【摘要】:資源型城市是在工業(yè)化進(jìn)程發(fā)展起來的特殊城市,在一定時(shí)期為區(qū)域經(jīng)濟(jì)的發(fā)展提供一個(gè)新的經(jīng)濟(jì)增長(zhǎng)極,極大地推進(jìn)了工業(yè)化和城市化的進(jìn)程,其歷史地位和作用極其突出。然而,隨著工業(yè)化進(jìn)程的加快,20世紀(jì)50年代末,資源型經(jīng)濟(jì)問題首先在資源開發(fā)的中心區(qū)域和資源產(chǎn)業(yè)所在的主要城市出現(xiàn),如德國(guó)魯爾、法國(guó)洛林、美國(guó)休斯頓等。資源型區(qū)域經(jīng)濟(jì)發(fā)展的滯緩和衰退問題,引起了各界對(duì)于礦物資源與經(jīng)濟(jì)增長(zhǎng)、資源型經(jīng)濟(jì)(轉(zhuǎn)型)發(fā)展問題的思考和研究。生產(chǎn)要素包括勞動(dòng)、資本、土地和企業(yè)家才能四大類。在計(jì)劃經(jīng)濟(jì)時(shí)代,土地在很多情況下是被免費(fèi)或低價(jià)使用的,導(dǎo)致土地在創(chuàng)造財(cái)富過程中的作用常常被低估。而在市場(chǎng)經(jīng)濟(jì)條件下,城市建設(shè)用地必須通過招標(biāo)或拍賣方式獲得,土地供給成為政府或企業(yè)決策者必須優(yōu)先考慮的因素。但土地供給參與產(chǎn)業(yè)結(jié)構(gòu)調(diào)控是近年來執(zhí)行的一個(gè)新政策,執(zhí)行時(shí)間尚短。理論界對(duì)其做系統(tǒng)分析研究的較少,大部分學(xué)者僅僅對(duì)土地利用結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)的關(guān)系進(jìn)行了研究,而對(duì)土地供給這一重要調(diào)控手段的研究卻微乎其微。因此結(jié)合理論與實(shí)證,在可行性研究基礎(chǔ)上,分析和完善我國(guó)土地供給調(diào)整產(chǎn)業(yè)結(jié)構(gòu)的機(jī)制就很有必要。本文通過對(duì)典型的資源型城市——山西省大同市的土地供給和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整現(xiàn)狀進(jìn)行研究,進(jìn)而提出大同市土地供給機(jī)制促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的實(shí)施路徑,并利用城市經(jīng)濟(jì)學(xué),土地經(jīng)濟(jì)學(xué),產(chǎn)業(yè)經(jīng)濟(jì)學(xué)與區(qū)域經(jīng)濟(jì)學(xué)相關(guān)知識(shí),結(jié)合土地集約利用理論與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化理論,總結(jié)出一套適用于資源型城市的系統(tǒng)的土地作為生產(chǎn)要素調(diào)控產(chǎn)業(yè)結(jié)構(gòu)的路徑和對(duì)策。
[Abstract]:Resource-based city is a special city developed in the process of industrialization. It provides a new economic growth pole for the development of regional economy in a certain period, and greatly promotes the process of industrialization and urbanization. However, with the acceleration of industrialization in the late 50s of the 20th century, resource-based economic problems first emerged in the central regions of resource development and in major cities where resource industries were located, such as Ruhr, Germany. Lorraine, USA, Houston, etc. The sluggish and declining development of resource-based regional economy has aroused the thinking and research on mineral resources and economic growth, resource-based economy (transition) development. The factors of production include labor, Capital, land and entrepreneurial talent. In the planned economy era, land was used for free or at a low price in many cases, leading to an understatement of the role of land in the process of creating wealth. Urban construction land must be obtained by bidding or auction, and land supply has become a priority factor for government or enterprise decision-makers, but the participation of land supply in industrial structure control is a new policy that has been implemented in recent years. The execution time is still short. The theoretical circle has done little systematic analysis and research. Most scholars have only studied the relationship between the land use structure and the industrial structure. However, the research on land supply as an important means of regulation and control is very little. Therefore, combining theory with empirical research, on the basis of feasibility study, It is necessary to analyze and perfect the mechanism of adjusting the industrial structure of land supply in China. This paper studies the present situation of land supply and industrial structure adjustment in Datong City, Shanxi Province, a typical resource-based city. Then put forward the implementation path of land supply mechanism to promote the adjustment of industrial structure in Datong city, and make use of the relevant knowledge of urban economics, land economics, industrial economics and regional economics. Combining the theory of intensive utilization of land with the theory of industrial structure optimization, this paper sums up a set of ways and countermeasures to adjust and control the industrial structure of a system of land which is suitable for resource-based cities as a factor of production.
