關(guān)區(qū)直屬審單部門組織結(jié)構(gòu)優(yōu)化的原則、組織結(jié)構(gòu)、改革內(nèi)容以及保障措施，形成較為完整、較為系統(tǒng)的工作策略，力求為京津冀三地直屬海關(guān)審單部門組織結(jié)構(gòu)優(yōu)化提出參考性意見，做到理論與實際相結(jié)合。
[Abstract]:Premier Li Keqiang said in his 2014 government work report that economic cooperation should be strengthened around the Bohai Sea and the Beijing-Tianjin-Hebei region.General Secretary Xi Jinping also stressed that achieving coordinated development between Beijing, Tianjin and Hebei is a major national strategy, and it is necessary to persist in complementing each other's advantages, mutually beneficial and win-win, advance in a down-to-earth manner, and speed up the road of scientific and sustainable coordinated development.With the development of regional economic integration and global economic integration, customs is playing an important role in the process of regional economic integration.General Secretary Xi Jinping has proposed that each directly subordinate customs office located in Beijing, Tianjin and Hebei should consciously break its own thinking formula of "one mu and three parts of land," and each customs directly subordinate to Beijing, Tianjin and Hebei has the responsibility and obligation to optimize the organizational structure and customs clearance process so as to eliminate to the maximum extent "regional institutional barriers."In the future, how to break the administrative division management thinking pattern, integrate the management resources, optimize the organization structure and conform to the strong development of regional economic integration, the implementation of the corresponding customs clearance mode is a major issue in front of China Customs.At present, under the leadership of the General Administration of Customs, all directly affiliated Customs and subordinate Customs, proceeding from the overall situation, carry out active practical exploration in the light of the actual situation in this customs area.This paper takes the optimization of organization structure as the research direction, selects the directly subordinate customs examination department of Beijing-Tianjin-Hebei region as the research object, synthetically uses the literature and the induction research method, defines the structure and the function of the customs examination department directly under the three places.The concept of organizational structure optimization and type, the theoretical basis of guiding significance for this paper, the establishment of SWOT analysis model of organizational structure, the principle of organizational structure optimization of single department, the organizational structure, the organization structure, the organization structure, the organization structure, the organization structure, the organization structure, the organization structure, the organization structure and so on are put forward.The reform contents and the safeguard measures form a relatively complete and systematic working strategy, and try to provide reference opinions for the optimization of the organizational structure of the customs examination department directly under the three places of Beijing, Tianjin and Hebei, so as to combine theory with practice.
