【摘要】：隨著經(jīng)濟(jì)全球化的不斷深入,資本、勞動力、信息和技術(shù)等生產(chǎn)要素的區(qū)域流動更加活躍,以發(fā)達(dá)國家和地區(qū)為主導(dǎo)的新一輪產(chǎn)業(yè)結(jié)構(gòu)調(diào)整正在全球范圍內(nèi)展開。產(chǎn)業(yè)轉(zhuǎn)移和資本流動呈現(xiàn)出新的特點(diǎn)和趨勢,新一輪產(chǎn)業(yè)大規(guī)模轉(zhuǎn)移正在持續(xù)進(jìn)行。重慶市作為我國西部地區(qū)最具代表性的產(chǎn)業(yè)承接地,發(fā)揮資源豐富、要素成本低等優(yōu)勢積極承接國內(nèi)外產(chǎn)業(yè)轉(zhuǎn)移,這不僅有利于加速該地區(qū)新型工業(yè)化和城鎮(zhèn)化進(jìn)程,而且有利于促進(jìn)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展。土地作為經(jīng)濟(jì)社會發(fā)展的基礎(chǔ)性要素,引導(dǎo)和制約著產(chǎn)業(yè)轉(zhuǎn)移的進(jìn)程。隨著重慶市承接產(chǎn)業(yè)轉(zhuǎn)移進(jìn)程的加快,如何協(xié)調(diào)經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)轉(zhuǎn)移對土地需求的急劇增長與土地資源稀缺性之間的矛盾,不僅是一個重大的理論課題,更是一個重大的現(xiàn)實課題。本文以重慶市“承接產(chǎn)業(yè)轉(zhuǎn)移-產(chǎn)業(yè)結(jié)構(gòu)變化-土地利用結(jié)構(gòu)變化-土地利用管理問題出現(xiàn)-提出解決措施”為研究主線,構(gòu)建了基于承接產(chǎn)業(yè)轉(zhuǎn)移視角的土地利用管理體系分析框架,并對其進(jìn)行了初步探索。首先,在前人研究的基礎(chǔ)上,梳理產(chǎn)業(yè)轉(zhuǎn)移與土地利用之間的關(guān)系,以便為后文分析奠定理論基礎(chǔ);其次,基于重慶市承接產(chǎn)業(yè)轉(zhuǎn)移及產(chǎn)業(yè)結(jié)構(gòu)、土地利用結(jié)構(gòu)的現(xiàn)實狀況,分析了承接產(chǎn)業(yè)轉(zhuǎn)移對產(chǎn)業(yè)結(jié)構(gòu)的影響,并在此基礎(chǔ)上綜合運(yùn)用熵值函數(shù)模型、相關(guān)性分析、一元線性回歸分析等數(shù)學(xué)統(tǒng)計方法對重慶市產(chǎn)業(yè)結(jié)構(gòu)及土地利用結(jié)構(gòu)變化的相關(guān)關(guān)系進(jìn)行了論證;最后,根據(jù)重慶市在承接產(chǎn)業(yè)轉(zhuǎn)移背景下的土地利用特點(diǎn)及由承接產(chǎn)業(yè)轉(zhuǎn)移引致的土地利用管理問題,提出了有針對性的政策建議。
[Abstract]:With the deepening of economic globalization, regional flows of factors of production, such as capital, labor, information and technology, have become more active. A new round of industrial restructuring, led by developed countries and regions, is being carried out on a global scale. Industrial transfer and capital flows are showing new characteristics and trends. A new round of large-scale industrial transfer is continuing. Chongqing, as the most representative industrial undertaking place in the western region of China, takes advantage of abundant resources and low factor cost to actively undertake industrial transfer at home and abroad. This is conducive not only to accelerating the process of new industrialization and urbanization in the region, but also to promoting the coordinated development of regional economy. The process of industrial transfer is guided and restricted. With the acceleration of the process of undertaking industrial transfer in Chongqing, how to coordinate the contradiction between the rapid growth of economic development and the demand for land and the scarcity of land resources, Is not only a major theoretical issue, It is also an important practical subject. This paper takes Chongqing as the main line of study, which is "undertaking industrial transfer, changing industrial structure, changing land use structure, appearing land use management problems and proposing solutions". This paper constructs an analytical framework of land use management system based on the perspective of undertaking industrial transfer, and makes a preliminary exploration of it. First of all, on the basis of previous studies, it combs the relationship between industrial transfer and land use. In order to lay a theoretical foundation for the later analysis. Secondly, based on the reality of the industrial transfer and industrial structure and the land use structure in Chongqing, this paper analyzes the impact of undertaking industrial transfer on the industrial structure. On this basis, the correlation between industrial structure and land use structure in Chongqing is demonstrated by using entropy function model, correlation analysis, linear regression analysis and other mathematical statistical methods. According to the characteristics of land use in Chongqing under the background of undertaking industry transfer and the problems of land use management caused by undertaking industry transfer, the corresponding policy suggestions are put forward.
