中日韓FTA的構(gòu)建研究

【摘要】:20世紀(jì)下半葉,區(qū)域經(jīng)濟(jì)一體化加強(qiáng),世界各重要經(jīng)濟(jì)體都在積極的參與區(qū)域經(jīng)濟(jì)合作,區(qū)域經(jīng)濟(jì)合作已成為不可逆轉(zhuǎn)的潮流。中日韓作為東亞主要經(jīng)濟(jì)國(guó)家,更應(yīng)該積極推進(jìn)全方位、多層次、寬領(lǐng)域的區(qū)域合作,而建立自由貿(mào)易區(qū)是三國(guó)增強(qiáng)政治、經(jīng)濟(jì)、貿(mào)易聯(lián)系的最優(yōu)途徑。中日韓自由貿(mào)易區(qū)將近15億人口、14萬(wàn)億美元的生產(chǎn)總值,,5萬(wàn)億美元的貿(mào)易總額,一旦成立將成為世界上最大的自由貿(mào)易區(qū)。自由貿(mào)易區(qū)的建立不僅能夠推進(jìn)三國(guó)經(jīng)貿(mào)合作,促進(jìn)東亞地區(qū)經(jīng)濟(jì)繁榮,而且能夠維護(hù)亞太地區(qū)安全,同時(shí)也必將對(duì)全球經(jīng)濟(jì)一體化產(chǎn)生重要影響。因此,進(jìn)行中日韓FTA的構(gòu)建研究具有重要意義。 本文以開(kāi)展中日韓自由貿(mào)易區(qū)的必要性為出發(fā)點(diǎn),分析了區(qū)域經(jīng)濟(jì)一體化的背景,認(rèn)為中日韓自由貿(mào)易區(qū)順應(yīng)時(shí)代潮流,符合中日韓的國(guó)家戰(zhàn)略,因此有必要積極推進(jìn)中日韓FTA的構(gòu)建。接著分別從地緣文化、貿(mào)易基礎(chǔ)、投資基礎(chǔ)、經(jīng)濟(jì)互補(bǔ)性四方面,詳細(xì)論述了建立中日韓自由貿(mào)易區(qū)的現(xiàn)實(shí)基礎(chǔ)。指出了三國(guó)擁有得天獨(dú)厚的地理?xiàng)l件,相似的文化傳統(tǒng),龐大的區(qū)內(nèi)貿(mào)易流量和相互投資規(guī)模,并且利用顯性比較優(yōu)勢(shì)指數(shù)說(shuō)明三國(guó)經(jīng)濟(jì)互補(bǔ)性較強(qiáng),從而較為全面的分析了中日韓自由區(qū)的可行性。隨后采用計(jì)量的方法,根據(jù)2012年三國(guó)與貿(mào)易伙伴的貿(mào)易總額,利用貿(mào)易引力模型進(jìn)行實(shí)證分析,結(jié)果表明三國(guó)開(kāi)展貿(mào)易的潛力巨大,并進(jìn)一步說(shuō)明了中日韓自由貿(mào)易區(qū)的非傳統(tǒng)收益。然而,中日韓自由貿(mào)易區(qū)不是一蹴而就的,依然存在經(jīng)濟(jì)發(fā)展水平差異大,貿(mào)易收支失衡,自由貿(mào)易區(qū)主導(dǎo)權(quán)互相競(jìng)爭(zhēng),美國(guó)及東盟亞太戰(zhàn)略的不利影響,以及歷史和領(lǐng)土問(wèn)題。為了中日韓自由貿(mào)易區(qū)能夠早日實(shí)現(xiàn),中日韓之間應(yīng)逐步取消貿(mào)易壁壘,加強(qiáng)政府間的合作,積極開(kāi)展與多國(guó)的貿(mào)易往來(lái),同時(shí)善于采取間接的方式,努力開(kāi)展三國(guó)次區(qū)域合作,并積極利用中韓自由貿(mào)易區(qū)逐步推進(jìn)中日韓自由貿(mào)易區(qū)的建立。
[Abstract]:In the second half of the 20th century, regional economic integration was strengthened, and every important economy in the world was actively participating in regional economic cooperation. Regional economic cooperation has become an irreversible trend. China, Japan and South Korea are the main economic countries in East Asia. We should actively promote regional cooperation in all directions, at various levels and in a wide range of fields. The establishment of a free trade zone is to enhance the political and economic development of the three countries. The best way to trade links. China, Japan and South Korea Free Trade area, with a population of nearly 1.5 billion trillion dollars, gross domestic product of $5 trillion, total trade volume of $5, 000, 000, 000, 000, 000, 000. Once established, it will become the largest free trade area in the world. The establishment of a free trade zone can not only promote economic and trade cooperation among the three countries, promote economic prosperity in East Asia, but also safeguard the security of the Asia-Pacific region. At the same time, it will also have an important impact on global economic integration. Therefore, it is of great significance to study the construction of FTA between China, Japan and South Korea. Based on the necessity of developing China-Japan-Korea Free Trade area, this paper analyzes the background of regional economic integration, and thinks that China-Japan-Korea Free Trade area conforms to the trend of the times and conforms to the national strategy of China, Japan and South Korea. Therefore, it is necessary to actively promote the construction of FTA between China, Japan and South Korea. Then, from the four aspects of geographical culture, trade basis, investment basis, and economic complementarity, This paper discusses in detail the realistic basis for the establishment of a China-Japan-ROK free trade zone. It points out that the three countries have unique geographical conditions, similar cultural traditions, huge intra-regional trade flows and mutual investment scale. And using the dominant comparative advantage index to show that the three countries' economies are highly complementary, thus comprehensively analyzing the feasibility of the free zone between China, Japan and South Korea. Then, by using the metrological method, according to the total trade volume between the three countries and their trading partners in 2012, The results show that the trade potential of the three countries is great, and further explains the non-traditional benefits of the China-Japan-Korea Free Trade area. However, the China-Japan-Korea Free Trade area is not achieved overnight. There are still large differences in the level of economic development, imbalance in trade balance, competition over the dominance of free trade zones, adverse effects of the Asia-Pacific strategy of the United States and ASEAN, and historical and territorial issues. For the sake of the early realization of the China-Japan-ROK Free Trade area, China, Japan and South Korea should gradually remove trade barriers, strengthen intergovernmental cooperation, actively carry out trade exchanges with many countries, and at the same time be good at taking indirect measures to develop subregional cooperation among the three countries. And actively use China-Korea Free Trade area to gradually promote the establishment of China-Japan-Korea Free Trade area.
