【摘要】：自20世紀(jì)80年代我國開始設(shè)立“開發(fā)區(qū)”以來,這一新生事物為我國的改革開放和區(qū)域經(jīng)濟(jì)發(fā)展做出了不可磨滅的貢獻(xiàn),成為全國各地?zé)嶂越ㄔO(shè)和發(fā)展的對(duì)象。但是“開發(fā)區(qū)熱”所帶來的粗放型發(fā)展方式引發(fā)了經(jīng)濟(jì)增長與資源、環(huán)境和生態(tài)之間不可調(diào)和的矛盾。2016年4月13日,河北省開發(fā)區(qū)改革發(fā)展會(huì)議召開,站在戰(zhàn)略和全局高度,對(duì)開發(fā)區(qū)改革發(fā)展做出了全面部署,著力破除體制機(jī)制障礙,為開發(fā)區(qū)加快發(fā)展提供了制度保障。本文以滄州經(jīng)濟(jì)開發(fā)區(qū)做為研究對(duì)象,通過對(duì)國內(nèi)外關(guān)于開發(fā)區(qū)發(fā)展理論研究的分析歸納,并以蘇州工業(yè)園、青浦工業(yè)園的發(fā)展情況和發(fā)展經(jīng)驗(yàn)為例,采用產(chǎn)業(yè)集群理論、產(chǎn)業(yè)結(jié)構(gòu)理論和SWOT理論等研究理論,運(yùn)用文獻(xiàn)分析法、歸納比較法、實(shí)證分析法等研究方法,對(duì)滄州經(jīng)濟(jì)開發(fā)區(qū)“十三五”時(shí)期發(fā)展的機(jī)遇和挑戰(zhàn)進(jìn)行分析,歸納出滄州經(jīng)濟(jì)開發(fā)區(qū)的發(fā)展現(xiàn)狀和存在的問題,并提出管理體制、審批機(jī)制、人員聘用、績(jī)效薪酬、產(chǎn)業(yè)融資和產(chǎn)業(yè)集聚六個(gè)方面的改革方案,多措并舉、尋找轉(zhuǎn)型發(fā)展的適合路徑,幫助滄州經(jīng)濟(jì)開發(fā)區(qū)實(shí)現(xiàn)創(chuàng)新轉(zhuǎn)型發(fā)展,爭(zhēng)取早日步入國家級(jí)開發(fā)區(qū)的行列,努力把滄州經(jīng)濟(jì)開發(fā)區(qū)打造成為滄州市中心城區(qū)經(jīng)濟(jì)發(fā)展的內(nèi)生動(dòng)力,為河北省建設(shè)富強(qiáng)民主和諧文明社會(huì)貢獻(xiàn)力量。
[Abstract]:Since the establishment of the "Development Zone" in China in the 1980s, this new thing has made an indelible contribution to China's reform and opening up and regional economic development. It has become the object of construction and development all over the country. But the extensive way of development brought about by the "development zone fever" has caused an irreconcilable contradiction between economic growth and resources, environment and ecology. April 13, 2016, The Hebei Development Zone Reform and Development Conference was held at the strategic and overall level. It has made a comprehensive plan for the reform and development of the development zone, and has worked hard to break down the obstacles of the system and mechanism. This paper takes Cangzhou Economic Development Zone as the research object, through the analysis and induction of the development theory of the development zone at home and abroad, and the Suzhou Industrial Park, The development and development experience of Qingpu Industrial Park is taken as an example. The research methods such as industrial cluster theory, industrial structure theory and SWOT theory, literature analysis method, inductive comparison method, empirical analysis method and so on are adopted. This paper analyzes the opportunities and challenges in the development of Cangzhou Economic Development Zone during the 13th Five-Year Plan period, sums up the present development situation and existing problems of Cangzhou Economic Development Zone, and puts forward the management system, examination and approval mechanism, personnel employment, performance compensation, etc. The reform programs in six aspects of industrial financing and industrial agglomeration should be carried out simultaneously to find a suitable path for transformation and development, to help Cangzhou Economic Development Zone achieve innovative transformation and development, and to strive for an early entry into the ranks of state-level development zones. To build Cangzhou Economic Development Zone into an endogenous driving force for the economic development of Cangzhou City, and to contribute to the construction of a prosperous, strong, democratic, harmonious and civilized society in Hebei Province.
