【摘要】：本文針對(duì)榆次區(qū)在部分行政權(quán)由市政府行使的情況下,如何既能保障大型國(guó)有企業(yè)的長(zhǎng)遠(yuǎn)發(fā)展,又能保障推進(jìn)“工業(yè)強(qiáng)區(qū)”戰(zhàn)略的科學(xué)實(shí)施進(jìn)行研究。政府行政權(quán)的使用是一把雙刃劍,如何正確使用行政權(quán)、行政資源,成為目前亟待解決的難題。政府手中的行政權(quán)、行政資源使用得好,可以更好的調(diào)集區(qū)域內(nèi)所轄資源,從各方面對(duì)區(qū)域內(nèi)經(jīng)濟(jì)發(fā)展起到正向的宏觀調(diào)控作用,反之則可能束縛區(qū)域經(jīng)濟(jì)的正常發(fā)展,成為區(qū)域經(jīng)濟(jì)發(fā)展的硬傷,所以系統(tǒng)化地研究正確使用政府手中的行政權(quán)、行政資源顯得極為重要。本文立足榆次區(qū)的實(shí)際情況,分析了其區(qū)域經(jīng)濟(jì)發(fā)展中出現(xiàn)的問題。據(jù)此提出了相關(guān)的對(duì)策建議,以裨益于“工業(yè)強(qiáng)區(qū)”發(fā)展戰(zhàn)略的實(shí)施,從而把榆次區(qū)建設(shè)成為全省,乃至全國(guó)中西部地區(qū)最重要的工業(yè)化基地,使榆次這顆明珠大放異彩。
[Abstract]:This paper aims at how to ensure the long-term development of large state-owned enterprises in Yuci District, where part of the administrative power is exercised by the municipal government. The use of government administrative power is a double-edged sword. How to correctly use administrative power and administrative resources has become a difficult problem to be solved. If the administrative resources are used well, they can better mobilize the resources under the jurisdiction of the region, and play a positive macro-control role in the economic development of the region from all aspects. Otherwise, it may constrain the normal development of the regional economy and become a severe injury to the development of the regional economy. Therefore, it is very important to systematically study the correct use of administrative power in the hands of the government. Based on the actual situation of Yuci District, this paper analyzes the problems in the development of regional economy, and puts forward some relevant countermeasures and suggestions. In order to benefit the implementation of the development strategy of "strong industrial area", Yuci area will be built into the most important industrialization base of the whole province and even the central and western regions of the whole country, so that the pearl of Yuci will shine brilliantly.
