【摘要】：本課題是在國家自然科學(xué)基金項(xiàng)目(71272164)支持下開展研究的。隨著知識經(jīng)濟(jì)時(shí)代到來,創(chuàng)新日益成為決定一個地區(qū)競爭能力和發(fā)展?jié)摿Φ年P(guān)鍵因素,而區(qū)域創(chuàng)新資源作為區(qū)域經(jīng)濟(jì)競爭的焦點(diǎn)和基礎(chǔ)已成為推動一個地區(qū)經(jīng)濟(jì)發(fā)展的核心戰(zhàn)略要素。因此,在開放性的區(qū)域創(chuàng)新網(wǎng)絡(luò)中,實(shí)現(xiàn)創(chuàng)新資源共享、提高創(chuàng)新資源的共享水平,對提高區(qū)域的競爭力和創(chuàng)新能力有重要意義。 本文基于區(qū)域創(chuàng)新網(wǎng)絡(luò)理論,研究地方政府在推動區(qū)域創(chuàng)新資源共享過程中所發(fā)揮的作用,試圖建立一個政府參與下的區(qū)域創(chuàng)新資源共享機(jī)制構(gòu)建的框架。全文的主要內(nèi)容是：首先,分析了研究背景和研究意義；其次,對本文研究的理論基礎(chǔ)區(qū)域創(chuàng)新網(wǎng)絡(luò)進(jìn)行了概述,闡述了為何要發(fā)揮政府在區(qū)域創(chuàng)新資源共享機(jī)制中主導(dǎo)地位的原因,分析了政府在區(qū)域創(chuàng)新資源共享機(jī)制構(gòu)建中的定位；第三,結(jié)合我國國家級創(chuàng)新型城市南京的具體情況,以南京地區(qū)創(chuàng)新資源為研究對象,給出了南京市實(shí)現(xiàn)區(qū)域創(chuàng)新資源共享的優(yōu)勢所在,分析了南京市政府作用下創(chuàng)新資源共享機(jī)制的現(xiàn)狀、存在問題以及導(dǎo)致其不足的原因；第四,在此基礎(chǔ)上,介紹了國內(nèi)外政府參與創(chuàng)新資源共享的成功經(jīng)驗(yàn),指出建立政府作用下以區(qū)域創(chuàng)新網(wǎng)絡(luò)理論為基礎(chǔ)的創(chuàng)新資源共享機(jī)制的重要性,并說明了該機(jī)制在實(shí)現(xiàn)各利益主體共享和整合創(chuàng)新資源中所起的作用。最后,向政府提出了完善區(qū)域創(chuàng)新資源共享機(jī)制的途徑與政策。
[Abstract]:The research was carried out under the support of the National Natural Science Foundation of China (No. 71272164).With the advent of the era of knowledge economy, innovation has increasingly become a key factor in determining the competitiveness and development potential of a region.As the focal point and foundation of regional economic competition, regional innovative resources have become the core strategic elements to promote regional economic development.Therefore, in the open regional innovation network, it is of great significance to realize the sharing of innovation resources and improve the sharing level of innovation resources to improve the regional competitiveness and innovation ability.Based on the theory of regional innovation network, this paper studies the role of local government in promoting the sharing of regional innovation resources, and tries to establish a framework of sharing mechanism of regional innovation resources with the participation of government.The main contents of this paper are as follows: firstly, the research background and significance are analyzed; secondly, the regional innovation network, which is the theoretical basis of this paper, is summarized.This paper expounds the reasons why the government should play a leading role in the sharing mechanism of regional innovation resources, analyzes the orientation of the government in the construction of regional innovation resource sharing mechanism, and third, combines the concrete situation of Nanjing, a state-level innovative city, with the analysis of the reasons why the government should play a leading role in the sharing mechanism of regional innovation resources.Taking the innovation resources in Nanjing as the research object, this paper gives the advantages of realizing the sharing of regional innovation resources in Nanjing, analyzes the present situation, the existing problems and the reasons leading to the deficiency of the innovative resources sharing mechanism under the action of Nanjing municipal government.Fourthly, on the basis of this, it introduces the successful experiences of domestic and foreign governments participating in the sharing of innovation resources, and points out the importance of establishing a mechanism of sharing innovation resources based on the theory of regional innovation network under the role of government.The role of this mechanism in realizing the sharing and integration of innovative resources among different stakeholders is explained.Finally, the paper puts forward the ways and policies to perfect the sharing mechanism of regional innovative resources to the government.
