區(qū)域戰(zhàn)略人力資源協(xié)同開發(fā)的政府行為研究

【摘要】:伴隨著全球經(jīng)濟(jì)一體化趨勢(shì)的不斷發(fā)展,人力資源逐漸成為制約國(guó)家或區(qū)域經(jīng)濟(jì)發(fā)展的一個(gè)重要因素,目前,國(guó)家或區(qū)域的競(jìng)爭(zhēng)主要是人力資源的競(jìng)爭(zhēng)。國(guó)家或區(qū)域想要獲得區(qū)位競(jìng)爭(zhēng)優(yōu)勢(shì),其中起決定性作用的因素就是其戰(zhàn)略人力資源的開發(fā)能力。與歐美等發(fā)達(dá)國(guó)家相比,中國(guó)擁有13.54億人口,其中人力資源占比接近60%,中國(guó)應(yīng)該充分發(fā)掘這一潛在的人力資源優(yōu)勢(shì)。人力資源的戰(zhàn)略開發(fā),可以將這一潛在優(yōu)勢(shì)轉(zhuǎn)化為現(xiàn)實(shí)優(yōu)勢(shì),實(shí)現(xiàn)人力資源由“富有”到“強(qiáng)大”的轉(zhuǎn)變,推動(dòng)區(qū)域戰(zhàn)略人才協(xié)同開發(fā)的一體化進(jìn)程,最終實(shí)現(xiàn)區(qū)域一體化。 區(qū)域戰(zhàn)略人力資源協(xié)同開發(fā)是區(qū)域一體化的必由之路。因?yàn)閰^(qū)域一體化的顯在問題就是各地區(qū)經(jīng)濟(jì)發(fā)展水平如何趨同,但潛在的深層問題是各地的戰(zhàn)略人力資源的分布是否協(xié)同。因?yàn)閰^(qū)域經(jīng)濟(jì)問題說到底,還是人的問題,尤其是企業(yè)家、創(chuàng)新人才和優(yōu)秀員工組成的戰(zhàn)略人力資源問題,缺乏戰(zhàn)略人力資源的分布的大體均衡,抑或是沒有戰(zhàn)略人力資源供給的基本協(xié)同,就不可能有預(yù)期中的區(qū)域一體化進(jìn)程。然而,區(qū)域戰(zhàn)略人力資源協(xié)同開發(fā)是一項(xiàng)長(zhǎng)期工程,需要逐步構(gòu)建適應(yīng)經(jīng)濟(jì)發(fā)展的人力資源開發(fā)戰(zhàn)略體系,在這個(gè)過程中需要依靠社會(huì)、政府、企業(yè)和員工等多個(gè)不同層次的主體的共同努力。其中,政府是社會(huì)經(jīng)濟(jì)生活的調(diào)控者,在諸多主體中占據(jù)主導(dǎo)作用。實(shí)現(xiàn)區(qū)域戰(zhàn)略人力資源協(xié)同開發(fā),促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展,政府角色的準(zhǔn)確定位以及引導(dǎo)作用的有效發(fā)揮極其關(guān)鍵。政府只有做好這兩點(diǎn),才能更好地加快區(qū)域戰(zhàn)略人力資源的開發(fā),進(jìn)而實(shí)現(xiàn)區(qū)域一體化,實(shí)現(xiàn)共同富裕。 文章首先從人力資本投資理論出發(fā),結(jié)合制度經(jīng)濟(jì)學(xué)、政府失靈理論、公共管理學(xué)等相關(guān)知識(shí),同時(shí)結(jié)合國(guó)內(nèi)外相關(guān)理論和實(shí)踐上取得的成果;其次分析我國(guó)區(qū)域經(jīng)濟(jì)發(fā)展和人力資源開的現(xiàn)狀,并從中找出存在的問題,同時(shí)分析我國(guó)政府與區(qū)域戰(zhàn)略人力資源協(xié)同開發(fā)的互動(dòng)影響;最后研究適應(yīng)區(qū)域戰(zhàn)略人力資源協(xié)同開發(fā)的政府行為的改革路徑。 本文主要研究區(qū)域戰(zhàn)略人力資源協(xié)同開發(fā)中的政府行為問題,通過高效開發(fā)區(qū)域人力資源,加快推進(jìn)區(qū)域人力資源戰(zhàn)略協(xié)同開發(fā)一體化進(jìn)程,進(jìn)而達(dá)到區(qū)域一體化。我們認(rèn)為:首先,政府要充分認(rèn)識(shí)戰(zhàn)略人力資源以及對(duì)其進(jìn)行開發(fā)的價(jià)值。人才資源是第一資源,將潛在的人力資源轉(zhuǎn)化為現(xiàn)實(shí)的人力資源,從低層次的人力資源上升到中高層次的人才,更好更有效的為區(qū)域經(jīng)濟(jì)發(fā)展貢獻(xiàn)力量。其次,政府要充分發(fā)揮自身在這一過程中的重要作用。政府必須明確自身的角色定位,結(jié)合區(qū)域的優(yōu)勢(shì)及特點(diǎn),以互利共贏、合作發(fā)展為原則,堅(jiān)持“政府引導(dǎo)、市場(chǎng)運(yùn)作、企業(yè)為主、全面合作”的總方針,進(jìn)一步消除行政壁壘、落實(shí)高效人才開發(fā)合作項(xiàng)目,實(shí)現(xiàn)協(xié)同開發(fā)、優(yōu)勢(shì)互補(bǔ)、互利共贏的總目標(biāo),推動(dòng)我國(guó)區(qū)域戰(zhàn)略人力資源協(xié)同開發(fā)的進(jìn)程。
[Abstract]:Developing with the trend of global economic integration, human resources has gradually become an important factor restricting the national or regional economic development at present, national or regional competition is the competition of human resources. Country or region wants to obtain the competitive advantage of location, the decisive factor is the strategic human resource capacity. Compared with Europe and other developed countries, China has a population of 1 billion 354 million, including human resources accounted for close to 60%, Chinese should fully explore the potential of human resources. The strategy of the development of human resources can be a potential advantages into real advantages, the realization of human resources by the "rich" to "strong" change, integration the process of promoting the regional strategic talent collaborative development, and ultimately to achieve regional integration.
Regional strategic human resource development is the only way which must be passed of regional integration. Because of how the regional integration is significant regional economic development level in the problem of convergence, but the distribution of deep problems of potential around the strategic human resource is collaborative. Because the regional economy in the final analysis, is the people's problems, especially entrepreneurs, strategic human resources innovation talent and outstanding staff, distribution of the lack of strategic human resource balance, or is not the basic collaborative supply of human resource strategy, could not have expected in the process of regional integration. However, the regional strategic human resource development is a long-term project, need to gradually build the strategic system of human resource development and economic in the process of development, need to rely on the government, society, enterprises and employees of common and many different subjects. Hard. Among them, the government's regulation of social and economic life, plays a dominant role in many subjects. To achieve collaborative development of regional strategic human resources, promote the development of regional economy, accurate positioning of government role and guiding role of key government. Only do these two points, in order to accelerate the development of regional strategic human resources then, to achieve regional integration, to achieve common prosperity.
This article starts from the theory of manpower capital, the theory of institutional economics, government failure theory, public management and other related knowledge, combined with the related domestic and abroad theory and practice achievements; secondly analyzes the status quo of China's regional economic development and human resources, and finds out the existing problems, and analysis of China's government with the interaction of regional strategic human resource development; finally, to study the reform path of regional strategic human resource development of the government behavior.
The problem of government behavior in the development of this paper mainly studies the regional strategic human resource, through the efficient development of regional human resources, accelerate the development of the integration of regional strategic human resources collaborative process, so as to achieve regional integration. We believe that: first, the government should fully understand the strategic human resources and the development of its value. Human resources are the primary resources. The potential of human resources into the reality of human resources, from the low level of human resources up to the high level talent, contribution to the development of regional economy is better and more effective. Secondly, the government should fully play its important role in this process. The government must clear its position, combined with the advantages of and the characteristics of the region, to mutual benefit, cooperation and development as the principle, adhere to the "government guidance, market operation, enterprises, the general policy of comprehensive cooperation", We should further eliminate administrative barriers, implement effective talents development cooperation projects, achieve coordinated development, complementary advantages and win win goals, and push forward the collaborative development of regional strategic human resources in China.
