山西省冰雪體育旅游發(fā)展研究

【摘要】:冰雪體育旅游興起于19世紀工業(yè)時期的歐洲,20世紀中葉逐步發(fā)展成熟,冰雪環(huán)境的改善與產(chǎn)業(yè)組織的專業(yè)化促進了歐洲冰雪旅游市場的發(fā)展,(如)法國冬季的冰雪旅游收入就高達50億美元。冰雪體育旅游集娛樂、觀光、健身、度假于一體的特點可以有效地帶動和促進區(qū)域經(jīng)濟的發(fā)展。眾所周知,旅游是中國近年來發(fā)展最快的行業(yè)之一,但是不可否認我國的旅游業(yè)仍主要停留在人文景觀和自然景觀觀賞的層面,尚未形成全產(chǎn)業(yè)鏈的體育旅游產(chǎn)業(yè)發(fā)展格局。巨大的市場缺口使得體育旅游產(chǎn)業(yè)成為我國的新興朝陽產(chǎn)業(yè),是我國經(jīng)濟轉(zhuǎn)型及轉(zhuǎn)變發(fā)展模式的理性選擇。在巨大的市場發(fā)展前景預測下,我們也應該理性地看到冰雪運動雖然在我國深受廣大人民群眾的喜愛,但冰雪旅游在我國的發(fā)展卻較為滯后,早期多以民間游戲的形式存在,沒有形成產(chǎn)業(yè)化經(jīng)營格局,存在巨大的市場真空。隨著北京申冬奧的成功,我國冰雪體育旅游產(chǎn)業(yè)將走上發(fā)展快車道。山西省目前正處于經(jīng)濟結構轉(zhuǎn)型升級的關鍵節(jié)點,政府層面和市場層面均在積極拓展旅游市場,構建旅游產(chǎn)業(yè)格局是當務之急。目前山西省的旅游市場存在明顯的淡旺季區(qū)分,在長達4個月的冬季,缺乏有力的旅游產(chǎn)品支撐。而發(fā)展冰雪旅游產(chǎn)業(yè)可以有效地填補這一空缺,也成為完善山西整個旅游全產(chǎn)業(yè)鏈條的關鍵一環(huán)。此外,山西省緊鄰京津冀地區(qū),同時也是距離南方地區(qū)最近的北方山地地區(qū),交通條件便利,為冰雪體育旅游產(chǎn)業(yè)的發(fā)展提供了廣闊的市場儲備。與此同時,山西省擁有豐富的山地資源,且冬季結冰期長,非常適合發(fā)展冰雪旅游運動。本研究嘗試探討在經(jīng)濟新常態(tài),尤其是山西省經(jīng)濟發(fā)展面臨較大下行壓力的背景下,從體育產(chǎn)業(yè)發(fā)展的視角入手,探討山西省冰雪體育旅游業(yè)發(fā)展的優(yōu)勢、劣勢、機遇與挑戰(zhàn)以及相應的應對策略。本文從山西省自身發(fā)展條件入手,通過多方位考察,綜合分析了山西省發(fā)展冰雪體育旅游產(chǎn)業(yè)的各項基礎條件以及綜合環(huán)境評價,從優(yōu)勢與劣勢,機遇與挑戰(zhàn)等四個方面對山西省發(fā)展冰雪體育旅游的綜合條件進行了全方位審視與評估,總結得出山西省開展冰雪體育旅游的SWOT要素。(1)優(yōu)勢:資源條件、區(qū)位交通條件、已開展的體育旅游基礎條件等。(2)劣勢:政府政策缺失、場地設施不完善、宣傳力度不足、大眾認知度低、專業(yè)人才匱乏等。(3)機遇:2022年冬奧會的舉辦、省內(nèi)體育產(chǎn)業(yè)發(fā)展迅速、政府重視程度增加等。(4)威脅:人均GDP和體育消費水平的增長、周邊省市地區(qū)形成競爭等。在此基礎之上,本文采用AHP-SWOT分析法,就山西省發(fā)展冰雪體育旅游的各因素進行定性定量分析得出:山西省應采用劣勢與機遇(WO)相結合的爭取型戰(zhàn)略組合,完善內(nèi)部環(huán)境劣勢條件,抓住外部機遇大力發(fā)展冰雪體育旅游產(chǎn)業(yè)。
[Abstract]:Ice and snow sports tourism emerged in Europe in the industrial period of the 19th century and gradually developed and matured in the middle of the 20th century. The improvement of the ice and snow environment and the specialization of industrial organization have promoted the development of the European ice and snow tourism market. (for example, the snow and ice tourism revenue in France in winter is as high as $5 billion.) Ice and snow sports tourism gathers entertainment, sightseeing, and fitness. It is well known that tourism is one of the fastest-growing industries in China in recent years. However, there is no denying that the tourism industry of our country is still mainly on the level of human landscape and natural landscape viewing. The development pattern of sports tourism industry has not yet formed a whole industrial chain. The huge market gap makes sports tourism industry a new rising industry in China. It is a rational choice for China's economic transformation and transformation of development model. Under the forecast of huge market development prospects, we should also rationally see that although ice and snow sports are loved by the broad masses of the people in our country, However, the development of ice and snow tourism in China lags behind. In the early days, most of them existed in the form of folk games, which did not form a pattern of industrialized management. There was a huge market vacuum. With the success of Beijing's bid for the Winter Olympic Games, China's ice and snow sports tourism industry will be on the fast track of development. Shanxi Province is now at the key point of economic restructuring and upgrading. Both government and market levels are actively expanding the tourism market. It is imperative to construct a pattern of tourism industry. At present, there is a clear distinction between the weak and peak seasons in the tourism market in Shanxi Province, and during the winter period of up to four months, There is a lack of strong support for tourism products. The development of ice and snow tourism industry can effectively fill this gap and become a key link in perfecting the entire tourism industry chain in Shanxi. In addition, Shanxi Province is close to the Beijing-Tianjin-Hebei region. At the same time, it is also the northern mountainous region closest to the southern region, with convenient transportation conditions, which provides a broad market reserve for the development of ice and snow sports tourism industry. At the same time, Shanxi Province has abundant mountain resources and has a long ice forming period in winter. This study is very suitable for the development of ice and snow tourism. This study attempts to explore the background of the new normal economy, especially the downward pressure on the economic development of Shanxi Province, starting from the perspective of the development of the sports industry. This paper discusses the advantages, disadvantages, opportunities and challenges of the development of ice and snow sports tourism in Shanxi Province, as well as the corresponding countermeasures. This paper comprehensively analyzes the basic conditions of developing ice and snow sports tourism industry and the comprehensive environmental evaluation in Shanxi Province, from the advantages and disadvantages, This paper reviews and evaluates the comprehensive conditions of developing ice and snow sports tourism in Shanxi Province from four aspects, such as opportunities and challenges, and concludes that the advantages of SWOT in developing ice and snow sports tourism in Shanxi Province are: resource condition, location traffic condition, and so on. Disadvantages: lack of government policy, imperfect site facilities, insufficient publicity, low public awareness, lack of professional personnel, etc.) opportunities: 2022 Winter Olympic Games held, the sports industry in the province developed rapidly. On the basis of this, the author adopts AHP-SWOT analysis method, which is based on the increase of GDP per capita and the level of sports consumption, and the competition between the surrounding provinces and cities. Based on the qualitative and quantitative analysis of various factors in developing ice and snow sports tourism in Shanxi Province, it is concluded that Shanxi Province should adopt a strategic combination of inferiority and opportunity to perfect the inferiority conditions of internal environment. Seize the external opportunity to vigorously develop ice and snow sports tourism industry.
