【摘要】：產(chǎn)業(yè)是區(qū)域發(fā)展的主體和基礎(chǔ)，產(chǎn)業(yè)空間布局隨著時代發(fā)展而不斷變化。改革開放以來，我國各省市產(chǎn)業(yè)發(fā)展迅速，產(chǎn)業(yè)空間布局變化劇烈。但是綜觀全國各區(qū)域的產(chǎn)業(yè)空間布局可以發(fā)現(xiàn)，多數(shù)區(qū)域沒有遵循經(jīng)濟、社會和生態(tài)發(fā)展的客觀規(guī)律和現(xiàn)實需求，產(chǎn)業(yè)布局較為紊亂，不僅帶來了生態(tài)破壞等問題，同時導(dǎo)致區(qū)域經(jīng)濟發(fā)展的不持續(xù)性。為此，國家“十一五”規(guī)劃綱要明確提出，將國土空間劃分為優(yōu)化開發(fā)、重點開發(fā)、限制開發(fā)和禁止開發(fā)四類主體功能區(qū)。這為我國產(chǎn)業(yè)空間布局的優(yōu)化調(diào)整指明了基本方向。本文以濟南市為典型案例，在闡述產(chǎn)業(yè)空間布局基礎(chǔ)理論的基礎(chǔ)上，定性與定量分析相結(jié)合，對濟南市空間布局優(yōu)化進行了案例分析。主要研究內(nèi)容和觀點如下： 1.濟南產(chǎn)業(yè)發(fā)展和空間布局現(xiàn)狀和存在問題。運用區(qū)位商等方法，借用SPSS等軟件，對濟南市產(chǎn)業(yè)現(xiàn)狀和布局進行分析后發(fā)現(xiàn)：濟南產(chǎn)業(yè)發(fā)展具有良好基礎(chǔ)，產(chǎn)業(yè)規(guī)模快速擴大，產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型優(yōu)化，三大產(chǎn)業(yè)呈現(xiàn)良好發(fā)展態(tài)勢；產(chǎn)業(yè)宏觀布局基本確定，工業(yè)集聚進區(qū)，服務(wù)業(yè)網(wǎng)絡(luò)化發(fā)展。但是濟南市仍然存在著產(chǎn)業(yè)綜合實力相對下降、產(chǎn)業(yè)發(fā)展虛高度化、產(chǎn)業(yè)同構(gòu)化、產(chǎn)業(yè)集聚集群效應(yīng)不明顯、產(chǎn)業(yè)布局散亂且不均衡、產(chǎn)城統(tǒng)籌發(fā)展亟待提高等問題。 2.主體功能區(qū)規(guī)劃背景下濟南產(chǎn)業(yè)布局優(yōu)化思路。在采用指數(shù)評價法對濟南主體功能進行區(qū)劃的基礎(chǔ)上，根據(jù)全面、協(xié)調(diào)、集群、有序的原則，提出了濟南產(chǎn)業(yè)布局優(yōu)化的總體目標(biāo)。并根據(jù)濟南發(fā)展基礎(chǔ)、產(chǎn)業(yè)定位和功能分區(qū)，按照“中心優(yōu)化高效、東部突出高端、西部重在融合、北部體現(xiàn)承接、南部生態(tài)主導(dǎo)”的總體要求，提出了強化梯度聚集，優(yōu)化產(chǎn)業(yè)園區(qū)，構(gòu)筑“一核四區(qū)三臨”的產(chǎn)業(yè)空間新格局。 3.三大產(chǎn)業(yè)空間布局的優(yōu)化重點。在運用區(qū)位商等對三大產(chǎn)業(yè)發(fā)展趨勢進行判定的基礎(chǔ)上，對不同產(chǎn)業(yè)空間布局優(yōu)化分別進行分析。第一產(chǎn)業(yè)應(yīng)形成“一圈兩帶三區(qū)”六大農(nóng)業(yè)區(qū)域經(jīng)濟板塊；第二產(chǎn)業(yè)按照突出特色、優(yōu)勢互補、錯位發(fā)展、全面提升的原則，大力推進新型工業(yè)化，強化綜合措施，加快主城區(qū)傳統(tǒng)工業(yè)企業(yè)向外部工業(yè)區(qū)轉(zhuǎn)移，強化園區(qū)支撐作用，打造產(chǎn)業(yè)集聚區(qū)，加快形成“3+7+5”的空間發(fā)展格局；第三產(chǎn)業(yè)將強化綜合服務(wù)和高端產(chǎn)業(yè)的規(guī)劃布局，逐步提升“節(jié)點、核心、基地”功能，推動服務(wù)業(yè)跨越發(fā)展，，把濟南打造成全國現(xiàn)代服務(wù)業(yè)重要節(jié)點。 4.主體功能區(qū)劃背景下濟南市產(chǎn)業(yè)布局優(yōu)化的措施與保障。濟南產(chǎn)業(yè)空間布局的優(yōu)化需要采取綜合舉措，即濟南市應(yīng)加大各產(chǎn)業(yè)財政金融扶持力度，制定差別化的產(chǎn)業(yè)扶持政策，加快企業(yè)“退城進郊，退鄉(xiāng)進園”，并對開發(fā)區(qū)采取特殊政策；政府應(yīng)增強服務(wù)意識，為產(chǎn)業(yè)發(fā)展提供良好環(huán)境；濟南市應(yīng)進一步深化體制改革，加強產(chǎn)業(yè)經(jīng)濟發(fā)展的動力與活力；科學(xué)技術(shù)是第一生產(chǎn)力，濟南市應(yīng)注重人才引進，為產(chǎn)業(yè)優(yōu)化提供人才保障。
[Abstract]:Industry is the main basis for regional development, industrial layout changes with the times development. Since the reform and opening up, China's provinces and cities industry developed rapidly, the layout of the space industry changed dramatically. But the layout of the space industry throughout the various regions of the country can be found in most areas did not follow the objective law of economic, social and ecological and practical needs the development of industrial layout is disorder, not only brings the problem of ecological damage, and lead to sustained development of regional economy. Therefore, the national "11th Five-Year" plan clearly stated, the land space is divided into optimized development, key development, restricted development and the development of four main functional areas. It points out the basic the direction for the optimization and adjustment of the layout of the space industry in China. This paper takes Ji'nan city as a typical example, based on expounding the basic theory of industrial layout, qualitative and quantitative Analysis of Ji'nan city spatial layout optimization is analyzed. The main contents and viewpoints are as follows:
1. Ji'nan industrial development and spatial distribution of the status quo and problems. Using location quotient method, using SPSS software, found in Ji'nan city industry status and layout analysis: has a good foundation for the development of Ji'nan industry, industrial scale rapid expansion, the transformation of industrial structure optimization, the three major industries showed a good momentum of development; the basic macro industrial layout sure, in the area of industrial agglomeration of service industry, the development of the network. But Ji'nan still exists relative decline in the overall strength of the industry, the industrial development of virtual height, industrial isomorphism, industrial cluster effect is not obvious, the industrial layout scattered and uneven, the problem of city development needs to be improved.
The 2. main functional area planning in Ji'nan under the background of industrial layout optimization. Based on the divisions of Ji'nan as the main function in the index evaluation method, according to a comprehensive, coordinated, orderly cluster principle, put forward the overall goal of Ji'nan industrial layout optimization. And according to the Ji'nan development foundation, industry positioning and function division, in accordance with the "optimization of efficient, highlight the high-end Western Eastern, focusing on integration, reflected the general requirements of northern undertaking, the southern ecological dominance", put forward to strengthen the gradient aggregation, optimize the industrial park, to build a new pattern of industrial space of a nuclear four zone three Pro ".
The key of optimization 3. three industrial space layout. In using location quotient were determined based on the development trend of the three major industries, the different industrial space layout optimization were analyzed. The first industry should form a "three zone" around the two with six regional agricultural economy sector; the second industry in accordance with prominent characteristics, complementary advantages dislocation development, enhance the principle, vigorously promote the new industrialization, strengthen comprehensive measures to speed up the traditional industrial enterprises in urban area transfer to outside the industrial zone, enhance the park supporting role, build industrial parks, accelerate the formation of the "3+7+5" of the spatial development pattern; planning and layout of the third industry will strengthen the comprehensive services and high-end industries, and gradually improve the "the core node, the base function, promote leapfrog development of the service industry, to build Ji'nan into an important node of the modern service industry.
Security measures and Ji'nan city industrial layout optimization of 4. main function zoning. Under the background of the optimization of Ji'nan industrial space layout of the need to take comprehensive measures, Ji'nan city should increase the financial support of industrial policy, industry support the development of differentiated, speeding up enterprise "retreat into the city suburbs, Xiang back into the park, and take special the policy of the development zone; the government should enhance service awareness, to provide a good environment for the development of the industry; Ji'nan city should further deepen reform, strengthen the power and vitality of economic development; science and technology is the first productivity, Ji'nan city should pay attention to the introduction of talent, provide personnel for the protection of industrial optimization.
