【摘要】：城市物流業(yè)要得到長(zhǎng)足的發(fā)展，必須得到城市物流公共信息平臺(tái)的支撐；而面對(duì)日漸積累的物流信息服務(wù)數(shù)據(jù)，，各個(gè)需求方在利用現(xiàn)代信息技術(shù)、先進(jìn)物流管理方式來(lái)構(gòu)筑物流信息平臺(tái)，從而使大量信息進(jìn)行及時(shí)有效的收集、處理、分析和整合,就顯得尤為重要,同時(shí)也是城市經(jīng)濟(jì)發(fā)展的主要方向。因此，城市物流公共信息平臺(tái)研究具有重大的現(xiàn)實(shí)價(jià)值。 本文首先從概念、特點(diǎn)、必要性等方面對(duì)現(xiàn)有城市物流公共信息平臺(tái)的理論進(jìn)行梳理。接著，對(duì)國(guó)內(nèi)外上百個(gè)物流公共信息平臺(tái)的實(shí)例篩選，得出比較有代表性的國(guó)內(nèi)物流公共信息平臺(tái)，從園區(qū)企業(yè)級(jí)和政府級(jí)兩個(gè)層面分析，總結(jié)現(xiàn)有物流公共信息平臺(tái)的發(fā)展現(xiàn)狀。 其次，將物流公共信息平臺(tái)視為復(fù)雜系統(tǒng)，選用系統(tǒng)科學(xué)中自組織系統(tǒng)的理論、方法，對(duì)有代表性的物流公共信息平臺(tái)進(jìn)行研究分析，從自我成長(zhǎng)、自我復(fù)制、自我繁殖等角度展現(xiàn)物流公共信息平臺(tái)的自組織現(xiàn)象；從開(kāi)放性和涌現(xiàn)性、漲落和突變等層面分析現(xiàn)有物流公共信息平臺(tái)，并歸納總結(jié)出具體的信息平臺(tái)成功應(yīng)用所具備的特征作為后續(xù)構(gòu)建的重要參照。 然后，以此為基礎(chǔ)，結(jié)合株洲市社會(huì)、經(jīng)濟(jì)、技術(shù)的優(yōu)勢(shì)以及在物流行業(yè)上的特色，提出株洲市物流公共信息平臺(tái)的可行性分析；并對(duì)城市物流、公共信息系統(tǒng)以及城市物流系統(tǒng)的要素進(jìn)行研究分析，將平臺(tái)涉及到的政策、區(qū)域、其他信息資源等因素相組合,通過(guò)對(duì)符合株洲區(qū)域經(jīng)濟(jì)發(fā)展要求的邏輯性平臺(tái)路徑進(jìn)行構(gòu)建，來(lái)引導(dǎo)增強(qiáng)株洲市競(jìng)爭(zhēng)力的物流公共信息平臺(tái)結(jié)構(gòu)模型構(gòu)建。 最后，按照“政府引導(dǎo)，企業(yè)參與”的原則，對(duì)物流公共信息平臺(tái)建設(shè)運(yùn)營(yíng)中運(yùn)營(yíng)模式的具體方式進(jìn)行比較，以及分析其在不同階段中政府和企業(yè)的作用；結(jié)合株洲市實(shí)際條件，提出株洲市平臺(tái)的“三步走”運(yùn)營(yíng)最優(yōu)模式。最終引導(dǎo)株洲市物流公共信息平臺(tái)在政府、企業(yè)等參與主體自身業(yè)務(wù)完善下，形成株洲市物流公共信息平臺(tái)運(yùn)營(yíng)時(shí)所體現(xiàn)出的策略。
[Abstract]:In order for the city logistics industry to develop rapidly, it must be supported by the public information platform of urban logistics, and in the face of the accumulated logistics information service data, each demand side is using modern information technology. Advanced logistics management to build logistics information platform, so that a large number of information timely and effective collection, processing, analysis and integration, it is particularly important, but also the main direction of urban economic development. The research on the public information platform of urban logistics has great practical value. This paper firstly combs the theory of the existing urban logistics public information platform from the aspects of concept, characteristics, necessity and so on. Then, it selects hundreds of examples of domestic and foreign logistics public information platform. This paper draws a representative domestic logistics public information platform, from the park enterprise level and the government level two levels analysis, summarizes the existing logistics public information platform development situation. Secondly, take the logistics public information platform as a complex system, select the theory and method of self-organizing system in the system science, research and analyze the representative logistics public information platform, from the self-growth, self-replication, Self-propagation shows the self-organization phenomenon of logistics public information platform, analyzes the existing logistics public information platform from the aspects of openness and emergence, fluctuation and mutation. The characteristics of the successful application of the specific information platform are summarized as an important reference for the subsequent construction. Then, on this basis, combined with Zhuzhou's social, economic, technological advantages and characteristics in the logistics industry, the feasibility analysis of Zhuzhou logistics public information platform is put forward, and the urban logistics, The elements of public information system and urban logistics system are studied and analyzed. The policy, region and other information resources involved in the platform are combined. By constructing the logical platform path to meet the requirements of Zhuzhou regional economic development, this paper aims to guide the construction of logistics public information platform structure model to enhance the competitiveness of Zhuzhou city. Finally, according to the principle of "government guidance, enterprise participation", this paper compares the operation mode of logistics public information platform construction and operation, and analyzes the role of government and enterprise in different stages. Combined with the actual conditions of Zhuzhou City, this paper puts forward the "three-step" optimal operation mode of Zhuzhou City platform. Finally, it guides Zhuzhou City Logistics Public Information platform under the government, enterprises and other participants to improve their own business. Formation of Zhuzhou logistics public information platform operation reflected in the strategy.
