基于DEA方法的安徽省低碳經濟發(fā)展研究

【摘要】:2003年英國政府在《能源白皮書》中第一次提出“低碳經濟”的概念,即通過技術創(chuàng)新和完善相關的政策和措施,減少資源消耗、環(huán)境污染和溫室氣體排放。低碳經濟以提高能源效率和改善清潔能源結構為根本內容。隨著氣候變化,能源日益枯竭,生態(tài)環(huán)境遭到破壞,世界各國經濟都已經受到了嚴重的影響,發(fā)展低碳經濟迫在眉睫。目前我國已經取代美國,成為世界上最大的能源消費國。在中國,短期內難以改變以煤炭為主導的能源結構,導致了能源短缺的局面,也產生了較高的碳排放量,不利于經濟的可持續(xù)發(fā)展。隨著全球氣候變暖的進程日益加劇,發(fā)展低碳經濟對于推動國家和區(qū)域的經濟社會發(fā)展具有越來越重要的意義。對于安徽省來說,發(fā)展低碳經濟,是調整產業(yè)結構、轉變經濟發(fā)展方式、優(yōu)化能源結構、提高資源能源使用效率、保護生態(tài)環(huán)境的需要。 本文分為六個部分。首先在第一部分提出研究背景、研究意義;接著對論文的主要研究內容及研究方法、創(chuàng)新點進行了說明。第二部分論述了低碳經濟的相關理論,并對國內外對于低碳經濟的研究進行了綜述。第三部分是安徽省低碳經濟發(fā)展的現(xiàn)狀分析和碳排放量的測算,并分析了發(fā)展中存在的問題。安徽省近幾年來在低碳經濟發(fā)展方面已取得了積極的成效。高新技術產業(yè)和現(xiàn)代化服務業(yè)發(fā)展勢頭良好,全面啟動國家技術創(chuàng)新工程試點工作,加快建設合蕪蚌自主創(chuàng)新綜合試驗區(qū),自主創(chuàng)新能力得到顯著增強。在發(fā)展經濟的同時,安徽省還繼續(xù)加強生態(tài)環(huán)境建設,生態(tài)系統(tǒng)穩(wěn)定性得到進一步增強,水利交通等基礎設施建設方面也有所改善。“十一五”以來,安徽省能源產業(yè)發(fā)展迅速,能源產業(yè)規(guī)模不斷壯大,能源供應能力顯著提高,較好地支撐和保障了全省經濟社會發(fā)展。此外安徽省在低碳技術發(fā)展方面也取得了一定的進展,低碳農業(yè)與碳匯林業(yè)發(fā)展良好,森林碳匯具有巨大的潛力。本文根據(jù)碳排放系數(shù)測算法,通過計算得到了安徽省2000年至2012年的碳排放量的數(shù)據(jù),并計算出了碳排放強度。在看到安徽省良好的經濟發(fā)展勢頭的同時,我們也應該注意到在發(fā)展低碳經濟的過程中也存在著一些問題有待解決:清潔能源在能源結構中所占比重較低,煤炭等高碳能源為主的能源結構短時間內難以改變;高能耗產業(yè)在產業(yè)結構中所占比重較大,工業(yè)發(fā)展對能源的需求比較旺盛;經濟增長對能源消費存在一定的依賴性;缺乏碳交易的市場環(huán)境,參與碳交易的能力較弱。在第四部分通過利用DEA方法的CCR和BCC模型,對安徽省低碳經濟發(fā)展的情況進行了研究與分析,得到的結果說明安徽省發(fā)展低碳經濟主要依靠的是勞動力、資金、能源等生產要素的投入,在未來的發(fā)展過程中需要進一步調整能源結構,推廣清潔能源和可再生能源,控制碳排放量,優(yōu)化產業(yè)結構,降低高碳產業(yè)比重,大力發(fā)展第三產業(yè)。在第五部分提出了相應的對策建議:開發(fā)清潔能源和新能源,改善能源結構;調整優(yōu)化產業(yè)結構,大力發(fā)展低碳產業(yè);加強自主創(chuàng)新與國際合作,推動低碳技術創(chuàng)新;建立碳交易市場,促進碳排放交易發(fā)展;開展交通建筑領域節(jié)能,提高能源利用效率;厲行節(jié)儉,推廣低碳消費模式。在第六部分是論文的結論與展望,由于一些因素的限制,本文的研究存在一些不足,如本文對安徽省碳排放量的測算基于碳排放系數(shù)法,由于此測算方法計算出結果存在一定的誤差,所以本文對安徽省碳排量的計算可能不夠精確。因此,希望今后通過對溫室氣體測算方法進行系統(tǒng)研究,從而獲得更準確的數(shù)據(jù),也希望統(tǒng)計部門能夠把碳排放量納入統(tǒng)計的范圍。希望在今后能夠進一步地進行深入研究,為安徽省發(fā)展低碳經濟,走綠色節(jié)能道路提供科學的依據(jù)。
[Abstract]:In 2003 the British government in the "energy white paper > first proposed the" low carbon economy "concept, namely the policies and measures through technological innovation and improve the relevant, reduce resource consumption, environmental pollution and greenhouse gas emissions. Low carbon economy to improve energy efficiency and clean energy structure as the basic content. With climate change, energy depletion of the destruction of the ecological environment, the world economy has been seriously affected, the imminent development of low carbon economy. China has replaced the United States as the world's largest energy consumer. In China, the short term is difficult to change the coal dominated energy structure, leads to energy shortages, also had a higher carbon emissions, is not conducive to the sustainable development of economy. With the global climate warming is increasing, the development of low-carbon economy to promote national and regional classics The development of economy and society is more and more important. For Anhui Province, developing low carbon economy is the need to readjust the industrial structure, transform the economic development mode, optimize the energy structure, improve the efficiency of resource and energy use, and protect the ecological environment.
This paper is divided into six parts. In the first part puts forward the research background, research significance; then the main research contents and research methods, innovation points. The second part discusses the related theory of low carbon economy, and the domestic and foreign research on low carbon economy were reviewed. The third part is the calculation analysis of the current situation of carbon emission and low carbon economy development in Anhui Province, and analyzes the problems existing in the development of Anhui Province in recent years in the development of low carbon economy has achieved positive results. The high-tech industry and modern service industry good momentum of development, launched a comprehensive pilot work of national technological innovation projects accelerate the construction of a comprehensive test area of Hefei Wuhu Bengbu independent innovation, independent innovation ability has been significantly enhanced. Based on the carbon emission coefficient measurement algorithm, obtained by calculating the carbon emissions in Anhui province from 2000 to 2012 data, and calculate the carbon emission intensity. At the sight of good momentum of economic development in Anhui Province, at the same time, we also we should pay attention to in the development of low-carbon economy in the process there are also some problems to be solved: clean energy accounted for a low proportion in the energy structure, coal and other high carbon energy Short period of time to change the main energy structure; high energy consumption industry accounted for the larger proportion in the industrial structure, the industrial development of energy demand relatively strong economic growth on energy consumption; there is a certain dependence; the lack of carbon trading market environment, participate in carbon trading ability is weak. In the fourth part of the CCR and BCC model using the DEA method, the development of low carbon economy in Anhui province were studied and analyzed, the results show that mainly depend on the development of low carbon economy in Anhui province is the labor force, capital, energy and other production inputs, in the future development process need to further adjust the energy structure, promote clean energy and renewable energy. The control of carbon emissions, optimize the industrial structure, reduce the proportion of high carbon industry, vigorously develop the third industry. In the fifth part puts forward the corresponding countermeasures and suggestions: the development of clean energy and new Energy, improve the energy structure; adjust and optimize the industrial structure, vigorously develop low carbon industries; strengthen the independent innovation and international cooperation, promote low-carbon technology innovation; establish a carbon trading market, to promote the development of carbon trading; carry out the traffic construction areas of energy efficiency, improve energy utilization efficiency; austerity, promotion of low-carbon consumption patterns in sixth. Is the conclusion and Prospect of this thesis, due to some factors, this study has some shortcomings, such as the calculation of carbon emissions in Anhui Province carbon emissions coefficient method based on the calculated results due to measurement errors, so the calculation of carbon emissions in Anhui province may not be accurate. Therefore, I hope in the future through a systematic research on the calculation method of greenhouse gas, so as to obtain more accurate data, the statistics department can also hope your carbon emissions into the scope of statistics. It is expected that further research will be further carried out in the future to provide a scientific basis for the development of low carbon economy and green energy saving road in Anhui.
