【摘要】：中國(guó)區(qū)域經(jīng)濟(jì)增長(zhǎng)差異以及由此造成的經(jīng)濟(jì)發(fā)展水平的地區(qū)差距一直是理論界所研究的熱點(diǎn)問題。遼寧省近年經(jīng)濟(jì)快速發(fā)展并取得較大成就，但也面臨著各地區(qū)發(fā)展差距不斷擴(kuò)大的嚴(yán)峻問題。如何縮小地區(qū)發(fā)展差距，促進(jìn)遼寧省區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展，，已成為遼寧省區(qū)域經(jīng)濟(jì)發(fā)展進(jìn)程中迫切需要解決的重大現(xiàn)實(shí)問題。 本文在梳理歸納區(qū)域經(jīng)濟(jì)非均衡發(fā)展基本理論的基礎(chǔ)上，首先對(duì)遼寧省的區(qū)域發(fā)展差異狀況進(jìn)行測(cè)算,并結(jié)合不同時(shí)期人均GDP空間分布圖，分析遼寧省區(qū)域經(jīng)濟(jì)非均衡發(fā)展的歷史演變進(jìn)程；然后通過構(gòu)建遼寧省區(qū)域經(jīng)濟(jì)發(fā)展水平評(píng)價(jià)指標(biāo)體系，采用因子分析法對(duì)遼寧省區(qū)域經(jīng)濟(jì)發(fā)展水平進(jìn)行評(píng)價(jià)分析，并對(duì)分析結(jié)果進(jìn)行空間數(shù)據(jù)的可視化處理，得出遼寧省區(qū)域經(jīng)濟(jì)發(fā)展的空間差異結(jié)果；最后在前述研究基礎(chǔ)上對(duì)遼寧省區(qū)域經(jīng)濟(jì)非均衡發(fā)展的成因進(jìn)行剖析，并提出促進(jìn)遼寧省區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的對(duì)策建議。 本文主要研究結(jié)論如下： 1.遼寧省經(jīng)濟(jì)發(fā)展的絕對(duì)差異在逐年擴(kuò)大，特別是自2002年之后擴(kuò)大的速度明顯加快；經(jīng)濟(jì)發(fā)展的相對(duì)差異在近三年略微向下波動(dòng)，但上升的趨勢(shì)沒有改變。2.從整體格局來看，遼寧省區(qū)域經(jīng)濟(jì)發(fā)展的空間差異是客觀存在的，各地區(qū)經(jīng)濟(jì)發(fā)展較為不平衡，在總體上呈現(xiàn)出一定程度的集聚現(xiàn)象。從局部格局來看，遼寧省內(nèi)部各區(qū)域經(jīng)濟(jì)發(fā)展水平也較為不平衡，存在較大差異。3.研究認(rèn)為發(fā)展基礎(chǔ)差異、區(qū)域產(chǎn)業(yè)結(jié)構(gòu)差異、資本流動(dòng)差異和區(qū)域經(jīng)濟(jì)政策差異是影響遼寧省區(qū)域經(jīng)濟(jì)非均衡發(fā)展的主要因素。4實(shí)現(xiàn)遼寧省區(qū)域經(jīng)濟(jì)非均衡協(xié)調(diào)發(fā)展應(yīng)從四個(gè)方面入手：完善各項(xiàng)扶持政策，加快欠發(fā)達(dá)地區(qū)經(jīng)濟(jì)發(fā)展；重視區(qū)域產(chǎn)業(yè)合理布局，優(yōu)化區(qū)域產(chǎn)業(yè)結(jié)構(gòu)調(diào)整；深化區(qū)域金融發(fā)展，促進(jìn)資本要素合理流動(dòng)；完善區(qū)域合作機(jī)制，制定以縮小區(qū)域差距為目標(biāo)的區(qū)域政策。
[Abstract]:The difference in regional economic growth and the regional gap in the level of economic development in China has been a hot issue in the theoretical circle. Liaoning Province has made great achievements in the rapid economic development in recent years. However, it is also facing the serious problem of widening the regional development gap. How to narrow the regional development gap and promote the coordinated development of regional economy in Liaoning Province has become an important practical problem that needs to be solved urgently in the process of regional economic development in Liaoning Province. On the basis of summing up the basic theory of unbalanced development of regional economy, this paper first calculates the regional development difference of Liaoning Province, and combines with the spatial distribution map of GDP per capita in different periods. This paper analyzes the historical evolution process of the unbalanced development of regional economy in Liaoning Province, and then through constructing the evaluation index system of regional economic development level of Liaoning Province, using factor analysis method to evaluate and analyze the level of regional economic development in Liaoning Province. The spatial differences of regional economic development in Liaoning Province are obtained by visualizing the results of spatial data. Finally, the causes of unbalanced development of regional economy in Liaoning Province are analyzed on the basis of the foregoing research. And put forward the countermeasures and suggestions to promote the coordinated development of regional economy in Liaoning Province. The main conclusions of this paper are as follows:. 1. The absolute difference of economic development in Liaoning Province has been expanding year by year, especially since 2002, and the relative difference in economic development has fluctuated slightly in the past three years, but the upward trend has not changed .2. from the overall pattern, The spatial differences of regional economic development in Liaoning Province exist objectively, and the regional economic development is not balanced, and it presents a certain degree of agglomeration in general. From the point of view of local pattern, The level of regional economic development in Liaoning Province is also relatively unbalanced, there are large differences. 3. The study believes that the development of the basis of differences, regional industrial structure differences, Capital flow differences and regional economic policy differences are the main factors that affect the unbalanced development of regional economy in Liaoning Province. 4. To realize the balanced and coordinated development of regional economy in Liaoning Province, we should start from four aspects: perfecting the supporting policies; Accelerate the economic development of underdeveloped areas; attach importance to the rational distribution of regional industries, optimize the adjustment of regional industrial structure; deepen regional financial development and promote the rational flow of capital elements; and improve the mechanism of regional cooperation. Develop regional policies aimed at narrowing regional disparities.
