【摘要】：進(jìn)入21世紀(jì)以來,科技全球化迅速發(fā)展。國(guó)際產(chǎn)業(yè)轉(zhuǎn)移成為科技全球化的重要途徑,跨國(guó)公司成為科技全球化的重要載體。深入研究承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移對(duì)東道國(guó)科技創(chuàng)新的作用及影響途徑,有利于東道國(guó)承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移過程中能夠有的放矢,充分發(fā)揮承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的作用。本文在回顧國(guó)際產(chǎn)業(yè)轉(zhuǎn)移與科技創(chuàng)新相關(guān)研究的基礎(chǔ)上,從國(guó)際產(chǎn)業(yè)轉(zhuǎn)移的資本累積效應(yīng)、技術(shù)外溢效應(yīng)以及技術(shù)擴(kuò)散效應(yīng)出發(fā)構(gòu)建國(guó)際產(chǎn)業(yè)轉(zhuǎn)移對(duì)科技創(chuàng)新的理論分析框架。在此基礎(chǔ)上,對(duì)廣東承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移與科技創(chuàng)新進(jìn)行概述,指出廣東科技創(chuàng)新存在的問題。進(jìn)而結(jié)合韓國(guó)承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移促進(jìn)科技創(chuàng)新經(jīng)驗(yàn)與印度承接國(guó)際軟件外包促進(jìn)科技創(chuàng)新的經(jīng)驗(yàn),探索其對(duì)廣東的啟示。通過建立實(shí)證分析模型,對(duì)廣東各地級(jí)市2002-2015年橫截面數(shù)據(jù)進(jìn)行研究,分析承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移對(duì)廣東科技創(chuàng)新的直接作用與間接作用,檢驗(yàn)結(jié)果顯示:承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移能夠促進(jìn)廣東科技創(chuàng)新,但作用程度及顯著性各年份存在差異。深入研究發(fā)現(xiàn)其原因有:廣東區(qū)域經(jīng)濟(jì)發(fā)展不協(xié)調(diào)、科技創(chuàng)新整體水平有限、承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移促進(jìn)科技創(chuàng)新相關(guān)政策缺乏以及外商直接投資來源地集中等。針對(duì)廣東科技創(chuàng)新以及承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移促進(jìn)科技創(chuàng)新存在的問題,通過借鑒韓國(guó)、印度先進(jìn)經(jīng)驗(yàn),提出優(yōu)化產(chǎn)業(yè)政策環(huán)境,吸引高新技術(shù)產(chǎn)業(yè)轉(zhuǎn)入;優(yōu)化外資投資結(jié)構(gòu),助力產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí);提高自主創(chuàng)新能力,增強(qiáng)技術(shù)吸收學(xué)習(xí)能力以及促進(jìn)區(qū)域協(xié)調(diào)發(fā)展,提高科技創(chuàng)新整體效益的政策建議,以期推動(dòng)廣東科技創(chuàng)新步伐,順利實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略。
[Abstract]:Since entering the 21st century, scientific and technological globalization has developed rapidly. International industrial transfer has become an important way of scientific and technological globalization. Transnational corporations have become an important carrier of the globalization of science and technology. It is beneficial for the host country to study the role and influence ways of undertaking international industrial transfer to the host country in the process of undertaking international industrial transfer. On the basis of reviewing the relevant research on international industrial transfer and scientific and technological innovation, this paper starts with the capital accumulation effect of international industrial transfer. Technology spillover effect and technology diffusion effect set out to construct the theoretical analysis framework of international industrial transfer to scientific and technological innovation. On the basis of this, the author summarizes Guangdong's undertaking international industrial transfer and scientific and technological innovation. This paper points out the problems existing in Guangdong's scientific and technological innovation, and then combines the experiences of Korea with international industrial transfer to promote scientific and technological innovation, and India's experience of undertaking international software outsourcing to promote scientific and technological innovation. Through the establishment of empirical analysis model, the cross-sectional data of Guangdong cities from 2002 to 2015 are studied, and the direct and indirect effects of international industrial transfer on Guangdong's scientific and technological innovation are analyzed. The results show that undertaking international industrial transfer can promote scientific and technological innovation in Guangdong, but there are differences in the degree of action and significance in different years. The reasons for this are: the regional economic development of Guangdong is not coordinated, and the overall level of scientific and technological innovation is limited. In view of the problems existing in Guangdong's scientific and technological innovation and the international industrial transfer to promote scientific and technological innovation, we can learn from South Korea by referring to the lack of policies related to international industrial transfer to promote scientific and technological innovation and the concentration of foreign direct investment. India's advanced experience suggests optimizing the industrial policy environment, attracting high-tech industries, optimizing the structure of foreign investment, promoting the optimization and upgrading of the industrial structure, and improving the ability of independent innovation, In order to promote the pace of science and technology innovation in Guangdong province and realize the strategy of innovation driving development, it is necessary to strengthen the learning ability of technology absorption, promote regional coordinated development and improve the overall benefit of science and technology innovation.
