【摘要】：在宏觀經(jīng)濟(jì)研究中,政府在經(jīng)濟(jì)增長中所起到的作用一直是研究的重點(diǎn)之一。由于市場經(jīng)濟(jì)天生所具有的局限性,政府必須在市場經(jīng)濟(jì)調(diào)節(jié)失控的時(shí)候,采取相應(yīng)的宏觀經(jīng)濟(jì)政策來保證經(jīng)濟(jì)的平穩(wěn)發(fā)展。在政府的各項(xiàng)政策中,政府財(cái)政支出有著極其重要的意義。所以財(cái)政支出與經(jīng)濟(jì)增長之間的關(guān)系也一直是學(xué)術(shù)界研究的重點(diǎn)話題之一 在過去的研究中,眾多學(xué)者對不同政府的不同財(cái)政支出結(jié)構(gòu)與當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的關(guān)系進(jìn)行研究,得出許多不同的結(jié)論。事實(shí)上,由于研究對象的不同,研究方法的不同,研究數(shù)據(jù)的來源不同等因素的影響,這種差異性也是合理的。由于這種差異性的存在,我們有必要繼續(xù)對我們感興趣的地區(qū)的財(cái)政支出結(jié)構(gòu)與經(jīng)濟(jì)增長的關(guān)系進(jìn)行研究。 回顧國內(nèi)外的研究,大家主要是通過地區(qū)的財(cái)政支出結(jié)構(gòu)與地區(qū)經(jīng)濟(jì)增長的速度與結(jié)構(gòu)進(jìn)行定性和定量的分析,來得出他們之間的關(guān)系。這一思路也是本文研究的方法論基礎(chǔ)。 在國內(nèi)的關(guān)于財(cái)政支出結(jié)構(gòu)與地區(qū)經(jīng)濟(jì)增長的研究中,對于各省的研究較少,更多的都集中在國家宏觀經(jīng)濟(jì)層面,忽略了區(qū)域經(jīng)濟(jì)發(fā)展的重要性。本文研究的初衷就是為了更好的去研究地方財(cái)政支出結(jié)構(gòu)和地方經(jīng)濟(jì)之間的關(guān)系,為地方政府的政策制定提供依據(jù)。 本文主要針對湖南省財(cái)政支出狀況來分析湖南省財(cái)政支出結(jié)構(gòu)與湖南省經(jīng)濟(jì)發(fā)展的關(guān)系。本文首先對湖南省財(cái)政支出規(guī)模和支出結(jié)構(gòu)進(jìn)行實(shí)證分析,總結(jié)出相應(yīng)的財(cái)政政策的特點(diǎn)與規(guī)律。然后應(yīng)用計(jì)量方法,分別對湖南省財(cái)政支出結(jié)構(gòu)與湖南省經(jīng)濟(jì)增長的關(guān)系進(jìn)行分析。分析中主要用到了協(xié)整方法,Var方法和脈沖影響分析方法,系統(tǒng)的分析了兩者之間的關(guān)系,并給出了相關(guān)的財(cái)政政策建議,希望能給地方政府政策制定起到參考作用。
[Abstract]:In macroeconomic research, the role played by the government in economic growth has always been one of the focal points of the study. Due to the inherent limitations of the market economy, the government must control the market economy when it is out of control. Adopt corresponding macroeconomic policies to ensure the smooth development of the economy. Therefore, the relationship between fiscal expenditure and economic growth has always been one of the most important topics in academic research. In the past studies, many scholars have studied the relationship between the different fiscal expenditure structure of different governments and the local economic development, and reached many different conclusions. In fact, because of the different research object, the research method is different. It is also reasonable to study the influence of different sources of data on the relationship between fiscal expenditure structure and economic growth in areas of interest to us. Looking back at domestic and foreign research, we have made qualitative and quantitative analysis mainly through the structure of regional fiscal expenditure and the speed and structure of regional economic growth, This idea is also the methodological basis of this study. In the domestic research on the structure of fiscal expenditure and regional economic growth, the research on the provinces is less, more concentrated on the national macroeconomic level. The purpose of this paper is to study the relationship between the local financial expenditure structure and the local economy, and to provide the basis for the policy making of the local government. This paper mainly analyzes the relationship between the structure of fiscal expenditure and the economic development of Hunan Province in view of the situation of fiscal expenditure in Hunan Province. Firstly, this paper makes an empirical analysis on the scale and structure of fiscal expenditure in Hunan Province. The characteristics and laws of the corresponding fiscal policy are summarized. Then the metrological method is applied. The relationship between the financial expenditure structure of Hunan Province and the economic growth of Hunan Province is analyzed. The co-integration method and pulse impact analysis method are mainly used in the analysis, and the relationship between the two methods is analyzed systematically. It also gives the relevant financial policy advice, hoping to give the local government policy to play a reference role.
