【摘要】：循環(huán)經(jīng)濟(jì)的本質(zhì)通過提高資源利用效率的方式，轉(zhuǎn)變傳統(tǒng)的線性物質(zhì)流模式形成經(jīng)濟(jì)運(yùn)行的高效物質(zhì)循環(huán)模式。循環(huán)經(jīng)濟(jì)發(fā)展模式是我國(guó)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的必然選擇，研究循環(huán)經(jīng)濟(jì)發(fā)展對(duì)區(qū)域經(jīng)濟(jì)持續(xù)健康發(fā)展有著重要的現(xiàn)實(shí)意義。而物質(zhì)流分析是通過建立物質(zhì)流分析指標(biāo)體系，運(yùn)用物質(zhì)流分析方法及評(píng)價(jià)模型對(duì)循環(huán)經(jīng)濟(jì)的量化研究，有效評(píng)測(cè)循環(huán)經(jīng)濟(jì)發(fā)展水平，為區(qū)域循環(huán)經(jīng)濟(jì)發(fā)展提供政策導(dǎo)向依據(jù)。本文利用以物質(zhì)流分析方法為基礎(chǔ)的循環(huán)經(jīng)濟(jì)評(píng)價(jià)方法，對(duì)河北省經(jīng)濟(jì)系統(tǒng)物質(zhì)流分析及循環(huán)經(jīng)濟(jì)發(fā)展評(píng)價(jià)進(jìn)行研究。 首先是闡述物質(zhì)流分析方法的理論及分析框架，結(jié)合國(guó)內(nèi)外循環(huán)經(jīng)濟(jì)的評(píng)價(jià)方法及相關(guān)指標(biāo)，構(gòu)建了以物質(zhì)流分析的24個(gè)相關(guān)指標(biāo)為主的河北省循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系。其次是定量分析研究，主要為以物質(zhì)流分析方法對(duì)河北省循環(huán)經(jīng)濟(jì)發(fā)展作出評(píng)價(jià)。通過對(duì)河北省2004-2011年經(jīng)濟(jì)系統(tǒng)數(shù)據(jù)的整理，并利用所構(gòu)建的基于物質(zhì)流分析的區(qū)域循環(huán)經(jīng)濟(jì)分析方法，從時(shí)間序列上評(píng)價(jià)河北省循環(huán)經(jīng)濟(jì)發(fā)展水平，最后對(duì)分析結(jié)果進(jìn)行整理和解釋，并與國(guó)內(nèi)外相關(guān)指標(biāo)進(jìn)行比較分析。 分析結(jié)果表明：河北省經(jīng)濟(jì)的發(fā)展仍然屬于傳統(tǒng)的粗放經(jīng)濟(jì)增長(zhǎng)方式，經(jīng)濟(jì)運(yùn)行過程中，，資源投入量較高，資源生產(chǎn)效率較低，排污強(qiáng)度仍較大；廢棄物再生利用方面取得一定成績(jī)，但廢棄物利用水平、處理率、有害物質(zhì)去除率等方面還處在較低的水平；環(huán)境效率整體呈現(xiàn)不斷上升趨勢(shì)，但水平仍較低；河北省循環(huán)經(jīng)濟(jì)呈現(xiàn)較快發(fā)展態(tài)勢(shì)，但綜合發(fā)展水平低于全國(guó)平均水平。 最后是依據(jù)物質(zhì)流分析和循環(huán)經(jīng)濟(jì)評(píng)價(jià)的結(jié)果，針對(duì)發(fā)現(xiàn)的問題，提出相應(yīng)政策建議。
[Abstract]:The essence of circular economy is to change the traditional linear material flow model to form an efficient material circulation mode of economic operation by improving the efficiency of resource utilization.The development mode of circular economy is the inevitable choice of changing the mode of economic development in China. It is of great practical significance to study the development of circular economy for the sustainable and healthy development of regional economy.The material flow analysis is through the establishment of the material flow analysis index system, the use of material flow analysis method and evaluation model of the quantitative study of circular economy, effectively evaluate the level of circular economy development, and provide policy guidance for the development of regional circular economy.In this paper, the material flow analysis and the circular economy development evaluation of Hebei Province economic system are studied by using the circular economy evaluation method based on the material flow analysis method.Firstly, the paper expounds the theory and framework of material flow analysis method, combines the domestic and foreign circular economy evaluation methods and related indexes, and constructs the evaluation index system of Hebei Province circular economy, which is based on 24 related indexes of material flow analysis.Secondly, quantitative analysis is used to evaluate the development of circular economy in Hebei Province.Through sorting out the economic system data of Hebei Province from 2004 to 2011, and using the method of regional circular economy analysis based on material flow analysis, this paper evaluates the development level of circular economy in Hebei Province in time series.Finally, the analysis results are collated and explained, and compared with the related indicators at home and abroad.The results show that the economic development of Hebei Province still belongs to the traditional extensive economic growth mode. In the process of economic operation, the resource input load is high, the resource production efficiency is low, and the discharge intensity is still large.Some achievements have been made in the recycling of waste, but the utilization level, treatment rate and removal rate of harmful substances are still at a lower level, while the environmental efficiency is rising continuously, but the level is still low.The circular economy of Hebei Province is developing rapidly, but the level of comprehensive development is lower than the national average.Finally, according to the results of material flow analysis and circular economy evaluation, the corresponding policy suggestions are put forward for the problems found.
