【摘要】:隨著全球產(chǎn)業(yè)競(jìng)爭(zhēng)的日趨加劇,大飛機(jī)產(chǎn)業(yè)成為世界各國(guó)重點(diǎn)發(fā)展的戰(zhàn)略性產(chǎn)業(yè)和著力搶占的“制高點(diǎn)”,理論和實(shí)踐都已表明,大飛機(jī)產(chǎn)業(yè)對(duì)國(guó)民經(jīng)濟(jì)具有明顯的拉動(dòng)作用,對(duì)于推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí),促進(jìn)區(qū)域經(jīng)濟(jì)增長(zhǎng)亦具有重要意義。作為我國(guó)建設(shè)創(chuàng)新型國(guó)家,提高自主創(chuàng)新能力和增強(qiáng)國(guó)家核心競(jìng)爭(zhēng)力的重大戰(zhàn)略舉措,眾多學(xué)者對(duì)我國(guó)大飛機(jī)產(chǎn)業(yè)發(fā)展的各類問(wèn)題進(jìn)行了廣泛而有意義的研究。然而,以往的研究主要從體制變遷和技術(shù)差距的角度探討我國(guó)大飛機(jī)產(chǎn)業(yè)的發(fā)展戰(zhàn)略。因此,本文比較分析國(guó)內(nèi)外大飛機(jī)產(chǎn)業(yè)扶持政策,并通過(guò)研究大飛機(jī)產(chǎn)業(yè)投資政策效應(yīng),提出相關(guān)政策建議。 本文通過(guò)案例研究,在借鑒發(fā)達(dá)國(guó)家發(fā)展大飛機(jī)產(chǎn)業(yè)成功經(jīng)驗(yàn)的基礎(chǔ)上,研究分析國(guó)內(nèi)外大飛機(jī)制造產(chǎn)業(yè)的政府扶持政策的差異,通過(guò)比較發(fā)現(xiàn),國(guó)內(nèi)在扶持大飛機(jī)產(chǎn)業(yè)發(fā)展時(shí)存在著需求與供給不匹配、航空發(fā)動(dòng)機(jī)制造商與飛機(jī)制造商聯(lián)系不緊密,供應(yīng)商管控體系不完善、飛機(jī)制造商對(duì)供應(yīng)商的管理經(jīng)驗(yàn)不足等問(wèn)題。同時(shí),通過(guò)前面對(duì)扶持政策的總結(jié)中發(fā)現(xiàn),國(guó)內(nèi)對(duì)于大飛機(jī)投資上如何引導(dǎo)缺乏理論與實(shí)踐上的探索,但投資政策對(duì)產(chǎn)業(yè)健康發(fā)展有著重要的意義,由此本文通過(guò)構(gòu)建可計(jì)算一般均衡模型對(duì)大飛機(jī)產(chǎn)業(yè)的投資政策效應(yīng)進(jìn)行了重點(diǎn)研究。研究結(jié)果表明:增加大飛機(jī)產(chǎn)業(yè)的投資,,對(duì)于制造業(yè)與整體經(jīng)濟(jì)增長(zhǎng)有一定的促進(jìn)作用,但對(duì)于居民消費(fèi)會(huì)產(chǎn)生抑制效應(yīng);大飛機(jī)產(chǎn)業(yè)投資額存在一個(gè)最優(yōu)值,可以最大程度帶動(dòng)經(jīng)濟(jì)發(fā)展;此外,航空運(yùn)輸業(yè)存在投資過(guò)剩現(xiàn)象,可以適當(dāng)減少投資額。 在以上研究的基礎(chǔ)上,提出了加快發(fā)展我國(guó)大飛機(jī)產(chǎn)業(yè)的相關(guān)政策建議,包括追加重大科技專項(xiàng)投入、整機(jī)制造商與發(fā)動(dòng)機(jī)制造商建立戰(zhàn)略聯(lián)盟、建立健全大飛機(jī)供應(yīng)商的管控體系、鼓勵(lì)民營(yíng)資本進(jìn)入等相關(guān)政策。
[Abstract]:With the increasing competition of the global industry, the large aircraft industry has become the strategic industry of key development in the world and the "commanding height" of the effort to seize, both theory and practice have shown. The large aircraft industry has obvious pull effect on the national economy, it is also important to promote the upgrading of industrial structure and regional economic growth. In order to improve the independent innovation ability and enhance the core competitiveness of the country, many scholars have carried out extensive and meaningful research on all kinds of problems in the development of China's large aircraft industry. The previous research mainly discusses the development strategy of China's large aircraft industry from the perspective of system change and technology gap. Therefore, this paper compares and analyzes the domestic and foreign large aircraft industry support policies. And through the study of the large aircraft industry investment policy effect, put forward the relevant policy recommendations. Based on the successful experience of developed countries in developing large aircraft industry, this paper studies and analyzes the differences of government support policies of large aircraft manufacturing industry at home and abroad, and finds out by comparison. In China, there is a mismatch between demand and supply when supporting the development of large aircraft industry, the aero-engine manufacturer and the aircraft manufacturer are not closely linked, and the supplier control system is not perfect. At the same time, through the previous summary of the support policy, it is found that there is a lack of theoretical and practical exploration on how to guide the large aircraft investment in China. However, the investment policy is of great significance to the healthy development of the industry. Therefore, this paper focuses on the investment policy effect of large aircraft industry through the construction of computable general equilibrium model. The results show that: increase the investment of large aircraft industry. It can promote the manufacturing industry and the overall economic growth to some extent, but it will have a restraining effect on the consumption of the residents. There is an optimal value of investment in large aircraft industry, which can promote economic development to the greatest extent; In addition, there is an overinvestment in the air transport industry, which can reduce the investment. On the basis of the above research, the paper puts forward some relevant policy suggestions for speeding up the development of China's large aircraft industry, including the addition of major scientific and technological special investment, and the establishment of strategic alliances between engine manufacturers and machine manufacturers. Establish and improve the management and control system of large aircraft suppliers, encourage private capital entry and other relevant policies.
