【摘要】：在全球化時(shí)代，區(qū)域經(jīng)濟(jì)一體化的影響日趨加深。為了追求本國(guó)長(zhǎng)遠(yuǎn)的經(jīng)濟(jì)利益，越來越多的國(guó)家選擇聯(lián)盟與合作——積極參與雙邊或者多邊貿(mào)易體系。這促使區(qū)域經(jīng)濟(jì)迅速發(fā)展。環(huán)顧全球經(jīng)濟(jì)形勢(shì)，歐洲有歐盟，北美洲有北美自貿(mào)區(qū)，而作為世界大國(guó)——中國(guó)與俄羅斯的區(qū)域經(jīng)濟(jì)進(jìn)程卻略微緩慢，這就制約了中俄在世界范圍內(nèi)的發(fā)展步伐。中俄是山水相連的友好鄰邦，同時(shí)作為金磚國(guó)家中的重要成員，兩個(gè)新興經(jīng)濟(jì)體在世界各領(lǐng)域中發(fā)揮著重要作用。近年來，中俄政治關(guān)系日益緊密，經(jīng)貿(mào)合作領(lǐng)域愈加廣泛。但是中俄至今沒有實(shí)現(xiàn)貿(mào)易自由化，這對(duì)中俄來說都是格外惋惜的。 本文首先從近幾年中國(guó)與俄羅斯雙邊貿(mào)易的發(fā)展概況出發(fā)，分析了中俄貿(mào)易的發(fā)展規(guī)模、商品結(jié)構(gòu)以及兩國(guó)經(jīng)濟(jì)結(jié)構(gòu)的互補(bǔ)性特點(diǎn)。中俄貿(mào)易額快速增長(zhǎng)，雙邊貿(mào)易的商品結(jié)構(gòu)不斷整合優(yōu)化。另外本文考察了中俄經(jīng)濟(jì)結(jié)構(gòu)的互補(bǔ)性：中方對(duì)俄方有較大比較優(yōu)勢(shì)的產(chǎn)業(yè)是機(jī)電、紡織品及原料、賤金屬及制品等行業(yè)，俄方對(duì)中方有較大競(jìng)爭(zhēng)力的產(chǎn)業(yè)是化工、礦產(chǎn)品、木及制品等行業(yè)。建立自貿(mào)區(qū)是保障中俄經(jīng)濟(jì)不斷增長(zhǎng)的需要，是增強(qiáng)兩國(guó)全面戰(zhàn)略協(xié)作伙伴關(guān)系的需要，同時(shí)也是對(duì)接中國(guó)東北地區(qū)振興戰(zhàn)略與俄羅斯遠(yuǎn)東地區(qū)發(fā)展戰(zhàn)略的需要。因此，中俄簽訂自由貿(mào)易協(xié)定對(duì)兩國(guó)本身、對(duì)亞歐及世界經(jīng)濟(jì)，都是大有裨益的。為了中俄關(guān)系能夠穩(wěn)定、長(zhǎng)久、友好地發(fā)展，中俄應(yīng)抓住俄羅斯加入世界貿(mào)易組織的機(jī)遇，迎接國(guó)際形勢(shì)嚴(yán)峻的挑戰(zhàn)，以兩國(guó)元首定期會(huì)晤為契機(jī)，結(jié)合本國(guó)的經(jīng)濟(jì)形勢(shì)，簽訂海關(guān)合作框架協(xié)議，積極開展相互投資，以重大項(xiàng)目合作帶動(dòng)兩國(guó)范圍更廣的區(qū)域合作，既不好高騖遠(yuǎn)，又要因勢(shì)利導(dǎo)，循序漸進(jìn)地分時(shí)間、分階段、分區(qū)域地推進(jìn)構(gòu)建中俄自由貿(mào)易區(qū)的建設(shè)，，爭(zhēng)取盡快啟動(dòng)自由貿(mào)易區(qū)的談判進(jìn)程，使中俄經(jīng)貿(mào)合作不斷攀升新高度。
[Abstract]:In the era of globalization, the impact of regional economic integration is deepening. In order to pursue the long-term economic interests of our country. A growing number of countries choose alliances and cooperation-active participation in bilateral or multilateral trading systems. This has contributed to rapid regional economic development. Looking around the global economic situation, Europe has the European Union, North America has the North American Free Trade area. However, the regional economic progress of China and Russia, as the world's great powers, is slightly slow, which restricts the pace of development of China and Russia in the world. China and Russia are friendly neighbors connected by mountains and rivers. As an important member of the BRICS countries, the two emerging economies play an important role in various areas of the world. In recent years, the political relations between China and Russia have become increasingly close. Economic and trade cooperation is becoming more and more extensive, but China and Russia have not yet achieved trade liberalization, which is particularly regrettable for China and Russia. Based on the general situation of bilateral trade between China and Russia in recent years, this paper analyzes the development scale of Sino-Russian trade, the complementary characteristics of commodity structure and economic structure of the two countries, and the rapid growth of Sino-Russian trade volume. The commodity structure of bilateral trade is continuously integrated and optimized. In addition, this paper examines the complementarities of the economic structure of China and Russia: the industries in which China has a greater comparative advantage over Russia are electromechanical, textile and raw materials, base metals and products. The industries in which Russia is more competitive with China are chemical, mineral, wood and products industries. The establishment of a free trade zone is the need to ensure the continuous growth of the Chinese and Russian economies and the need to strengthen the comprehensive strategic partnership of cooperation between the two countries. At the same time, it is also the need to link up the strategy of rejuvenation in Northeast China and the development strategy of the far East of Russia. Therefore, the signing of free trade agreement between China and Russia is of great importance to the two countries themselves, to Asia and Europe and to the world economy. For the sake of stable, long-term and friendly development of Sino-Russian relations, China and Russia should seize the opportunity of Russia's accession to the World Trade Organization and meet the severe challenges of the international situation. Taking the opportunity of regular meetings between the heads of state of the two countries and taking into account the economic situation of their countries, the two countries signed a framework agreement on customs cooperation, actively engaged in mutual investment, and promoted broader regional cooperation between the two countries through major project cooperation. It is not too ambitious, but also should be guided by the situation, step by step, step by step, step by step, sub-regional to promote the construction of Sino-Russian free trade zone, and strive to start the negotiation process of free trade area as soon as possible. The economic and trade cooperation between China and Russia has been rising to a new high.
